1. As the site is an entry statement to the <strong>City</strong><br />

<strong>of</strong> <strong>Bayswater</strong> and is situated on the corner<br />

<strong>of</strong> a residential street, <strong>Council</strong> should<br />

ensure:<br />

a. The site has quality development that<br />

does not detract from the ‘Garden<br />

<strong>City</strong>’ ethos;<br />

b. The development should not create<br />

extra noise, traffic, pollution and ruin<br />

the quiet enjoyment <strong>of</strong> adjoining<br />

residents;<br />

c. Any development should have<br />

extensive landscaping to protect<br />

residents from noise, glare and visual<br />

pollution;<br />

d. Slade Street traffic must be reduced so<br />

as to not exacerbate the existing<br />

issues.<br />

Comments<br />

1. Noted. This amendment seeks<br />

to make a distinction between<br />

‘Shop’ and ‘Liquor Store’ for<br />

this particular site for the<br />

reasons noted in the report. It<br />

is noted that there are no<br />

objections to the other<br />

proposed changes.<br />

route, the <strong>City</strong> should:<br />

It is therefore unlikely that the<br />

<strong>City</strong> could limit or stop<br />

vehicular access to the sites<br />

from Slade Street.<br />

the approval <strong>of</strong> the ‘Fast Food<br />

2. The land use <strong>of</strong> ‘Fast Food Outlet’ was<br />

not appropriate in February 2009 and is<br />

not appropriate for the site now. It<br />

would appear that the <strong>City</strong> is seeking<br />

this amendment as they are<br />

acknowledging an error <strong>of</strong> judgement<br />

was made in February 2009.<br />

2. ‘Fast Food Outlets’ is<br />

proposed as a ‘Discretionary’<br />

use as part <strong>of</strong> the amendment<br />

for the following reasons:<br />

a. The sites are located on an<br />

identified ‘Activity<br />

Corridor’ in Western<br />

Australian Planning<br />

Commission documents.<br />

‘Activity Corridors’<br />

conceptually provide for a<br />

greater mix <strong>of</strong> land uses and<br />

potentially more intensive<br />

development.<br />

b. The sites have a high<br />

exposure to passing traffic,<br />

making commercial<br />

development more viable.<br />

c. <strong>Council</strong> granted approval<br />

for ‘Fast Food Outlets’ on<br />

Lot 101 at its Ordinary<br />

Meeting <strong>of</strong> 24 February<br />

2009. ‘Fast Food Outlets’<br />

have also been operating on<br />

Lot 26 for a number <strong>of</strong><br />

years. The uses can<br />

therefore lawfully operate<br />

from the site.<br />

d. Changes <strong>of</strong> zoning or<br />

‘Permitted’ or<br />

‘Discretionary’ land uses on<br />

a site do not supersede<br />

previous approvals. ‘Fast<br />

Food Outlets’ could<br />

therefore continue to<br />

operate from the sites<br />

indefinitely as ‘nonconforming<br />

uses’ even if<br />

‘Fast Food Outlets’ was not<br />

a ‘Permitted’ or<br />

‘Discretionary’ land use as<br />

they have received the<br />

necessary approvals.<br />

e. It is proposed to make one<br />

minor change to the<br />

amendment initiated by<br />

<strong>Council</strong> to further clarify<br />

the limits on ‘Fast Food<br />

Outlet’ uses. It is<br />

considered that the limit <strong>of</strong><br />

500m² across both lots

• Year to date (July/July) memberships have decreased this month by 5.53%<br />

• Four (4) staff from the <strong>City</strong> <strong>of</strong> <strong>Bayswater</strong> have taken advantage <strong>of</strong> the 50% staff discount on<br />

memberships. Current active staff membership is 66.<br />

• The promotional <strong>of</strong>fer this month allowed all 12 month renewing and new members who<br />

joined for one option, the second option for free.<br />

• 102 new memberships were contracted and 322 members renewed, <strong>with</strong> 57 new members<br />

participating in a health assessment.

