<strong>31.</strong>1 Sanctioned Strength of the Secretariat: The sanctioned strength of the Secretariat<br />
including Pay & Accounts Office as on the 31st December, 2011 is 1591 (1493+97 tenure+ 1 excadre),<br />
as against 1528 (1527+1 ex-cadre) as on <strong>31.</strong>12.2010. The breakup is as follows:-<br />

The strength in position of the Secretariat including Pay & Accounts Office as on<br />
<strong>31.</strong>12.2011 is 1384 (1309+74 tenure +1 ex-Cadre). Statement showing the Grade wise Sanctioned<br />
Strength and the Strength in Position is at Annexure<strong>31.</strong>1.<br />
<strong>31.</strong>2 Appointments by Direct Recruitment: During the year 2011, 87 appointments by direct<br />
recruitment were made in 4 grades of different Services in the Secretariat as against 8 during the<br />
year 2010. The details of the grades where the posts were filled by Direct Recruitment are<br />
mentioned at Annexure-<strong>31.</strong>2.<br />
<strong>31.</strong>3 Appointments by promotion: During the year 2011, 185 promotions were done in 33<br />
grades of different Services in the Secretariat. The details of the grades where the posts were filled<br />
by promotion are mentioned at Annexure-<strong>31.</strong>3. The promotions were made according to the<br />
number of vacancies available in the year 2011 in case of vacancy based promotions and date of<br />
eligibility of the incumbents in case of time-bound promotions.<br />
<strong>31.</strong>4 Engagement of Consultants: During the year 2011, 14 persons were engaged/continued as<br />
full time consultants in the Printing & Publication Service, Editorial and Translation Service and<br />
Recruitment Cell. Besides this, 4 persons were engaged on contractual basis in LAFEA Service.<br />
The list of Consultant’s appointment/extension of period/termination and contractual appointments<br />
is at Annexure-<strong>31.</strong>4.<br />
<strong>31.</strong>5 Conversion of Temporary Posts into Permanent Posts: During the year 2011, 137<br />
temporary Gazetted/non-gazetted posts have been continued till 28.02.2014 and 96 tenure<br />
posts were continued for a period of one year w.e.f. 1 st March, 2011 to 29 th February, 2012.<br />
<strong>31.</strong>6 Retirements During the year 2011: During the year 2011, 15 officials retired from<br />
service in various grades on attaining the age of Superannuation in the Secretariat, as against 25<br />
retirements during the year 2010. The list of retired employees is at Annexure-<strong>31.</strong>5. Besides, one<br />
employee took Voluntary Retirement and one expired during the year 2011.<br />
<strong>31.</strong>7 Creation of Posts during the year 2011: During the year 2011, 3 posts, 1 each of<br />
Accounts Officer, Assistant and Cashier were created in the RSTV Unit. Further one temporary<br />
post of Assistant was created in the Pay & Accounts Office. Also 59 posts were created within the<br />
combined cadre strength in the Messenger Service. Besides, 1 temporary tenure post of Private<br />
Secretary was created in the personal staff of Leaders/Deputy Leaders/Chief Whips of Recognised<br />
Parties/Groups in <strong>Rajya</strong> <strong>Sabha</strong> with effect from 12 th July, 2011. Also, 1 temporary tenure post of<br />
Private Secretary was abolished in the personal staff of Leaders/Deputy Leaders/Chief Whips of<br />
Recognised Parties/Groups in <strong>Rajya</strong> <strong>Sabha</strong> with effect from 18 th August, 2011. Further, a Cadre<br />
Post of Deputy Director in the office of Hon’ble Chairman, <strong>Rajya</strong> <strong>Sabha</strong> was converted to an Ex-<br />

cadre Post and the same was upgraded to the post of Director in the personal staff of Hon’ble<br />
Chairman, <strong>Rajya</strong> <strong>Sabha</strong>.<br />
<strong>31.</strong>8 Confidential Reports of Staff and Officers: The A.C.R. forms for the period ending<br />
December, 2010 of Staff Members and Officers were sent to concerned Reporting Officer and after<br />
getting them reviewed, they were kept in C.R. Dossiers of individuals. The APAR forms for the<br />
period ending December, 2011 of the officers/staff were forwarded to concerned officers/sections<br />
for completion of Reporting/Reviewing part. The following is the position in this regard for 2009<br />

