IMPORTANT INFORMATION
1. PAYMENT OPTION 1
Ratepayers who pay their rates in full by the due date are automatically included
in the prize draw (Refer enclosed flyer for details).
2. PAYMENT OPTION 2 - FOUR INSTALMENTS
Current rates and charges may be paid by four instalments. The amounts
payable and the dates by when they must be paid are shown on the front of this
Rate Notice. Payment in this manner will avoid recovery action as described in
(3) Late Payments/Arrears below.
(a) Payment by instalments may not be made unless all arrears of rates and
charges and any associated costs are paid in full, together with the first
instalment by the due date.
(b) Payment of the first instalment must be made with this notice. Instalment
notices will be issued 28 days prior to each respective due date. Please
advise the Shire of non-receipt of an instalment notice.
Ratepayers experiencing financial hardship in paying rates and charges must
contact the Shire's Rate Department before the due date, to discuss alternative
arrangements.
3. LATE PAYMENTS/ARREARS
If the amount shown as payable in respect of rates and rubbish charges is not
paid in full by the due date, or the first instalment amount is not paid in full by
the due date, the full amount falls into arrears and may be recovered by action
in the court.
COST OF LEGAL ACTION WILL BE ADDED TO YOUR ACCOUNT.
Penalty interest, in accordance with section 6.51 of the Local Government Act
1995, will be charged at a rate of 0.0274% on a daily basis on overdue amounts
and will be applied in the following manner:
(a) NO INSTALMENT OPTION TAKEN - Interest shall begin to accrue on
Rates and/or Charges that remain unpaid after the due date.
(b) INSTALMENT OPTION TAKEN - Interest shall begin to accrue
daily on any Instalment payment that remains unpaid after the
due date of the instalment and continue to accrue until such time
that the instalment is paid.
(c) ARREARS - Interest shall begin to accrue at 1 July on all Rates and/or
Charges, including previous interest charges that remain in arrears.
If payment falls into arrears for a period of 3 years or more, the Shire may;
i) take the land and let it on lease,
ii) sell the land,
iii) have the land vested in the Local Government,
iv) have the land vested in the Crown.
4. PENSIONERS/SENIORS
Pensioners and/or Seniors may be eligible to claim rebates up to a maximum of
50% off current Rates and ESL charges, or defer payment and forgo the rebate,
in accordance with the Rates and Charges (Rebates and Deferment) Act 1992.
To qualify for rebates, applicants must:
(a) own and occupy their residence as at 1 July, and
(b) hold a current Pensioner Concession Card, or
(c) hold a current Seniors Card, or
(d) hold a current Seniors & Commonwealth Seniors Health Card, or
(e) hold a current State Concession Card.
If you are already registered and claiming a rebate, the amount of your rebate is
shown on the front of this Rate Notice.
Entitled Pensioners/Seniors are not charged for instalments or interest on arrears
and have until 30 June to pay.
5. OBJECTIONS AND APPEAL PROVISIONS
Objections not to affect Payment of Rates - Lodgement of an objection or an
appeal does not alleviate a ratepayer’s responsibility or liability to pay all rates
owed by the due date pending determination of that objection or the appeal.
(a) The Valuation of Land Act 1978 (as amended) Part IV, sets out the manner
in which objections and appeals may be instituted regarding valuations.
• An objection against the valuation must be made in writing and received
by the Valuer General, 18 Mount Street, Perth 6000 within 60 days of the
date of issue of the rate notice.
• A person who is dissatisfied with the decision of the Valuer General must
lodge a Notice of Intention to proceed to a formal appeal within 60 days
after service of the Valuer General's decision of an objection.
(b) Section 6.76 and 6.77 of the Local Government Act 1995, provide the
grounds on which individual objections and appeals to the Rate Book may
be instituted. An objection to the Rate Book shall be made in writing to
the Shire within 60 days of the date of issue of this rate notice. Section
6.82 relates to general appeals.
6. CHANGE OF OWNERSHIP
Under the provisions of the Local Government Act 1995 notice must be given in
writing to the Shire within 21 days of a rateable property being sold, disposed
of, or having its ownership changed. Details of the land description and name
and address of the new owner must be provided. Proof of any change in
ownership is required prior to its records being altered (eg Certificate of Title).
7. CHANGE OF ADDRESS
Any change of address must be provided in writing to the Shire and should
quote the relevant property and rate assessment details.
8. SWIMMING POOL LEVY
State Government legislation requires the Shire to physically inspect all private
swimming pools every four years to ensure compliance with safety standards.
9. BUILDING BY-LAWS
Building by-laws require all ratepayers to submit proper plans and specifications
of any alteration or additions to existing buildings or the erection of any new
buildings including out buildings on properties within the boundaries of this
district.
10. INTERIM RATES
The Shire may be required to issue interim rates during the course of a financial
year for various reasons. Some of the main reasons are:
• Completion of a new building or structure.
• Alteration, addition or demolition of an existing building or structure.
• Variation to land due to amalgamation, subdivision or strata title.
• An error in valuation or rating of a property.
• Subsequent revaluation of a property.
In accordance with section 6.39 of the Local Government Act 1995, the Shire
may amend the rate record for the current year and/or for the 5 years preceding
the current year.
11. EMERGENCY SERVICES LEVY
The Emergency Services Levy is forwarded to FESA to fund the Career Fire and
Rescue Service, Volunteer Fire and Rescue Service, Bush Fire Brigades, SES units
and FESA units throughout Western Australia.

Cheques should be made payable to Shire of Mundaring and crossed "Not Negotiable".
Retain the top portion of this notice as your record.
Beware the drop face for waste at Coppin Road is in excess of 1.8 metres,
use extreme caution to avoid falling. Children must stay inside vehicles at all times
The Shire of Mundaring actively supports recycling. Presorting your
refuse recyclables and green waste prior to disposal will assist with
this environmental measure.
Tyres will be accepted. However a maximum of 5 per ratepayer will
be enforced and a charge of $6.00 per car tyre, $10.00 per car tyre
on rim and $10.00 for light truck tyres will be levied.
You will need to present this pass each time you wish to use the
facilities otherwise access will be denied. You may be requested to
prove you reside at the address on the pass by presentation of a
driver’s license. Unauthorised use of this pass may result in
confiscation. Only waste or recyclables from the property notated
on the front of the pass will be accepted. Details may be recorded
to collect data to assist future planning on waste services.
No large truck or grader tyres will be accepted.
Do not lose this pass as a replacement may not be issued, and if
reissued a fee of $30.00 will be charged.