4. PRIVILEGE CARD<br />

Residents <strong>of</strong> the <strong>City</strong> are eligible to purchase a Privilege Card for $10 which entitles the holder to a<br />

15% discount on memberships and pool entry <strong>with</strong>in the Centre. The discount card was introduced in<br />

1999 and was made available to residents <strong>with</strong>in the <strong>City</strong> over the age <strong>of</strong> 13 years. The current system<br />

does not have an expiry date on the privilege card however members are required to resubmit their<br />

information regarding their residency on renewal <strong>of</strong> their membership.<br />

• During the month <strong>of</strong> July 2010, 65 residents purchased a privilege card.<br />

• There are currently 17,378 registered Privilege Card holders.<br />

6. PROMOTIONS<br />

• The Centre advertised in the West Australian for the school holidays a “Buy one child get one<br />

free” voucher.<br />

• The Centre also advertised in the mid year edition Let’s Go Kids magazine.<br />

7. BUILDING, PLANT AND EQUIPMENT<br />

• The following equipment was replaced:<br />

- Installation <strong>of</strong> mechanical ventilation to gas chlorine room;<br />

- Inspection <strong>of</strong> wave pool circulation pump;<br />

- Replaced lights in Group fitness toilets;<br />

- Replaced metal cover on reticulation tap;<br />

- Repairs to dive pool blanket wheels;<br />

- Repairs to wave scum grates;<br />

- Inspection <strong>of</strong> main backwash pump;<br />

- Inspection <strong>of</strong> centre for sub metering;<br />

- Monitoring <strong>of</strong> waste water sub metres;<br />

- Inspection <strong>of</strong> facility for water leaks;<br />

• A service was carried out on:<br />

- Monthly service <strong>of</strong> plant rooms and circulation systems;<br />

- Air Handling Units + Air Con Maintenance;<br />

- AHU water treatment system;<br />

- RCD testing on electrical boards;<br />

- Work Safe inspected the Aquatic Facility and found no faults;<br />

8. HEALTH, SAFETY AND SECURITY<br />

• The chlorine compound alarm has <strong>under</strong>gone testing on four occasions <strong>with</strong> no faults during<br />

the month <strong>under</strong> review.<br />

• Eleven (11) minor first aid incidents <strong>with</strong> assistance from lifeguards on ten occasions. There<br />

was one incident that was referred to Police Services.<br />

9. STAFF<br />

• There are currently no staff vacancies.

11. SENSOR SHOWER RETRO FIT<br />

• The Sensor showers to the aquatic change rooms and the gym change rooms have now been<br />

completed. The showers units have been set to run for ninety seconds <strong>with</strong> a time delay <strong>of</strong><br />

twenty seconds.<br />

• Feedback from members has been very positive in this new initiative to reduce water<br />

consumption.<br />

12. ROYAL LIFE SAVING SOCIETY TRAINING ROOM EXTENSION<br />

The Royal Life Saving Society training room that is currently <strong>under</strong> construction at the south eastern<br />

corner <strong>of</strong> the building has completed the following stages <strong>of</strong> works:<br />

- Foundation works<br />

- Lower level brick work<br />

- Concrete slab pouring<br />

- Ramp access concrete pouring<br />

- Steel frame work erected

MANAGERS REPORT<br />

Rangers received 251 action requests relating to ranger activities <strong>with</strong> 90 <strong>of</strong> those relating to animals (dogs)<br />

and 131 parking requests both being the highest two areas <strong>of</strong> complaint.<br />

There were 84 infringements notices issued and 71 warnings given. The details <strong>of</strong> infringement notices<br />

issued are set out below. The four year average for infringement notices is 68 for the July period. The<br />

infringements issued this month are higher than average and year to date figures are also higher than average.<br />

PARKING AND OFF ROAD VEHICLES –<br />

monitoring <strong>of</strong> private parking agreements and Maylands Golf Course. Rangers are currently upgrading the<br />

signage at the golf club as there have been a number <strong>of</strong> complaints received relating to vehicles parking on<br />

footways and grassed areas.<br />

This month the process for impounding vehicles has been changed to include this issuing <strong>of</strong> an infringement<br />

notice for vehicles abandoned. This is to ensure that the ownership details can be obtained from the<br />

Department <strong>of</strong> Transport. It was found that some owners <strong>of</strong> vehicles were abandoning vehicles as a way to<br />

easily dispose <strong>of</strong> vehicles rather than organising removal themselves.<br />

Dumping <strong>of</strong> materials on verges has been increasing in the <strong>City</strong>. This creates a high demand on the<br />

resources necessary to remove the material. Rangers are focusing their attention on identifying the alleged<br />

<strong>of</strong>fenders and issuing infringement notices to the <strong>of</strong>fenders rather than warnings. The increase in local law<br />

warning notices is a direct result <strong>of</strong> this approach to litter and dumping <strong>of</strong> disused materials.
