Q. Did you understand there were logging operations in the<br />

A. I couldn't give you specifics. My briefing at the time, and<br />

it was hearsay, is that the lumber industry was insolvent in the<br />

Yukon.<br />

Q. No, that -- Mr. Irwin. please listen to my questions. Did<br />

you understand there were logging operations in the Yukon during<br />

the course of the time that you were the Minister<br />

A. Yes, because they sent me a letter wanting to export 75<br />

percent of their logs.<br />

[626] Mr. Irwin was a highly unsatisfactory witness and his evidence will be weighed<br />

accordingly.<br />

[627] Mr. Doughty was a former special assistant to Mr. Irwin when he was the Minister. Like Mr.<br />

Irwin, Mr. Doughty was not believable, not least because he apparently had no idea of his duties and<br />

described himself as a “mail box”. He had a poor memory as to the events relating to LPL in 1996.<br />

His testimony was not consistent with the other defence witnesses. His evidence will be given little<br />

weight.<br />

[628] Mr. Michael Ivanski was a cautious witness. Much of his evidence was not relevant. He<br />

testified about his dealings with LPL prior to his departure from the Regional Office of DIAND in<br />

July/August 1997. He found the LPL representatives to be credible people who did not provide
