acquaintance with Mr. Gartshore’s family, although he gave a grudging acknowledgement that<br />

indeed he knew Mr. Gartshore’s father.<br />

[274] Mr. Gartshore testified that the Irwin family and the Gartshore family were friends. He<br />

stated Mr. Irwin was his father’s lawyer and that his sister lived next door to the Irwin family. He<br />

also testified that Mrs. Irwin came over and greeted him, apparently recognizing Mr. Gartshore from<br />

[275] Mr. Bourgh, Mr. Staffen and Mr. Gartshore testified that they met Minister Irwin and his<br />

special assistant, Mr. Jim Doughty at the Gold Show. A copy of the business proposal was provided<br />

to Mr. Doughty. Although Mr. Doughty testified that it was his practice to relay any materials<br />

received to the Regional Office, Mr. Ivanski testified that he did not receive any material from Mr.<br />

Doughty relating to the LPL proposal, following the Gold Show.<br />

[276] Mr. Bourgh made notes about his attendance at the Gold Show. Although these notes were<br />

written on diary pages dated June 6 th , 7 th and 8 th , there is no doubt that he attended the Gold Show,<br />

met Minister Irwin and Mr. Doughty, and that this meeting occurred around May 18, 1996, the<br />

dates specified in the press release that was prepared by Mr. Gartshore.<br />

[277] Mr. Bourgh testified that Mr. Gartshore arranged a meeting with Minister Irwin and his<br />

special assistant for economic development at the Gold Show. His evidence was that the proposal<br />

was explained to the Minister. Mr. Bourgh says that the Minister was told that the mill would
