In any society there will<br />
always be those who need<br />
support from the government<br />
due <strong>to</strong> their physical, mental and<br />
social disabilities or situations,<br />
especially the elderly, marginalized<br />
and abandoned children. Sarawak<br />
Welfare Department is the state’s<br />
main body <strong>to</strong> provide many<br />
different types of assistance <strong>to</strong> these<br />
disadvantaged groups of people<br />
throughout the state and it does<br />
so with other support from other<br />
governmental agencies as well as<br />
members of the public <strong>to</strong>o.<br />
To identify and <strong>to</strong> keep track of its<br />
activities, the Welfare Department<br />
maintains an up-<strong>to</strong>-date profile of all<br />
its clients through a database, aptly<br />
<strong>call</strong>ed State Community Care System<br />
Database (SCCS), which it developed<br />
with support from SAINS (Sarawak<br />
Information System). With the system<br />
the department is able <strong>to</strong> process and<br />
manage all its clients who have been<br />
approved for support services like<br />
e-Bantuan and continuously moni<strong>to</strong>r<br />
related activities under the scheme.<br />
The list is also the main reference<br />
point for all the department’s staff<br />
when dealing with these clients and<br />
more importantly, the moni<strong>to</strong>ring<br />
of their activities after they have<br />
been discharged from these services.<br />
Managed under the SWIM (State<br />
Welfare Institution Management) the<br />
staff of the department ensures that<br />
these former clients continue <strong>to</strong> chart<br />
progress in their new undertakings<br />
and also gives them the necessary<br />
support whenever necessary.<br />
In addition, the welfare personnel<br />
at all levels will be given regular<br />
training on interpersonal and<br />
effective communication skills, social<br />
work principles and ethics, conflict<br />
resolution, crisis management, and<br />
casework management. All these are<br />
aimed at helping them <strong>to</strong> be more<br />
client-centred in their approaches<br />
when dealing with different<br />
categories of clients.<br />
The latest addition <strong>to</strong> the Welfare<br />
Department’s list of duties is that of<br />
a One S<strong>to</strong>p Centre for registration<br />
of TASKA or Child-Care centres in<br />
Sarawak. Their main concern here is<br />
<strong>to</strong> ensure that such centres provide<br />
the minimum standards of child care<br />
services which are essential in the<br />
development of young children’s<br />
mind and body <strong>to</strong> become useful<br />
citizens of the world.
