KILCOLMAN GARDEN CONDO ASSOCIATION<br />

BOARD OF DIRECTORS MEETING – THURSDAY, JANUARY <strong>17</strong>, <strong>2013</strong><br />

MINUTES<br />

The meeting was called to order at 7:00 pm. Board members present were Sueanne Greenwood, Ruth Erck,<br />

Carm Matricciani, Steve Sefick and Betty Winchester.<br />

The November 15, 2012 Board <strong>Minutes</strong> were approved.<br />

Treasurer’s Report: As of December 13, <strong>2013</strong>, the reserves are $332,419.67.<br />

OLD BUSINESS<br />

1. Violation of the By-Laws: Fine Procedures XXI, Section 1. of your By-Laws states that the<br />

Condominium Association shall be entitled to impose a reasonable fineagainst a unit owner who is in<br />

violation of the By-Laws, i.e. non payment of condo fees, etc….<br />

The Board of Directors voted the following procedure for violations:<br />

1 st Violation – Reminder Letter<br />

2 nd Violation – Violation Letter<br />

3 rd Violation – Invite to a Hearing<br />

Failure to Appear - $100 monthly fine and sent to the Attorney for Collection Action<br />

2. Condominium Master Insurance Policy: The policy states that the condo owner is responsible for the<br />

deductable. Consult your insurance company to determine if you have adequate coverage.<br />

3. Landscaping at 1 Kilcolman Court. Proposal approved by the Board.<br />

4. Smoking/Exterior of Buildings: Banned within 30 ft. of any building if there is a nuisance complaint in<br />

writing. This is a change from the earlier 20 ft. ban. Approved by the Board.<br />

5. Deck Railings: After investigating, it was learned that the railings do not need to be painted. They need<br />

to be washed, which is the responsibility of the owners. A product called Fantastic or any comparable<br />

cleaner works for this purpose.<br />

NEW BUSINESS<br />

1. Handicap Lift 416 Rockfleet Road, Unit 202: The Board has given tentative approval pending discussion<br />

with the condo attorney. The unit owner will pay all expenses for installation and landscaping. When no<br />

longer needed, the unit owner will pay all expenses to remove the lift and return the area as it was prior to the<br />

installation.<br />

2. Vacant Condo: In the event of an emergency, the management company has the right to enter the unit. It<br />

is recommended that the owner leave a key with the management company or neighbor. If management<br />

needs to get a locksmith to enter, the condo owner will be responsible for this expense.<br />

3. Entry Door Call Boxes: All names and access codes of former owners will be removed at all call boxes.<br />

The present owners are responsible for having their names and access codes installed. Call Katie Hutchinson<br />

at American Community Management (410-771-0600, Ext. 305).


Landscaping: Proposal for landscaping 400, 402 & 404 Kilree Road discussed.<br />

4. Reserve Study: As a result of the Reserve Study, the Board will address the repair and replacement of all<br />

roofs as a priority.<br />

<strong>Meeting</strong> was adjourned at 8:15 pm.<br />
