In any society there will
always be those who need
support from the government
due to their physical, mental and
social disabilities or situations,
especially the elderly, marginalized
and abandoned children. Sarawak
Welfare Department is the state’s
main body to provide many
different types of assistance to these
disadvantaged groups of people
throughout the state and it does
so with other support from other
governmental agencies as well as
members of the public too.
To identify and to keep track of its
activities, the Welfare Department
maintains an up-to-date profile of all
its clients through a database, aptly
called State Community Care System
Database (SCCS), which it developed
with support from SAINS (Sarawak
Information System). With the system
the department is able to process and
manage all its clients who have been
approved for support services like
e-Bantuan and continuously monitor
related activities under the scheme.
The list is also the main reference
point for all the department’s staff
when dealing with these clients and
more importantly, the monitoring
of their activities after they have
been discharged from these services.
Managed under the SWIM (State
Welfare Institution Management) the
staff of the department ensures that
these former clients continue to chart
progress in their new undertakings
and also gives them the necessary
support whenever necessary.
In addition, the welfare personnel
at all levels will be given regular
training on interpersonal and
effective communication skills, social
work principles and ethics, conflict
resolution, crisis management, and
casework management. All these are
aimed at helping them to be more
client-centred in their approaches
when dealing with different
categories of clients.
The latest addition to the Welfare
Department’s list of duties is that of
a One Stop Centre for registration
of TASKA or Child-Care centres in
Sarawak. Their main concern here is
to ensure that such centres provide
the minimum standards of child care
services which are essential in the
development of young children’s
mind and body to become useful
citizens of the world.
