6 PROPOSED LANGUAGE CHANGE Courtesy runners shall be the last recorded out made by the player of the same sex. If no player of the same sex has recorded an out, the player of the same sex listed last in the batting order shall be the courtesy runner. Teams are allowed one male and one female courtesy runner in each inning. INTENT = Previously missed elimination of language to reflect 2011 rule change 3) Rule 1, Section 34 – Illegal Bats CURRENT RULE Penalty for use of illegal bat shall be: batter declared out, ball declared dead, and illegal bat removed from the game. NOTE: When the batter hits the ball (fair or foul), the above penalty will be enforced. If a ball is not hit and the illegal bat is discovered, the penalty will be its removal from the game. PROPOSED RULE Penalty for use of illegal bat shall be: batter declared out, ball declared dead, batter ejected from the game, and the illegal bat removed from the game. NOTE: When the batter hits the ball (fair or foul) takes his/her place in the batter’s box, with either foot, the above penalty will be enforced. If a ball is not hit and the illegal bat is discovered, the penalty will be its removal from the game. INTENT = Change of rule to further discourage the use of illegal bats 4) Rule 3, Section 2 – Ineligible Players CURRENT RULE A substitute may replace a player whose name appears in his/her team’s batting order, but such relieved player shall not thereafter participate in the game except as a coach or manager. A violation of this rule results in the use of an ineligible player. Upon discovery of the violation, the ineligible player must be immediately removed from the game and replaced with a legal substitute. If no legal substitute is available, then game shall be declared a forfeit.
NOTE: If the ineligible player is discovered after completing a turn at bat and before there has been a pitch to another batter, Rule 6, Section 3 (Batting Out of Order) will also take effect. The player leaving the game shall not thereafter participate in the game. An injured player may participate as a coach or manager. PROPOSED RULE Eliminate rule in its entirety, and re-order remaining section rules INTENT = Previously missed elimination of language to reflect 2011 rule change. 6) Rule 7, Section 7(I) – Base Running CURRENT RULE When a base runner interferes or obstructs a fielder attempting to field a batted ball or intentionally interferes with a thrown ball. PROPOSED RULE When a base runner interferes (intentionally or unintentionally) or obstructs with a fielder (in or out of the base path) attempting to field a batted ball or intentionally interferes with a thrown ball. INTENT = Clarification of rule, and elimination of incorrect language. SOFTBALL MECHANICS MANUAL AND CASEBOOK 1) Page 4 – LOOKING THE PART – BALLBAG The use of a ballbag ON THE BELT, IS REQUIRED for all umpires. Umpires should NEVER store additional softballs anywhere on the field of play where they may inadvertently affect play. 2) Page 4 – LOOKING THE PART TOURNAMENTS – While there is some flexibility in umpire apparel & equipment, as provided within this section, for all SCMAF-sanctioned tournament play, umpires shall be strictly dressed with an official SCMAF umpire shirt and hat, and in compliance with all other provisions of this section. Tim Ittner thanked Major League Softball on their help with developing these new rules especially MLS staff member Bobby Snarey. The rule changes and clarifications were approved on a motion by Steve Costley and seconded by Hector Vasquez. NEW BUSINESS Inaugural Summer Social The inaugural SCMAF Summer Social was held on Saturday, September 10 th at the Original Lobster Festival in Long Beach. Approximately 50 guests attended the event, which was sponsored by “O” Entertainment. SCMAF guests enjoyed a lobster dinner, musical entertainment, and exclusive access to a VIP area. The event helped members, partners, and sponsors to network in a lively and social setting. SCMAF looks forward to conducting the event next year. OLD BUSINESS 7
