The Rink Redevelopment
Committee has been working very
hard over the last two years and has
provided many updates on their work
at General Meetings and in newsletters.
The Committee is waiting on some final
details prior to making an announcement
regarding Phase I. Please examine
their report and stay tuned for major
announcements from this committee.
The Beautification Committee has
submitted the final design for the new
Beavers Overrun Ramsay
Okay… this might be a little extreme journalism,
but on Wedneday nights things are just a
rocking as more Beavers have registered than ever before. We
are in the process of lining up new leaders to help out Colin
Ross and Bill Hornecker. Our cub pack, for the first time in
years, has 6 to start and they are growing. Thanks to Terry
Peterson for stepping up as the new Akela. She is off to leader
camp this week so she can run a top-notch program. At the
moment we have a combined Venturer and Scout group age 11
to 15. There are 5 girls and 1 boy right now. They already have
plans for a canoe trip, a back packing trip in Kananaskis and a
camp to help renovate a cabin out at Lost Lake camp ground.
You won’t find any couch potatoes here!
On The Cover: Skate Shack Mural
Urban Youth Worx and the youth at Raido House recently
approached Ramsay to paint a mural on the south side of
the skate shack. The mural, designed by artist Scott Clark
with input from the Raido youth, celebrates landmarks
of Ramsay, including the Saddledome and Raido House,
Scotsman’s Hill, and other features such as a train, river,
busker, and shamrock. Neighbourhood kids/citizens were
also encouraged to help out, and did. Painters were allowed
to pick the colours they wanted to utilize; no paint by numbers
Lilydale Fact Sheet
Prepared by a concerned community member
Lilydale’s Poultry
Slaughterhouse
2126 Hurst Road S.E., Calgary,
Alberta
Did you know...
• The slaughterhouse has been operating under legal non-conforming
status (“grandfathered”) since 1980
• • Lilydale excerpt applied reprinted for a development below) permit to upgrade
• the neighbouring slaughterhouse business the year to 2005 hospital (City of Calgary,
Development Permit LOC2005-0047)
• The poultry industry of British Columbia was wiped out by
avian flu in the year 2004
• The upgrades Lilydale requested include placing the inedible
offal bin within an enclosed building
• Having inedible offal bins contained within an enclosed
building is a federal requirement at all poultry slaughterhouses
(See Canadian Food Inspection Agency (CFIA),
Manual of Procedures excerpt reprinted below)
• The slaughterhouse has not been granted a development
permit by the City of Calgary because it is too old and too
close to a residential community
• The CFIA has chosen not to enforce normal protocol
for the slaughterhouse’s violation of inedible storage bin
requirements
• The slaughterhouse suffered an ammonia leak in March of
2007 which sent two people from a neighbouring business
to hospital
2.6.3.8 Rooms for storage of inedible meat products
Although subsection 28.(1)(f) of the Meat Inspection
Regulations, 1990 does not cover the construction
requirements for inedible product storage rooms, it is
important that these rooms are constructed in such a
way that they can be maintained in a clean and
sanitary condition. They shall be fully enclosed, and,
where required, capable of maintaining temperature
which will prevent the stored product from
Civic Affairs
Michael Benoit
DP2008-2676 – Application for change of
use for Liquor Store at 2012 Spiller Road S.E.
The Public Notice posted at the site - previously
The Alex Laundromat next to Paul’s Pizza and
7-11 gave a quick turnaround for comments from neighbors
and the Civic Affairs Committee (CAC). The CAC prepared a
response with reference to land use bylaws and special discretionary
use restrictions on Liquor Stores. On Friday September
12 a public protest was organized by concerned residents
which attracted media attention to the issue of neighborhood
safety and the proximity of schools and the Shamrock Hotel
in the vicinity of the strip mall which is already known as a
trouble spot for unsavory activity. The applicant and the strip
mall owner requested a meeting with the CAC after the protest
resulted in numerous phone calls. The CAC met with the
applicant(s) on Sept. 18 to hear their reasons why they think a
Liquor Store is a suitable business to put at that location. CAC
has completed an exhaustive review of all bylaw and AGLC
regulations and are confident that the application will be
refused. Alderman Ceci and the Planning Dept. are also very
aware of the community’s disapproval of this venture. Civic
Affairs would like to thank all residents who acted quickly and
decisively to register your concerns. Community spirit is alive
and well and living in Ramsay!
