Context<br />

The negative effects on <strong>plant</strong> diversity of the <strong>in</strong>tensive, high production farm<strong>in</strong>g of the<br />

EU Common Agricultural Policy (CAP) have been acknowledged for many years. Europe<br />

is now enter<strong>in</strong>g a transition period where much of the high nature value farml<strong>and</strong> of the<br />

CEE will be managed under the EU CAP system.Although there have been some<br />

reforms of the system, there is still a long way to go to ensure that socio-economic <strong>and</strong><br />

biodiversity needs are balanced with agricultural production to ensure a healthy <strong>and</strong><br />

susta<strong>in</strong>able rural Europe.<br />

There is an urgent need to ensure that the biodiversity-rich farml<strong>and</strong>s <strong>and</strong> the rural<br />

communities of CEE are not devalued <strong>in</strong> the same way as those of western Europe.<br />

Reform of the EU CAP<br />

The BirdLife International review of EU Rural Development policy highlights the<br />

<strong>in</strong>consistencies of the system proposed <strong>in</strong> the reform of 2003.The proposed system<br />

separates agricultural production from rural communities, has no requirement for<br />

targeted, objective-lead agri-environment schemes, <strong>and</strong> has a complex, overlapp<strong>in</strong>g<br />

system of payments which do not cover the true costs of deliver<strong>in</strong>g the EU’s<br />

commitment to halt<strong>in</strong>g the loss of biodiversity by 2010.<br />

50% of the EU budget is spent on agriculture. Rural Development takes only 10% of that<br />

total budget.Agri-environment schemes are only one part of many different <strong>areas</strong><br />

compet<strong>in</strong>g for Rural Development fund<strong>in</strong>g.The schemes are funded us<strong>in</strong>g nationally<br />

def<strong>in</strong>ed criteria, which are not required to <strong>in</strong>clude conservation of biodiversity, nor are<br />

they required to meet clear objectives, or to provide monitor<strong>in</strong>g <strong>in</strong>dicators of their<br />

success <strong>in</strong> conserv<strong>in</strong>g biodiversity.<br />

IPAs <strong>and</strong> agriculture<br />

444 IPAs (56%) conta<strong>in</strong> threatened grassl<strong>and</strong> habitats, <strong>and</strong> 296 IPAs (37%) conta<strong>in</strong><br />

priority threatened grassl<strong>and</strong> habitats.<br />

232 IPAs (29%) are threatened by agricultural <strong>in</strong>tensification (graz<strong>in</strong>g, arable, mixed,<br />

horticultural)<br />

217 IPAs (27%) are threatened by l<strong>and</strong> ab<strong>and</strong>onment<br />

species diversity. High Nature Value <strong>areas</strong><br />

should be brought under biodiversity<br />

sensitive management <strong>and</strong> targeted for<br />

fund<strong>in</strong>g.<br />
