The Board approved the above memberships on a motion by Steve Costley and seconded by<br />

Dave Johnson.<br />

7. TEAM REGISTRATION and INSURANCE – Dave Dill, Torrance<br />

The August reports as provided by the <strong>SCMAF</strong> office were reviewed. Association Directors were<br />

asked to share the information at membership meetings. Each Association receives a rebate of<br />

12.5% of adult team registration to conduct programs within their association. David Dill asked for<br />

all in attendance to help promote our insurance programs. Tim Ittner reported that he is finalizing<br />

the liability insurance for short term events, leagues and tournaments conducted on <strong>SCMAF</strong><br />

member agency facilities. He also reported the organization is going to bid for all the insurance<br />

services it offers. Dave Johnson recommended an insurance broker he uses for Major League<br />

Softball, Inc.<br />

9. YOUTH SPORTS COMMISSIONER – Mike Lembke, Cerritos<br />

Davie Gillus presented a report on the <strong>SCMAF</strong> Swimming Championships. The meet was<br />

conducted at the City of La Mirada’s Splash! Aquatics Center on August 13 th . Thirty-six teams and<br />

a total of 1,011 swimmers participated in this year’s meet. City of La Mirada staff was very<br />

hospitable and helpful. The committee recommends continuing to attempt to schedule the finals at<br />

La Mirada for coming years. Carlos thanked the swimming committee and <strong>SCMAF</strong> staff for<br />

conducting an excellent meet. The upcoming X-country, girls volleyball and flag football<br />

tournaments were discussed.<br />

10. ADULT SPORTS COMMISSIONER – Manuel Cantu, Santa Fe Springs<br />

Davie Gillus presented the clarification/ rule changes for the 2012 Softball Rule Book. These<br />

changes were approved by the <strong>SCMAF</strong> Officials Education and Certification Committee at their<br />

meeting on August 25 th , 2011.<br />

NOTE – Proposed new wording is underlined. Proposed wording deletion is shown as strike-through.<br />

SOFTBALL RULEBOOK<br />

1) Men’s, Women’s, & Coed Tournament Rules<br />

CURRENT RULE 2(C) (Men), 3(D) (Women), 5 (Coed)<br />

All batters will start with a 1-1 count.<br />

PROPOSED RULE<br />

All batters will start with a 1-1 count. When after having two strikes, the batter hits a foul ball, said batter<br />

shall be declared out. (Rule 6, Section 9(C) does not apply). NOTE – if such a batted ball is caught on the<br />

fly, and the fielder remains in live ball territory, the ball is alive and in play.<br />
