PROCESS PLAN The Ulundi Municipality commenced its third generation Integrated Development Plan (IDP) with effect from the 2011 / 2012 financial year. As a consequence the 2012 / 2013 financial year represents the first review of the third generation IDP of the Municipality. The Process Plan is a tool used to guide the IDP process and this review. It is in this document that the important areas of the IDP are highlighted in order to promote coordination and alignment by setting out the timeframes, role players, milestones and responsibilities included in the final product produced. The Process Plan has been prepared in line with the IDP Framework set out by the Zululand District Municipality; the Process Plan was approved by the Council of the Municipality to initiate the IDP process. A copy of the approved Process Plan is attached as Annexure A to this IDP review document. FORMAT OF THE IDP To ensure consistency throughout and ensure linkage between its components, the IDP Review has been prepared in accordance with the national Key Performance Areas as outlined hereunder: • Basic Service Delivery and Infrastructure Development • Social and Economic Development • Institutional Arrangement and Transformation • Good Governance and Public Participation • Financial Viability and Management In addition due consideration is given to the role of spatial development planning within the Municipality. The IDP contains a number of sections that indicate the strategic direction that the Ulundi Municipality is due to take over the period of its third generation IDP; this also provides strategic direction to the review of the IDP for implementation during the 2012 / 2013 financial year. Situational Analysis In the course of the development of the third generation IDP for the Municipality which commenced at the beginning of the 2011 / 2012 financial year, a thorough situational analysis was undertaken of the Ulundi municipal area; the result of the analysis was captured in the various functional areas that comprise the five national key performance indicators to which reference was made above.
