Compilation of voter lists in the sectors of Chisinau<br />

In identifying solutions to improve the quality of voter lists, and the entire election<br />

process, it is more than necessary to know the experience of countries<br />

with democratic traditions. The support of international experts will certainly<br />

strengthen this joint effort and will facilitate the application of new technologies<br />

in conducting elections.<br />

I want to express thanks to the organizers of the Conference for the provided opportunity<br />

for local authorities to exchange views and best practices in managing<br />

voter lists.<br />

The amendments that are necessary in this area are not related only to the technical<br />

aspect, by implementing some ways to prevent multiple voting, but also to<br />

the legal framework. I want to emphasize that the current legislation does not<br />

provide for an express qualification of multiple voting, and, respectively, a sanction<br />

for this violation. The wording on criminal liability for “falsification of voting<br />

results by any means 3 ” is fairly generous in possible interpretations, and it is difficult<br />

to prove to what extent election results were influenced. For comparison, the<br />

Romanian 4 legislation expressly provides that the act of the person voting two or<br />

more times shall be punished with imprisonment from six months to three years<br />

or a fine and a ban on the exercise of some rights.<br />
