5.22 Government Announcement on<br />

PE & School Sport Funding<br />

5.22.1 ETTA and ESTTA have supported<br />

the YST with a joint NGB response<br />

to the Prime Minister’s recent<br />

announcement to a renewed<br />

package of funding for PE and<br />

School Sport. Through a new<br />

‘Sport Premium’ the Government<br />

is providing £150m in each of<br />

the next two years to support the<br />

delivery of PE and sport in primary<br />

schools.<br />

5.22.2 This funding will be ring fenced,<br />

and will be allocated directly to<br />

primary schools across England,<br />

providing them with a dedicated<br />

resource to buy-in invaluable<br />

expertise and support. <strong>The</strong> ETTA<br />

will continue to work with the YST<br />

to help influence and encourage<br />

the inclusion of table tennis in<br />

primary schools in targeted areas.<br />

5.23 Safeguarding and Child<br />

Protection<br />

5.23.1 <strong>The</strong> Protection of Freedoms Bill<br />

received royal assent in May 20<strong>12</strong>.<br />

Parts of the Act came into place<br />

from 1st September with the rest<br />

filtering in during 20<strong>13</strong>.<br />

5.23.2 <strong>The</strong> first change is what roles are<br />

eligible to have a check carried<br />

out with a number of roles that<br />

would have been subject to<br />

checks previously taken out of the<br />

process. <strong>The</strong> ETTA’s website has<br />

been updated with the information<br />

and includes a clear flowchart<br />

indicating which roles do require a<br />

check. Essentially all coaches still<br />

need to be checked but technical<br />

officials do not.<br />

5.23.3 With effect from 1st January 20<strong>13</strong><br />

the Criminal Records Bureau<br />

ceased to exist and has been<br />

replaced by a new organisation<br />

called the Disclosure and Barring<br />

Service (DBS). In addition the<br />

checks are now not known as<br />

CRB checks but DBS checks.<br />

5.23.4 Further changes are expected<br />

during 20<strong>13</strong>.<br />

5.23.5 In view of the changes in the<br />

legislation the ETTA’s Child<br />

Protection Policy and Guidelines<br />

have also been reviewed<br />

and updated, and the new<br />

booklet is available from the<br />

Headquarters Office or available<br />

to be downloaded on the ETTA’s<br />

website.<br />

5.23.6 DBS (formerly CRB) checks: DBS<br />

checks are now being carried<br />

out online with TMG CRB, since<br />

November 20<strong>12</strong>, which makes<br />

the system quicker and means<br />

that all document verification is<br />

being done by the Post Office<br />

Service negating the need to send<br />

personal documents in the post.<br />

<strong>The</strong>re is still an option to use the<br />

paper renewal but this method will<br />

be more expensive. All queries<br />

relating to DBS checks are now<br />

being handled by TMG CRB.<br />

<strong>The</strong> online process will form part<br />

of the changes to the checking<br />

process that will be implemented<br />

later in 20<strong>13</strong>.<br />

5.23.7 Social media: there are more and<br />

more reports coming in relating<br />

to inappropriate use of social<br />

media with accusations of abuse,<br />

bullying and bad language. This<br />

is a concern which is affecting all<br />

sports and the Child Protection<br />

in Sport Unit (CPSU) is in the<br />

process of producing an update<br />

to its guidelines.<br />

5.23.8 Parental behaviour: again there<br />

have been a number of complaints<br />

and reports of parents’ behaviour<br />

at events in terms of their attitude<br />

towards their children and also to<br />

other children. Again the CPSU<br />

is working with four governing<br />

bodies, table tennis being one, to<br />

produce a short film clip and an<br />

information pack for sports to use<br />

as education tools.<br />

5.24 Child Protection and<br />

Disciplinary<br />

5.24.1 <strong>The</strong> ETTA member who had been<br />

suspended was found not guilty<br />

at Crown Court and, following<br />

an ETTA Disciplinary Hearing,<br />

has had his membership to ETTA<br />

reinstated and also his coach<br />

licence.<br />

5.24.2 <strong>The</strong>re have been <strong>12</strong> reports<br />

received over the past two<br />

months; most have been dealt<br />

with as poor practice.<br />

5.24.3 Currently there are two cases<br />

under investigation by the police<br />

for which the members have been<br />

suspended in line with the ETTA<br />

rules to enable the investigation to<br />

proceed.<br />

5.24.4 Sainsbury’s School Games: the<br />

team for the 20<strong>12</strong> Games in<br />

terms of safeguarding was Judy<br />

Rogers (Welfare Co-ordinator),<br />

Jill Pegram (Welfare Officer) and<br />

Jennie Bouron (Welfare Officer).<br />

<strong>The</strong>re were no major issues for<br />

table tennis to deal with during<br />

the Games.<br />
