Marking Scheme for Tender Evaluation

assessment criteria will be rated as follows–
For Item 1:
Standard score of 3, 2, or 1 will be awarded.
For items 2 to 8
Standard score of 3, 2, 1or 0 will be awarded.
For item 10
Standard score of 1 or 0 will be awarded.
2. The total technical mark is 100.
3. The overall passing mark for technical assessment is 50 out of the total marks of 100.
Tenderers, who fail to obtain the passing mark of 4 in Criteria 3, 4 & 5, or passing mark of 2 in
Criteria 6 & 7, or the overall passing mark, will not be considered further.
4. A maximum weighted score of 30 would be allocated to the Tenderer with the highest
technical mark, while the weighted score for other Tenderers would be calculated by the
following formula-

Note 1 : 3 - 7 aggregated years or more
2 - 5 aggregated years or more but less than 7 aggregated years
1 - more than 3 aggregated years but less than 5 aggregated years
(Explanatory note: Experience of the Tenderer during the same period will only be
counted once)
Note 2 : 3 - Accredited to ISO 9001 and ISO 14001 and OHSAS 18001 in the provision of security
guard service.
2 - Accredited to any two of ISO 9001 or ISO 14001 or OHSAS 18001 in the provision of
security guard service.
1 - Accredited to any one of ISO 9001 or ISO 14001 or OHSAS 18001 in the provision of
security guard service.
0 - No accreditation to ISO 9001 and ISO 14001 and OHSAS 18001 in the provision of
security guard service or failure to provide documentary proof.
Note 3 : 3 - Proposed plan is practical and includes information with detailed explanation on each
item as listed in Schedule 6 and other good suggestions which will enhance the
services.

Note 4 : 3 - Supervisor(s) possessing qualifications with documentary proof of the following three
items-
(a) having served in the military or disciplinary services;
(b) knowledge of fire fighting skills; and
(c) possesses Diploma in Safety & Health issued by a registered post-secondary
institution, or equivalent or valid first aid certificate.
