Methodology for calculating indicative energy savings target

Average final consumption of primary energy shall be calculated according to the
following formula:

Q’ av – annual final consumption of primary energy,
Q av.el. – annual final consumption of electricity,
Q av.oth. – annual final consumption of other energy sources,
k el. – conversion factor for converting final electricity into equivalent primary energy, this
conversion factor is 2.5,
k ost. – conversion factor for converting final energy obtained from other energy sources
into equivalent primary energy, this conversion factor is 1.
Article 5
Indicative target shall be calculated as a percentage value of average final consumption of
primary energy referred to in Article 4, paragraph 2 of these instructions.
Indicative target defined on the basis of methodology referred to in Article 1 of these
instructions shall be provided in a fixed amount and it shall not depend from the growth
of gross domestic product and energy consumption.
Indicative target represents a sum of annual energy savings during nine-year period from
2010 to 2018.
Article 6
For the purpose of methodology referred to in Article 1 of these instructions data on
energy consumption for five-year period (from 2002 to 2006) shall be taken into account.
The data are provided in the Table 1 which is printed with these instructions and it is its
integral part.
Article 7
These instructions shall enter into force on the day of its publication in the "Official
Gazette of Montenegro".
