to another batter, Rule 6, Section 3 (Batting Out of Order) will also take effect.<br />

PROPOSED RULE<br />

A substitute may replace a player whose name appears in his/her team’s batting order, but such relieved<br />

player shall not thereafter participate in the game except as a coach or manager. (NOTE – An ejected<br />

player shall not thereafter participate in the game in any capacity.) A violation of this rule results in the use<br />

of an ineligible player. Upon discovery of the violation, the ineligible player must be immediately removed<br />

from the game and replaced with a legal substitute. If not legal substitute is available, then game shall be<br />

declared a forfeit.<br />

INTENT = Change of rule to further discourage use of ineligible players.<br />

5) Rule 3, Section 3(C) – Courtesy Runners<br />

CURRENT RULE<br />

An injured or ejected player leaving the game can be substituted for or, if no substitute is available, can<br />

have a courtesy runner (even if there has already been one courtesy runner in the current inning). The<br />

player leaving the game shall not thereafter participate in the game. An injured player may participate as a<br />

coach or manager.<br />

PROPOSED RULE<br />

Eliminate rule in its entirety, and re-order remaining section rules<br />

INTENT = Previously missed elimination of language to reflect 2011 rule change.<br />

6) Rule 7, Section 7(I) – Base Running<br />

CURRENT RULE<br />

When a base runner interferes or obstructs a fielder attempting to field a batted ball or intentionally<br />

interferes with a thrown ball.<br />

PROPOSED RULE<br />

When a base runner interferes (intentionally or unintentionally) or obstructs with a fielder (in or out of the<br />

base path) attempting to field a batted ball or intentionally interferes with a thrown ball.<br />

INTENT = Clarification of rule, and elimination of incorrect language.<br />

The use of a ballbag ON THE BELT, IS REQUIRED for all umpires. Umpires should NEVER store<br />

additional softballs anywhere on the field of play where they may inadvertently affect play.<br />

TOURNAMENTS – While there is some flexibility in umpire apparel & equipment, as provided within this<br />

section, for all <strong>SCMAF</strong>-sanctioned tournament play, umpires shall be strictly dressed with an official <strong>SCMAF</strong><br />

umpire shirt and hat, and in compliance with all other provisions of this section.<br />

Tim Ittner thanked Major League Softball on their help with developing these new rules especially<br />

MLS staff member Bobby Snarey. The rule changes and clarifications were approved on a motion<br />

by Steve Costley and seconded by Hector Vasquez.<br />

NEW BUSINESS<br />

Inaugural Summer Social<br />

The inaugural <strong>SCMAF</strong> Summer Social was held on Saturday, September 10 th at the Original<br />

Lobster Festival in Long Beach. Approximately 50 guests attended the event, which was<br />

sponsored by “O” Entertainment. <strong>SCMAF</strong> guests enjoyed a lobster dinner, musical entertainment,<br />

and exclusive access to a VIP area. The event helped members, partners, and sponsors to<br />

network in a lively and social setting. <strong>SCMAF</strong> looks forward to conducting the event next year.<br />
