NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE
Passive voters’ registration was introduced in BiH before 2006 General Elections
Advantages of this system compared to active voters’ registration is that automatically
a competent authority performs ex-officio registration and update of all
voters’ categories in the Central Voters Register (regular, displaced persons, and
persons residing abroad) without any voters’ activity. Exception is made for refugees
not recorded in the official records of Agency for identification documents,
registers and data exchange (IDDEEA), who submit a request for registration in
the excerpt for out-of-country voting.
Advantages of this system:
• In the passive registration system the Central Voters Register is kept ex-officio
from the records of civil registry on BiH citizens
• More simple and easier exercise of the right to vote /no previous registration
conditions/
• Higher accuracy and integrity of voters registers
• When registering the permanent place of residence a BiH citizen is registered
also in the CVR.
• Every change reported with competent bodies responsible for the records on
place of residence and personal data is automatically updated.
Competent bodies
• BiH Central Election Commission
• Agency for identification documents, registers and data exchange (IDDEEA)
• Other bodies:
• BiH Ministry for human rights and refugees;
• Ministry of internal affairs at all levels;
• BiH Ministry of civil affairs – Sector for citizenship;
• Election commissions
Exchange of data between competent bodies and CVR’s updating
• The exchange of data is done electronically through a state network, which
ensures more secure way of exchanging data. Access to the network in enabled
only to competent institutions and communication is done through licensed
frequencies.
