due to the fact that the data management modality became unified, and thus we<br />
excluded duplications between sectors (over 3,000 entries – citizens that could<br />
be registered both at the new place of registration, and at the previous address,<br />
due to delayed data exchange).<br />
Thanks to the implementation of this application, the quality of voter lists has improved,<br />
so that in the early parliamentary elections of 2009 the percentage of voters<br />
included in supplementary lists was 2.6% (over 7% in 2001). For comparison:<br />

However, some solutions are still necessary for issues related to voter lists’ management:<br />
• The issue of street names (in particular, in Chisinau)<br />
Local authorities determine the boundaries of the polling stations; their description<br />
includes the current names of roads and streets. At the same time, however,<br />
the accompanying sheets of the voter ID card still show the old names or some<br />
non-existent addresses, translated arbitrarily. Given the principle of compiling<br />
voter lists according to domicile visa, voters will be assigned to polling stations<br />
within which they are registered. For cases when the identity document contains<br />
an non-existent or incorrect address, the person will remain outside the voter<br />
list or will be wrongly transferred to another polling station (we refer to cases of<br />
personal experience).<br />
For these situations, we propose to encode the names of streets, with their inclusion<br />
in a database compiled in accordance with the Street Guide (names are as-
