Q. And in your other report, you refer to it as “old, inefficient, costineffective”.<br />

A. Because it was only half the mill. I think I was looking - - in this<br />

term - - you have to understand, there’s a term for a sawmill and<br />

there’s a term for a plant. You know, they’re not the same. They<br />

don’t mean the same. The sawmill plant means the whole plant with<br />

the sawmill, the kilns, the planer mill, the log processing. A sawmill<br />

is just the part of the mill that takes the logs and makes rough green<br />

lumber.<br />

[127] Mr. Van Leeuwen was the only expert witness who testified on the issue of damages. His<br />

expert report on damages was entered as Exhibit P-15. Pursuant to Rules 279 and 280(2), his report<br />

was deemed to have been read into the record. The Defendant consented in this regard.<br />

C. The Defendant’s Witnesses<br />

[128] Mr. Ron Irwin, a former Minister of DIAND, was the first witness to testify on behalf of the<br />

Defendant. Mr. Irwin originally hails from Sault Ste. Marie, Ontario. A lawyer by training, he was<br />

first elected to Parliament in 1980 and he was appointed Minister of Indian Affairs and Northern<br />

Development in 1993, as well as a member of Treasury Board. He served as a Cabinet Minister<br />

until the spring of 1997 and in the course of that appointment, there was contact with representatives<br />

of LPL concerning the mill project for Watson Lake in 1996.
