Community Consultation
As specified in the Process Plan the Municipality, under the direction of the Mayor and
the Municipal Manager undertook a series of IDP Road Shows during the month of
November 2011. In order to maximise the participation of communities =, these Road
Shows were held at venues which encouraged community members from adjacent wards
to attend. In addition to the political and administrative representatives of the
Municipality, invitations to attend were extended to traditional and religious leaders,
the District Municipality and all sector departments. Particularly in the rural areas,
these meetings were very well attended and community members participated by raising
their concerns and challenges. Attendance registers reflecting indicating the extent of
participation in these community consultation initiatives are included as Annexure K
attached to this IDP Review document.
Consultation with Stakeholders and Role Players
Meetings were arranged and interviews conducted with a wide range of stakeholders and
role players including the Zululand District Municipality and the sector departments that
function within the service area of the Ulundi Municipality and have an impact on the
lives of the communities that comprise the area of jurisdiction of the Ulundi
Municipality. Where appropriate, documentation in support of the information
submitted was collected at the time of the meeting / interview or subsequently received
in electronic or hard copy form – all of the submissions made have been incorporated
into the IDP Review scheduled for implementation during the 2012 / 2013 financial year.
Meetings with Directorates that Comprise the Structure of the Municipality
With their responsibility to ensure the implementation of the plans and strategies
included in the third generation IDP approved by the Ulundi Municipality, due
consideration was given to each of the Directorates, their Executive Manager and
management team. Information covering a wide range of functional areas was sourced
from the various officials employed in the five Directorates together with the Office of
the Mayor and the Office of the Municipal Manager.
Presentation of Draft IDP to the Representative Forum
On 5 June 2012 the draft IDP, initially approved by the Council in March 2012 and
submitted to COGTA for consideration, was presented to the communities and
stakeholders located within the service area of the Municipality at a formally
constituted IDP Representative Forum. Opportunity was afforded members of the
community and representatives of Sector Departments to offer input with regard to the
