society, in which, over the years, there has never existed trust between power<br />

and opposition. Despite the fact that different political parties have governed the<br />

country over the years, the mistrust persists, and the mistrust in digitalizing the<br />

electoral process is a major problem that cannot be neglected.<br />

Another problem in my view is that the development of scientific and technical<br />

progress is faster than the capacity of Moldovan authorities to implement certain<br />

concepts that they developed relatively well. I listened carefully to Mr. Ciornii and<br />

Ms. Caraman’s reports, which were very good from my point of view. What Mr.<br />

Ciornii said seems to cancel the need for terminals as they are provided by the<br />

current concept – through ticks. If what Mr. Ciornii says is achievable in the near<br />

future through identity cards with microchip that contain all the information, it is<br />

much better, in my view, to have scanners and read without offering the possibility<br />

to tick, and to start options about which I was talking here as a person with bad<br />

will. But with regard to Mrs Caraman’ report, it was simply very good suggesting<br />

that everything can be encoded as voters’ names are encoded, street numbers<br />

can be encoded, other important information can be encoded and then the risk<br />

that the change of street names may cause errors is not a problem any longer.<br />

But I would like to come back to this because I think before developing long-term<br />

concepts it might be worth working on encoding. What should be encoded in<br />

order to remain stable and not be affected by scientific and technical progress.<br />

But, otherwise, I think all the processes aimed at digitalizing the electoral process<br />

should be accompanied, at least in Moldova, and for a long time, by printed voter<br />

lists with signatures, by paper ballots, because only in this way can we work step<br />

by step with voters in Moldova, persuading them that everything is verifiable.<br />

Despite the fact that technical progress is urging us and we need to digitalize<br />

the electoral process, before trust is established in our society between political<br />

elites, on the one hand, and between the citizens and digital electoral process, on<br />

the other hand, everything must be verifiable.<br />

This is suggested to us by such a country like Germany, where the Constitutional<br />

Court ruled that electronic voting cannot be applied because the older generation<br />

in Germany does not trust the electronic process. Surely there are ways to persuade<br />

people, because after all, they become used to it, e.g. they trust operations<br />

with banking cards, they leave their earned money to be counted by electronic<br />

systems and so on, and why would they not do the same with the electronic electoral<br />

process. But this was just an example to try step by step to persuade voters
