Final Adopted IDP - KZN Development Planning

In response to the legislative imperatives and the prompting provided by the State of
the Nation Address and the State of the Province address, together with the National
Development Plan and the KZN Provincial Growth and Development Strategy, this IDP
Review is compiled with the following priorities, some of which may not be within the
mandate of the Ulundi Municipality to deliver:
• Extension of basic services to communities where a minimum RDP standard has not
been achieved, to address the inequity of service delivery across the extent of
the Municipality
• Utilise local economic development initiatives as a vehicle to address the
prevalence of unemployment within the Municipality
• Address the level of poverty within the communities of the Municipality, with
particular reference to the promotion of food security
• Enhance the awareness of communities with regard to the HIV / AIDS pandemic
to reduce the infection
• Extend the availability of primary health care to the communities of the
Municipality through the construction of additional facilities and the expansion of
the range of services offered by primary health care clinics and hospitals
• Promotion of primary and secondary levels of education by increasing enrolment of
learners and improving the quality of education infrastructure and equipment
• Engagement of the community and community structures to address the
prevalence of crime and reduce the incidence of fraud and corruption
• Utilise the advantages the Municipality in terms of its heritage to expand the
tourism potential within the municipal area
• Address the challenges faced by marginal communities and individuals by
addressing issues related to gender, the youth and disabled individuals
• Development of transport infrastructure to enhance the access of communities to
access social and commercial opportunities
• Address the housing backlog within the Municipality by the development of
sustainable human settlements in particular within rural communities
