A.31.4 Protests against the decision of a complaint shall be made in writing to the<br />

organizer within one hour of the announcement of the complaint decision.<br />

A.31.5 All protests filed be<strong>for</strong>e the event has disbanded shall be dealt with by the Jury.<br />

A.31.6 No fee shall be charged to file a complaint or protest.<br />

A.31.7 The Meet Director shall appoint a Jury of at least three people from widely<br />

separated clubs or <strong>for</strong>eign delegations as appropriate. Members of the Jury shall<br />

not be members of the <strong>Orienteering</strong> <strong>USA</strong> Grievance Committee or <strong>Orienteering</strong><br />

<strong>USA</strong> Executive Committee. Ideally, Jury members will not be competitors whose<br />

results could be affected by their decision.<br />

A.31.8 The duties of the Jury shall be to deal with infringements of the <strong>Rules</strong> and any<br />

other questions arising out of protests.<br />

A.31.9 The basis <strong>for</strong> the decisions by the Jury shall be these <strong>Orienteering</strong> <strong>USA</strong> <strong>Rules</strong> <strong>for</strong><br />

<strong>Orienteering</strong>.<br />

A.31.10 In the event of a protest the Jury shall interpret these rules with regard to<br />

the specific situation surrounding the protest to determine whether the fairness of<br />

the event has been compromised and disqualifying conditions exist.<br />

A.31.11 The Course Consultant, Vetter, and a representative of the organizers may<br />

attend and participate at Jury meetings, but shall have no vote.<br />

A.31.12 The Jury <strong>for</strong>ms a quorum when all members are present. If a member is<br />

prevented from attending the Meet Director must nominate a substitute member.<br />

A.31.13 When in response to a complaint or protest the organizer or Jury<br />

determines that any of the following conditions have existed <strong>for</strong> a substantial<br />

group of competitors in a class, then the class or course shall be voided.<br />

a) A control flag is missing.<br />

b) A control flag, the start, or the finish is not within the marked circle or<br />

triangle.<br />

c) A control flag is on the wrong feature.<br />

d) The code at the control is different from that on the control description sheet.
