Assess and review skills development needs and
address identified gaps
On an annual basis review the capacity
requirements within the municipal structure in
the light of the dynamic environment and
address skills gaps through the workplace skills
plan
Reduction in the dependency on consultants by
ensuring ongoing skills transfer
Ensure that all service providers include as part
of the intervention for which they have been
appointed specific information regarding the
nature, timing and extent of the transfer of
skills – this commitment must be evaluated for
each appointment
Develop a data base to be updated on an annual
basis that reflects skills transfer activity and
records the skills transfer output of all
consulting interventions
