Water Meters March 12, 2013 Page 2 ALTERNATIVES Conduct competitive bids on the open market for each replenishment order. This approach is not recommended as many of the individual replenishment orders meet or exceed the dollar threshold for MUD Act advertisement, bid and award requirements. Completing a competitive bid process for each independent order would increase the District's administrative cost while decreasing the District's ability to recognize the "economies of scale" found in bidding for a higher volume of products. Reject all bids for a multi-year contract and re-bid for a single year contracting strategy. This is not recommended due to the increased administrative costs associated with the additional bid activities that will be incurred by both the buyer and seller over the potential 5 year life of this agreement.
