When preparing my speech, I reached a conclusion that the digitalization of the<br />
electoral process in Moldova has become close to our hearts, the discussions we<br />
have today have lasted for some time and if we refer to international experience,<br />
15 years ago the problem was already on the agenda in Moldova. It was about the<br />
development of the civil registry, which Mr Ciornii referred to. For 15 years we<br />
have been discussing about three levels of access to the civil, integrated, single<br />
registry, etc. Access in three levels for electoral bodies, access to information that<br />
is usually included in voter lists, access for tax authorities, for the verification of<br />
how the citizens guarantee the payment of taxes and based on properties, and<br />
access for police and special bodies with regard to delinquencies and so on.<br />
In general, what we were discussing 15 years ago in Moldova we already have, I<br />
think this database that the Ministry of Information Technologies holds was developed<br />
according to all modern standards, the issue that arose, however, is that<br />
the concept developed by the CEC and approved by the Parliament in Law 101,<br />
provides that the information on voters must be imported from the database of<br />
the Ministry to the database developed by the CEC. It is a decision that is part of<br />
a concept and I do not think there could be major problems and debates on the<br />
usefulness of this data transfer. The only problem that arises relates to how both<br />
databases will be updated, and the efficiency of the civil records service, which,<br />
judging by the views expressed by experts, can cause problems, not very serious<br />
ones, because the only problem is related to the terms of information modification,<br />
to which I have referred.<br />
The big problem, in my view, will appear in a different area. Moldova is different<br />
and when we borrow concepts which work very well somewhere else, in Moldova<br />
they may function not so well, given that the society is different. It is a divided
