UN VOLUNTEER DESCRIPTION OF ASSIGNMENT<br />
Preamble:<br />
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to<br />
support peace and development worldwide. Volunteerism can transform the pace and nature of<br />
development and it benefits both society at large and the individual volunteer. UNV contributes to peace<br />
and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism<br />
into development programming, and mobilizing volunteers.<br />
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and<br />
support within the communities. In this context, UN Volunteers take part in various forms of volunteerism<br />
and play a role in development and peace together with co-workers, host agencies and local communities.<br />
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in<br />
volunteer activity can effectively and positively enrich their understanding of local and social realities, as<br />
well as create a bridge between themselves and the people in their host community. This will make the<br />
time they spend as UN Volunteers even more rewarding and productive.<br />
1. UNV Assignment Title: Registration Assistant<br />

3. Project Title: <strong>UNHCR</strong> Turkey Programme for Refugees and Asylum Seekers in Urban<br />
Areas<br />
4. Duration: 6 months (01 December 2011- 31 May 2012)<br />
5. Location, Country: Ankara, Turkey<br />
6. Expected Starting Date: 01 December 2011<br />
7. Brief Project Description:<br />
• Promote access to the territory and to <strong>UNHCR</strong>’s refugee status determination (RSD) procedures<br />
for people wishing to apply for asylum in Turkey.<br />
• Prevent refoulement by increasing monitoring along Turkey’s land borders and coasts, training<br />
border guards, and building stronger partnerships among Government officials and civil society at<br />
the provincial level.<br />
• Support the authorities to strengthen the current asylum system, in line with the best European<br />
practices and international standards.<br />
• Build the capacity of both the Government and civil society, including by setting up reception<br />
centers.<br />
• Conduct RSD under <strong>UNHCR</strong>’s mandate.<br />
• Ensure that asylum-seekers are registered under the Turkish temporary asylum procedures<br />

9. Organizational Context: The Registration Assistant will work under the supervision Head-of-Office<br />
<strong>UNHCR</strong>, Ankara.<br />
10. Type of Assignment Place: Assignment with family<br />
11. Description of tasks:<br />
Under the direct supervision of Head-of-Office, the UNV will undertake the following tasks:
• Receiving and counseling newly arrived asylum seekers, and directing them to appropriate staff<br />
according to their specific protection needs.<br />
• Scheduling of newcomers,<br />
• Dealing with protection problems of asylum seekers and refugees.<br />
• Registering asylum-seekers while ensure that registration documentation is collated, translated<br />
and forwarded to Protection Assistant for proper filing.<br />
• Interpretation for refugee status determination (RSD) interviews and general interpretation for staff<br />
in office and on mission.<br />
• Liaising with other colleagues, Branch Office, local authorities and NGOs on protection issues<br />
including vulnerable groups.<br />
• Perform any other duties assigned by the supervisor(s).<br />
Furthermore, UN Volunteers are encouraged to:<br />
• Strengthening their knowledge and understanding of the concept of volunteerism by reading<br />
relevant UNV and external publications and taking active part in UNV activities (for instance in<br />
events that mark IVD);<br />
• Getting acquainted with and building on traditional and/or local forms of volunteerism in the host<br />
country;<br />
• Reflecting on the type and quality of voluntary action that they are undertaking, including<br />
participation in ongoing reflection activities;<br />
• Contributing articles/write-ups on field experiences and submitting them for UNV<br />
publications/websites, newsletters, press releases, etc.;<br />
• Promoting or advising local groups in the use of online volunteering, or encouraging relevant local<br />
individuals and organizations to use the UNV Online Volunteering service whenever technically<br />
possible.<br />

13. Qualifications/Requirements:<br />
• Turkish national<br />
• Minimum age: 25 years<br />
• Excellent English oral and writing skills;<br />
• Very good communication skills<br />
• University degree in law, political science, regional studies or other relevant field<br />
• Demonstrated familiarity with and knowledge of the basics of refugee and international human<br />
rights law.<br />
• Legal knowledge and the ability to apply legal principles<br />
• Good analytical skills<br />
• Good oral and written communication skills<br />
• Strong interpersonal skills<br />
• Cultural and gender awareness<br />
• Tolerance for diversity<br />
• The ability to work effectively under stress and in crisis situations.<br />
• Desirable: knowledge of Farsi, Arabic, Kurdish, French or Russian<br />
• Computer skills: Good knowledge of MS Office programmes and Internet applications
14. Living Conditions: The UNV will live and work in Ankara, Turkey<br />
15. Conditions of Service<br />
A six months contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs<br />
and utilities, equivalent to US$ 882.00 (monthly net payment); settling-in-grant (if applicable); life, health,<br />
and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory<br />
service.<br />
