The state Welfare Department<br />
will thus embark on an ambitious<br />
programme <strong>to</strong> “humanize” its<br />
services by improvising existing ones<br />
and implementing new initiatives <strong>to</strong><br />
better serve its clientele groups as<br />
well as <strong>to</strong> reach out <strong>to</strong> those who<br />
were inadvertently left out from the<br />
safety net.<br />

Transformation Programme, the
