more accessible and friendly <strong>to</strong><br />

its clientele groups which consists<br />

of senior citizens, single parents,<br />

delinquent juveniles, disadvantaged<br />

children, persons with disabilities,<br />

victims of natural disasters and<br />

domestic violence, social destitute,<br />

child-care providers and voluntary<br />

welfare organizations.<br />

This has been the motivation behind<br />

the formation of the new Ministry<br />

of Welfare, Women and Family<br />

Development headed by Yang<br />

Berhormat Datuk Hajah Fatimah<br />

Abdullah who has always been<br />

a staunch advocate of a holistic<br />

transformation of the welfare system<br />

that promotes a more accessible and<br />

humane approaches <strong>to</strong> human needs<br />

and social problems.<br />

The department is also aware that<br />

welfare work is a joint responsibility<br />

of all civic-minded citizens. Hence it<br />

will forge greater partnerships with<br />

NGOS and the corporate sec<strong>to</strong>rs in<br />

the delivery of its services.<br />

For instance, recently a Chinese New<br />

Year event was held <strong>to</strong>gether with<br />

corporate entities such as PETRONAS,<br />

Mega Hotel Miri and DD Plantation<br />

Soul City<br />

the department will take stringent<br />

measures <strong>to</strong> ensure that all child-care<br />

centres, TASKA (Taman Asuhan Kanak-<br />

Kanak) are legally registered under the<br />

Child-care Centre Act, 1984 in order <strong>to</strong><br />

avoid any further un<strong>to</strong>ward incidents.<br />

Hence parents are advised <strong>to</strong> send their<br />

child <strong>to</strong> registered Taska only.<br />

for registration of a TASKA has<br />

Among the new programmes<br />

that have been scheduled for<br />

implementation this year include:<br />

(a) setting up of 45 satellite offices,<br />

in strategic locations in the<br />

suburban and rural areas;<br />

(b) online registration of the disabled;<br />

(c) enhancement of the registration<br />

of the child-care centres.<br />

(d) forging of multi-sec<strong>to</strong>ral<br />

collaboration with voluntary<br />

welfare organizations and<br />

corporate sec<strong>to</strong>rs.<br />

The setting up of satellite offices aims<br />

at extending the welfare services <strong>to</strong><br />

the less fortunate and the vulnerable<br />

groups at the grassroot level so that<br />

no eligible persons may be denied<br />

of government assistance. It also<br />

aims at alleviating the burden of<br />

hardships faced by the target groups<br />

through the disbursements of various<br />

social assistance and small-business<br />

launching grants.<br />

Miri under the auspices of His<br />

Highness the Governor of Sarawak<br />

and Toh Puan. Representatives of<br />

the corporate sec<strong>to</strong>rs contributed<br />

angpows <strong>to</strong> the welfare recipients<br />

and residents of welfare institutions.<br />

Under the Persons with Disabilities<br />

Act (2008), all disabled persons are<br />

required <strong>to</strong> register with the welfare<br />

department. This is necessary for<br />

the government <strong>to</strong> plan services<br />

and allocate adequate funds for the<br />

needs of these groups. Hence an<br />

online registration system has been<br />

developed <strong>to</strong> speed up the process.<br />

The department is cognizant of recent<br />

incidences of mishandling of children<br />

in some child-care centres operated by<br />

individuals and business entities. Hence<br />

been shortened <strong>to</strong> three and half<br />

months as compared <strong>to</strong> 12 months<br />

previously. With this, the opera<strong>to</strong>rs<br />

would have no valid excuses for not<br />

registering their centres.<br />
