[129] Mr. Irwin testified about the mandate of DIAND in the Yukon Territory, including<br />

economic development, his understanding of the Yukon forest industry, his communication<br />

practices as Minister, and the roles of the Minister and his assistant.<br />

[130] In addition, Mr. Irwin gave testimony on, among other things, the meeting in Dawson City<br />

and the correspondence that he, and his Department, had with LPL.<br />

[131] The second witness called by the Defendant was Mr. James Doughty. Like Mr. Irwin, he is<br />

originally from Sault Ste. Marie, Ontario. He was appointed special assistant to Mr. Irwin in 1994<br />

and testified that he was hired to assist on economic development within the northern development<br />

portfolio in DIAND. He said that his work was mainly with aboriginal groups, consisting of receipt<br />

of proposals and ensuring that the “paperwork” went to the right person, whether it was an ADM or<br />

RDG.<br />

[132] Mr. Doughty testified that he had no recollection of involvement with the Department’s<br />

forestry files.<br />

[133] He also accompanied Mr. Irwin on trips. In those circumstances, his primary duty was to<br />

make sure that the Minister was “looked after”.
