• Fred Ingram: Cornwall County<br />
TTA Match Secretary for a<br />
number of years and qualified<br />
as a County Umpire in 1988<br />
and as Tournament Umpire in<br />
1998. He was also for a time<br />
the County Umpire Secretary<br />
for Cornwall.<br />

Chairman from 1986/7 to<br />
1990/1, Chairman of Isle of<br />
Wight TTA, and former National<br />
Councillor (Isle of Wight).<br />

Secretary and qualified as a<br />
County Umpire.<br />

England Veterans and<br />
Leicestershire County as a<br />
senior and veteran player.<br />

1.11 General<br />
1.11.1 It has been an interesting,<br />
challenging and rewarding ten<br />
years for the outgoing Vice-<br />
Chairman Operations, and<br />
20<strong>12</strong>/<strong>13</strong> has been no less<br />
challenging with the ongoing<br />
need to keep up-to-date with<br />
technology and requirements of<br />
our funding partners.<br />
1.11.2 Individual Membership has been<br />
the most significant and major<br />
administrative development for<br />
many years, and thanks to useful<br />
feedback from members and trials<br />
by a number of leagues, we have<br />
been able to upgrade the system<br />
each year to increase functionality<br />
and make the system more<br />
user friendly. Chris Dangerfield<br />
of TT365 deserves high praise<br />
and recognition for his work on<br />
developing the web based ‘tools’<br />
that have proved so helpful to<br />
leagues and clubs.<br />
1.11.3 <strong>The</strong> Rules Committee had<br />
another busy year and again<br />
dealt with a number of requests<br />
from committees as well as<br />
putting together Rule Change<br />
Propositions for the AGM.<br />
This year there is an important<br />
proposal for adopting an official<br />
‘Membership Year’ to bring all<br />
levels of membership into line,<br />
and to simplify the application and<br />
renewal processes.<br />
1.11.4 <strong>The</strong> Honours Committee has<br />
faced the usual challenges of<br />
determining the list of award<br />
winners for the year, with<br />
the additional responsibility<br />
in the latter part of this year<br />
of proposing a candidate<br />
for President, following the<br />
unexpected death of Keith<br />
Ponting.<br />
1.11.5 <strong>The</strong> Disciplinary Committee<br />
and Appeals Board have dealt<br />
with a variety of matters during<br />
the year, and thanks are due<br />
to the respective committee<br />
chairpersons and their teams in<br />
handling some difficult issues.<br />
1.11.6 <strong>The</strong> Operations team has seen<br />
some staff changes throughout<br />
the year, particularly in the<br />
Membership team with the<br />
retirement of Jennifer Sherwin.<br />
However, Carol Hackett has<br />
stepped into the breach very<br />
admirably and has been well<br />
supported by Andrea Leeson.<br />
1.11.7 Once again the whole Operations<br />
team, together with the many<br />
volunteers across the various<br />
committees, have worked<br />
diligently throughout the year on<br />
behalf of all members, and our<br />
thanks are extended to them.<br />
2. Finance<br />
2.1 General<br />
2.1.1 20<strong>12</strong>/<strong>13</strong> was the fourth and final<br />
year in the Whole Sport Plan<br />
2009/<strong>13</strong> and with turnover of<br />
£5,345,399 again exceeded that<br />
of any previous year.<br />
It should be highlighted that<br />
£3,353,843 grant expenditure<br />
has once more been financed<br />
by Sport England in the main<br />
from core funding that as a<br />
consequence of our performance<br />
in the Active People Survey was<br />
further enhanced with additional<br />
funding of £280,580. <strong>The</strong> Jack<br />
Petchey Foundation also made<br />
a contribution that provided<br />
equipment for London schools<br />
together with a fresh agreement<br />
that has been established for<br />
20<strong>13</strong>/14.<br />
2.1.2 An election commitment in 2003<br />
to establish a financial policy<br />
not to suffer deficits in any given<br />
year has been fulfilled as a<br />
consequence of tight budgetary<br />
control whilst being mindful of<br />
utilising Government money from<br />
which large surpluses would<br />
not be appropriate. This year is<br />
no exception with a surplus of<br />