<strong>31.</strong>9 Inter-Sectional Transfers/Posting of Staff and Allocation of Work amongst Gazetted<br />
Officers: 58 Office Orders were issued during the year 2011 regarding Inter-Sectional<br />
transfers/postings of staff and Allocation of Work amongst Gazetted Officer.<br />
<strong>31.</strong>10 Staff List: The Grade Wise Staff List showing the service details and personal details<br />
(birth date, caste category and educational qualifications etc.) of all officers/staff was uploaded on<br />
the intranet.<br />
<strong>31.</strong>11 Maintenance of Roster: As per Department of Personnel and Training Orders, post based<br />
roster for all grades including posts in the lowest rung of Group ‘A’ were operated on replacement<br />
basis.<br />
<strong>31.</strong>12 Court Cases: The Section dealt with the cases relating to service matters filed in Delhi<br />
High Court. The Secretariat was defended in the cases that came up during the year 2011 through<br />
its nominated counsel. At present, 14 pending cases are being dealt by this Section, as against 7<br />
cases in the year 2010.<br />
<strong>31.</strong>13 Disciplinary Cases: The Section dealt with the cases, which were reported during the year<br />
by different Sections/Officers against officials of the Secretariat. Quarterly statements of the<br />
pending disciplinary cases in the Secretariat were submitted for information of the Secretary-<br />
General. There were 9 pending disciplinary cases in the year 2010, out of which 6 cases have been<br />
finalized during the year, 2011. Major penalty of removal from service was imposed on Shri Pankaj<br />
Kumar Singh, Security Assistant Grade-II and that of compulsory retirement was imposed on Shri<br />
Madan Lal Attendant Grade II and Shri Dharmendar Kumar Sharma, Senior Clerk. Further, 8 fresh<br />
Disciplinary Cases were initiated during the year, 2011. At present, 10 disciplinary cases are<br />
pending. The details of the pending and completed cases are at Annexure-<strong>31.</strong>6.<br />
<strong>31.</strong>14 Grievance Committee: During the year 2011 one representation was received from the<br />
employee of the <strong>Rajya</strong> <strong>Sabha</strong> Secretariat and one meeting of the Committee was held.<br />
<strong>31.</strong>15 Details of Budget Allocation: During the year 2011, budget allocations amounting to Rs.<br />
1,41,50,000/- were made for Personnel Section under different sub-heads. The details are at<br />
Annexure-<strong>31.</strong>7.<br />
<strong>31.</strong>16 Computerization in section: The data pertaining to this Section in the PAMS programme<br />
was updated on real-time basis. Certain changes were also made in the software for the purpose of<br />
generation of error free reports.<br />
<strong>31.</strong>17 Confirmation: During the year 2011, confirmation of 44 persons in 9 grades was made in<br />
the Secretariat, as against 79 in the year 2010. The details are at Annexure-<strong>31.</strong>8.<br />

<strong>31.</strong>18 Goals: The following items of works were identified as Goals of this Section for the year<br />

Conducting DPC Meetings: 11 Meetings of the Departmental Promotion Committees<br />
(DPC) were held for making recommendations for promotions during the year viz. 1<br />
meeting of the DPC for the post of Joint Secretary, 7 meetings of the DPC for gazetted<br />
posts and 3 meetings of the DPC for non-gazetted posts.<br />
Amendment of Recruitment Rules: Amendments to the (Methods of Recruitment and<br />
Qualifications for Appointment) Order, 2009, as were found necessary, were issued<br />
during the year 2011. (Annexure-<strong>31.</strong>9)<br />
Special Incentive Scheme for the non-gazetted employees: A special incentive scheme<br />
for non-gazetted employees of the Secretariat was introduced in the Secretariat to<br />
compensate employees who performed long hours of extra work.<br />
Completion of Disciplinary Cases pending beyond a period of 1 year:-All<br />
disciplinary cases which were pending for over a period of 1 year were identified and<br />
expedited in 2011.<br />
Scheme for Compassionate Appointment: A revised scheme for Compassionate<br />
Appointment specific to the needs of <strong>Rajya</strong> <strong>Sabha</strong> Secretariat was introduced during the<br />
year 2011.<br />
Annual Performance Appraisal Report: Annual Performance Appraisal Report Forms<br />
of all the services were designed by the Committee constituted by the Secretary General<br />
in the year 2011and instead of ACPs new APAR Forms for the year 2010 of all the<br />
Officers/Staff members of the Secretariat were forwarded to concerned officers/sections<br />
for completion of Reporting/Reviewing part. Disclosing of APARs to the Officers/Staff<br />
was also adopted in the year 2011.<br />
(vii) Judges Inquiry Committee: All matters relating to providing secretarial and<br />
administrative assistance to the Judges Inquiry Committee headed by Justice Aftab Alam<br />
were handled by the Section during the year 2011.<br />
<strong>31.</strong>19 Analysis: All the matters identified as priority items for the year 2011 were dealt with<br />
accordingly. Similarly, all routine matters as well as specific projects/directions of Hon’ble<br />
Chairman/Secretary-General were carried out/implemented timely.<br />
<strong>31.</strong>20 Training Programme: The details of staff members of Personnel Section who attended<br />
the training programmes conducted by Training Cell are given at Annexure <strong>31.</strong>10.<br />
