NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE 155
Encompassing all segments of exchange and use of all information and data during
the election process thereby improving work efficiency of the election administration
(over 30.000 of permanently and temporary employed people) and to
increase satisfaction of voters, political subjects, observers and the public with
work of the election administration.
Integrated Election Information System of Bosnia and Herzegovina would enable
for the whole system to be made on a unique development platform and to
have unique databases and to completely cover implementation of all laws under
jurisdiction of BiH Central Election Commission. The system would link all processes
done by the BiH Central Election Commission thus ensuring accessibility,
multi-linguistic aspect, security, privacy, connectivity, use of open standards, and
advantage of open code program.
The BiH Central Election Commission launched this great task and ensured funds
for its partly built thanks to the USAID, OSCE Mission to Bosnia and Herzegovina
and the state budget. The experience of BiH in this process will represent a significant
source of information for election commissions in the world, which would
like to work on improvement of implementing the elections.
Nevertheless, after all being said it is also very important to know that even ideal
technologies will not help if there is no necessary will of the legislator to improve
the process and adopt relevant laws, which will represent a base for building an
operative system.
