Context<br />

PEBLDS was established as a means of implement<strong>in</strong>g the Convention of Biological<br />

Diversity at the Pan-European level.The strategy aims to provide a framework to unite<br />

conservation programmes, <strong>and</strong> to encourage a cross-sector focus to nature<br />

conservation.The PEBLDS programme for 2003-2007 <strong>in</strong>cludes 4 ma<strong>in</strong> goals:<br />

Facilitation of European biodiversity issues (close collaboration with EU <strong>and</strong> CBD)<br />

Increased capacity to implement PEBLDS <strong>and</strong> CBD<br />

Integration of national biodiversity action plans <strong>and</strong> of l<strong>and</strong>scape <strong>and</strong> biodiversity issues<br />

<strong>in</strong>to other sectors<br />

Achievement of a wider underst<strong>and</strong><strong>in</strong>g of biodiversity issues, lead<strong>in</strong>g to a broader<br />

<strong>in</strong>volvement of society<br />

One of the major achievements of PEBLDS has been the promotion of the Pan-<br />

European Ecological Network (PEEN), which seeks to identify not only priority sites, but<br />

also ecological corridors to prevent isolation <strong>and</strong> fragmentation of European<br />

ecosystems. Projects on new <strong>areas</strong> of the PEEN network are cont<strong>in</strong>u<strong>in</strong>g <strong>and</strong> IPA data<br />

can make a significant contribution to this process.<br />

The IPA programme forms action 1.4 of the PEBLDS work programme. IPA data on<br />

priority sites will cont<strong>in</strong>ue to <strong>in</strong>form projects such as PEEN but also contributes to the<br />

wider aims of engag<strong>in</strong>g stakeholders, of encourag<strong>in</strong>g cross-sector nature conservation, of<br />

build<strong>in</strong>g capacity to engage <strong>in</strong> the conservation process, <strong>and</strong> of dissem<strong>in</strong>at<strong>in</strong>g <strong>in</strong>formation<br />

on biodiversity, its value <strong>and</strong> threats to a wider audience.<br />