Liquor store rally
DP2008-0689/0691 – 1819 Ramsay Street. City Planning
has approved two single detached homes to be built on a previously
sub-divided lot at 1819 Ramsay Street. The Application
was made by Marc Boutin Architect and both homes will be
modern flat-roofed homes with roof-top decks. CAC commented
on the Application and numerous conditions were
placed on approval to meet bylaw specifications, including limiting
the square footage of the decks and mandating screening
from adjacent yards to avoid overlooking issues.
DP2008-1112 – 1915-11 Street S.E. Development of a
commercial site on the west side of 11 Street, formerly the
Honda Power Centre. The applicant wishes to use the existing
building foundation to build a three-storey (12m) office
and retail space for a specialty plumbing and heating business.
CAC supports the development and encouraged the applicant
to landscape the property and to speak with neighbours
about potential shadowing issues from the building height. It
is hoped that this business application, when approved, will
begin to improve the commercial corridor along 11 Street.
Stampede Expansion Construction and Closure of Spiller
Road. The south end of Spiller Road is now closed for
construction of a bridge and tunnel for the next approx. 9
months. CAC supported the development permit application
in principle, but we found the proposed pedestrian and cyclist
detour route unacceptable. That detour route, approved by
City Planning and Roads departments despite our comments,
forces community members to either take the poorly-scheduled
shuttle bus 403/433 or the 24 bus to downtown, or brave the
walk down Scotsman’s Hill and across the Stampede grounds
to Erlton Station. The CAC encourages any affected residents
to call 311 or Alderman Ceci’s office to complain about the
inconvenience to pedestrians. The route is dangerous and
unsafe in the dark, and is difficult for anyone with a disability
or health condition. Cyclists have a slightly easier time, but
the detour may also expose them to heavy and fast traffic on
Dartmouth Road and 25 th Avenue with no sidewalks or bike
lanes. The CAC is still discussing improvements with City
departments.
Ramsay Exchange – LOC2007-0570. A community
“Information Session” was held by City Planning on
September 23. At this meeting, Planning officials introduced
the community-at-large to a draft Amendment to the Ramsay
ARP that will be presented to Calgary Planning Commission
on October 30 and City Council on December 8 for approval.
This Amendment accompanies the application for land use
change on the former Ramsay Crossing site. The CAC comments
on the first draft totaled 9 pages of requests for wording
changes or increased policy enforcement of various portions
of the document, which was 28 pages long. We are currently
waiting for a second draft of the document, to see which of
our requests the City has considered. Our main concerns are
traffic impacts on the community, environmental concerns
about underground water disturbance, shadowing impacts
from proposed high rise buildings and the interface between
residential buildings on Ramsay Exchange in close proximity
to agricultural uses on the Stampede back of house property.
The CAC has yet to hear anything about potential “amenities”
from the proposed development that will be a direct benefit
to the existing community. There has been no announcement
from Torode about who potential commercial tenants might
be. The development will double the population of Ramsay
and increase by three times the traffic on community roads.
The CAC will be preparing a community position on the land
use application and the ARP amendment to present at both
the CPC and Council Hearing, to protect the social and environmental
fabric of Ramsay, and to find whatever community
benefits that can be found in the development proposal.
Traffic Committee
Taras Semeniuk
Traffic Calming – the meeting with
Transportation Planning to discuss the results
of their follow up study was postponed
until November. As part of the traffic calming process,
Transportation Planning collected additional data this past
summer to assess the performance of the calming elements.
Details of this second study were not available in time for this
newsletter deadline and will be provided as soon as possible.
The dead plantings in the curb extensions were replaced earlier
this year and mulch was added.
Truck Route Change – latest information from City Traffic
Safety is that the truck route along Spiller Road and 24 th
Avenue will be removed in 2009. Specific portions include
Spiller Road between 24 th and 25 th Avenues and 24 th Avenue
between Spiller and Dartmouth Roads.
Stampede Tunnel – the south end of Spiller Road at 25 th
Avenue will be closed until next summer. This closure was
required by Calgary Exhibition and Stampede to construct
a tunnel underneath Spiller Road to link their new ‘back
of house’ site to the main park. Short-cutting traffic will be
encouraged to use our perimeter roadways, and pedestrian
linkages to the Erlton LRT station and Elbow River pathway
are via the stairs on Scotsman’s Hill. See Civic Affairs update
for additional information on this issue.
Please contact the Traffic Committee if you have any
traffic-related comments, concerns or would like to
become involved the committee.
Children receive greater access to mental health services
I am pleased to report that children and youth from across
the province will benefit from an Alberta government investment
of more than $50 million to increase access to children’s
mental health services. This will help address the mental health
needs of children and youth at risk.
