• at the recommendation stage to develop recommendations based on the collected<br />

observations <strong>and</strong> define the entity responsible for the approval or<br />

implementation of recommendations,<br />

• after preparing the recommendations the tool allows to browse them, <strong>and</strong><br />

to easily find <strong>and</strong> view the observations <strong>and</strong> events (e.g. Incidents) that<br />

originated them; this feature can be used for example to update the training<br />

for future changes or as a support for introducing changes in procedures<br />

<strong>and</strong> doctrines.<br />

The following are considered potential uses of the developed methods <strong>and</strong><br />

SIMS LL tool by polish military lesson learnt dedicated:<br />

• to develop <strong>and</strong> maintain LL training adapted to specific needs of polish<br />

military.<br />

✓ SIMS LL methods can be used to carry out the theoretical part of the training<br />

for officers, who may have the role of a LL officer, <strong>and</strong> who executes<br />

selected tasks from LL area at different stages of the LL process.<br />

✓ to use the LL tool to conduct LL workshops involving completing<br />

the information, their analysis <strong>and</strong> preparation.<br />

✓ to prepare the training which is similar to the course “Lessons Learnt<br />

Staff Officers Course” like e.g. training as an introduction to that course,<br />

or courses extending under specific local conditions.<br />

• to introduce modifications in the debriefing process or Post Action Review<br />

aiming at improving the information collection system to make a better<br />

use of the experience (LL)<br />

• to collect experience from operations <strong>and</strong> missions conducted by polish<br />

military <strong>and</strong> analyse them by combining different types of information.<br />

• to make use of the observation database as a basis for preparing recommendations,<br />

procedural <strong>and</strong> doctrinal changes.<br />

The implementation of the features mentioned above require to update the tool<br />

to the appropriate technological level in order to allow a stable operation in the real<br />

world, or operational training.<br />

VI. The use of LL tool<br />

The SIMS LL tool GUI consist of three main sections:<br />

• toolbar, where all the basic tools for managing lesson learnt data are placed.<br />

Additional plug-ins (e.g. analytical tools) as well as settings are also available<br />

in this section;<br />

• LL related data, where input (e.g. incidents, human terrain information)<br />

<strong>and</strong> output (e.g. observations, recommendations) data for the LL process<br />

are available for browsing <strong>and</strong> filtering. Data are organised in hierarchical<br />

structures <strong>and</strong> can be stored in the remote or local databases;
