In addition NCIA can act as a multi-national executive coordination agent<br />

in support of capability development in any area covered under the technical<br />

framework. The support can span from research contributions <strong>and</strong> correlation to<br />

procedure design <strong>and</strong> engineering <strong>and</strong> procurement. In this role, NCIA can also<br />

facilitate the discussion with the C4ISR operational community about the definition<br />

<strong>and</strong> establishment of maturity levels for the technical elements under investigation<br />

so as to provide prioritization <strong>and</strong> guidance for implementation.<br />

Finally, NCIA can support the set up <strong>and</strong> maintenance of a framework for<br />

sharing information about NATO, national <strong>and</strong> coalition research activities.<br />

VII. How to join<br />

Non-CCEB, NATO mission partners can request guest mission partner status<br />

via one of the CFBLNet core mission partners (CCEB, NATO, USA).<br />

NATO nations currently not active on CFBLNet can join seamlessly.<br />

When accepted as a CFBLNet member, nations can join through:<br />

• Notifying the CFBLNet secretariat<br />

• Establish a national CFBLNet PoP in their nation,<br />

• Link up to the nearest regional CFBLNet NOC<br />

• Subscribe to the shared service multinational CFBLNet project.<br />

CFBLNet strongly recommends re-using national available infrastructure to<br />

extend CFBLNet to national battle labs, exercise <strong>and</strong> training sites.<br />

VIII. Conclusion<br />

Real world examples have been given of how using the CFBLNet provides<br />

operational benefits <strong>and</strong> value to nations preparing for coalition operations.<br />

CFBLNet continues to evolve with a customer driven strategy to achieve its vision.<br />

Many nations are already engaged. As it grows with additional mission partners<br />

the value for all will continue to increase. The governance structure, coalition coordination<br />

<strong>and</strong> security accreditation procedures <strong>and</strong> processes have a proven track<br />

record. The current mission partners selected CFBLNet as their infrastructure for<br />

multinational C4ISR trial, assessment, testing, exercise <strong>and</strong> training.<br />

CFBLNet is proving its value for the ISAF coalition <strong>and</strong> NATO. Investing<br />

in CFBLNet is Smart, less money is spent, invested better, versus maintaining<br />

the legacy infrastructures for RDT&A, Testing, Exercise <strong>and</strong> Training. Many<br />

partners exp<strong>and</strong>ed the CFBLNet model nationally <strong>and</strong> created additional savings.<br />
