In future years, as we look back at 2009, we
will hopefully mark it as the low point in the
development of real estate on the island,
the point from which real estate began once
again to grow, following the implementation
of a new land-licensing regime for all foreign
investors.
Over the past three years, there has been
no foreign investment on the island,
and associated with the fall in the level
of real estate activity has been the drop

in tourist arrivals generally. Although the
entire Caribbean region has been affected
during 2009, Tobago has suffered more than
many other islands as a result of this lack of
investment.
