Franklin Local School District Board of Education July 27, 2011
Opening Report
The Franklin Local Board of Education held its
regular monthly meeting on Wednesday, July 27,
2011 at the Central Office. All members were
present.
Treasurer’s Report
The minutes from the June 16, 2011 regular
meeting, June 28, 2011 special meeting, and
July 5, 2011 special meeting were approved.
The Board approved participation in the Ohio
School Boards Association 2012 Group Rating
Program for Workers’ Compensation
premiums.
RECOGNITION OF VISITORS:
The Board recognized Philo High School
baseball, softball, and track athletes who
received post-season awards.
The Board recognized district booster
presidents who served during the 2010-2011
school year.
Philip Moore, Food Service Director, provided
an update on the cafeteria program and
upcoming changes resulting from SB 210.
Terry Ohlinger, Athletic Director, provided a
review of the 2010-2011 school year athletic
program as well as an update to any changes
or expectations for the 2011-2012 school year.
PUBLIC PARTICIPATION:
The Board heard discussion from parents
regarding the cheerleading program.

Resignations:
The Board accepted Shannon McLendon’s
resignation as principal at Roseville
Elementary School pending her transfer to
Director of Instruction, beginning August 1,
2011.
The Board accepted Bryan Walker’s
resignation as Volunteer Assistant Cross
Country Coach.
Hires:
The Board approved a 1-year teaching contract
for Katherine Nykiel to serve as high school
science teacher at Philo High School for the
2011-2012 school year.
The Board approved transferring Shannon
McLendon to Director of Instruction, beginning
August 1, 2011.

The Board approved Shannon McLendon as
superintendent for Franklin Local Community
School, per Franklin Local Community School
Board of Directors minutes.
The Board approved Robert Walden as
RttT/TIF Coordinator.
The Board approved hiring Dustan Henderson
as principal at Roseville Elementary School.
The Board approved a 1-year supplemental
contract for Dustan Henderson to serve as
Student Data Coordinator for the 2011-2012
school year.
The Board approved transferring Jessica
Lyons from kindergarten teacher at DFE to
second grade teacher at DFE.
The Board approved 3 days extended time for
Robert Froelich, Special Education teacher at
Duncan Falls Elementary School, for the 2011-
2012 school year.
The Board approved 3 days extended time for
Jeanne Smith, Speech Teacher at Roseville
Elementary School, for the 2011-2012 school
year.
The Board approved Jeremy Mull as a summer
school teacher.

Resignations:
None.
Hires:
RECOMMENDATIONS:
The Board approved Shannon McLendon as
an administrative representative on Franklin
Local’s Professional Development Committee,
to replace Sharon McDermott.
The Board approved the transition agreement
between the Muskingum County Head Start
and Franklin Local School District for the 2011-
2012 school year.
The Board approved substitute teachers to be
employed from the MVESC substitute teacher
list for the 2011-2012 school year.
The Board approved Sixth Grade Camp for the
2011-2012 school year.
The Board approved advertising for bids on
three 77-passenger buses.
The Board approved bus routes for the 2011-
2012 school year.
The Board approved a new salary for Mary
Pride consisting of half-time secretary and halftime
aide at Roseville Middle School.
The Board approved moving Barbara
McCutcheon (cook at RMS) to the Head Cook
pay scale.
The Board approved the Franklin Local
Community School Board of Directors meeting
agendas from their June 28, 2011 and July 27,
2011 meetings.
SUPERINTENDENT OTHER:
None.
OLD BUSINESS:
None.
The Board approved several athletic extracurricular/pupil
activity contracts.

NEW BUSINESS:
The Board appointed Katie Imlay as Delegate
and Jim Swingle as Alternate to the OSBA
Capital Conference to be held November 13,
14, 15 and 16, 2011.
A Vocational Update was given by Katie Imlay
and a Legislative Update was given by Jim
Swingle.
BOARD GOALS:
Reports were given on the following by the
individuals listed –
Improving Student Achievement and Local
Report Card – Shannon McLendon, Director of
Instruction
School District Finance and Finishing in the
Black – Christopher Miller, Treasurer
Maintaining Facilities – Bob Walden, Assistant

OTHER:
The Board met in Executive Session at 8:20 and
came out at 9:00. The next monthly Board
meeting will be held Thursday, August 16, 2011 at
6:30 p.m. in the Central Office.