This investment will implement the 23 actions outlined
in Alberta’s new Children’s Mental Health Three-Year Action
Plan. The new funding will improve access to a full range of
children’s mental health services across Alberta, particularly in
rural areas. It will also help youth at risk make successful transitions
to adulthood. The plan will build on initiatives already
underway and support new programs that meet the unique
needs of local communities.
Actions to improve access include:
§ implementing access standards for mental health
services;
§ hiring more mental health workers for emergency
rooms and urgent clinics;
§ creating mobile mental health teams to provide
services to rural and remote areas;
§ establishing more inpatient mental health beds
for children and youth from northern Alberta; and
§ providing enhanced community services for
youth with mental health problems who are transitioning
to adulthood.
In addition, the mental health needs of children and youth at
risk will be better met by enhancing in-school mental health
services; expanding home visitation services for vulnerable
families; increasing the number of mental health consultants
on hospital pediatric units; and enhancing screening and intervention
programs.
As always, please contact my office at 640-1363 or calgary.
egmont@assembly.ab.ca with any comments you may have.
Ramsay School
Jim Gibb, Principal
Happy Thanksgiving! Greetings on behalf
of Ramsay School and the Calgary Board of
Education to the Ramsay community! As a new
school year has started I would like to take this opportunity to
invite any new families to Ramsay to visit our school and make
it your child’s place for learning! Our school community is a
very welcoming one and we encourage you and your children
to get involved with all aspects of the school.
We believe that Ramsay School is a Connected place of
Capable and Caring learners. We focus our vision, planning
and work on each student acquiring:
1. Academic success- possess knowledge, skills and attitudes
for life and learning
2. Citizenship – each student will be a responsible citizen by
being an informed and involved member in his or her community
3. Personal Development – each student will acquire the
skills, attitudes and knowledge to achieve to their personal
highest potential
4. Character – each student will possess the character to do
what is right, act morally with wisdom and balance individual
concerns with the rights and needs of others
We have such an incredibly positive, energetic and creative
school culture with an amazing group of staff and students.
We encourage all parents and community members to become
involved in volunteering and with School Council. We know
parental and community involvement has a significant impact
on student learning. We are committed to a safe, caring and
effective learning environment and “Educating Tomorrow’s
Citizens Today”. Together we make Ramsay School an awesome
place for learning!
Ramsay Signage
We finally have an approved sign for our four community
entrances! After taking into consideration safety, cost, and
construction issues, we modified the design to include a large
boulder with the community
logo in aluminium.
Thank you
to all the community
members who provided
input over the last 2
years. We will now be
able to complete our
fundraising and hope
to have new signs by
spring!
Ramsay Rink
Dave Graham & Mark Sherrington
Ramsay Rink Re-development
Update ACTION!
These are exciting times for Ramsay with a new coffee house,
outdoor art and coming soon our newly renovated rink! The
planning to restore and enhance the rink has been happening
gradually over the past 2 or so years, starting with formation of
a rink committee in 2006. At about the same time, the committee
headed by David Graham connected with the Calgary
Parks Committee Liason, Angela Williams. Through this contact
the committee found out what was needed to start down
the road to get the rink renovated which included completing
a Life Cycle Plan, finding the original blueprints from 1977,
and creating a business plan.
The Life Cycle Plan, including an engineering study by
Manticore Engineering on the structure and rink shack, was
completed in mid-2007. The completion of this study was a
critical step in moving forward with upgrading existing deficiencies
in the rink. The Life Cycle Plan allowed us to start
applying for funds through the grant process.
Phase 1 includes replacement of rink boards and upgrading
the playing surface. We are in the process of getting quotes
from contractors for this work. The Ramsay Community
Board has granted approval in principle to proceed with Phase
1 of this project. Phase 2 will be determined this winter
through community meetings and an information session with
Marc Boutin Architects and the committee.
At the completion of the three-phase development plan, we
envisage a modern, viable all-season outdoor covered facility.
This will incorporate an upgrade of existing rink surface
and boards, repairing rink and rink building roof, and the
construction of a new change and meeting building along the
north side of the rink. A new skateway and recreational skating
area also north of the rink will provide an enjoyable and safe
place to skate, play soccer, host community events out of the
rain and generate revenue for the community.
Stay tuned for upcoming opportunities to have your input into
Phase 2.
A heritage of people meeting People…
For 32 years you have been our reason for being. The Society
was born from the dreams of people like you and your desire to
care for:
Our Kids - a resident daycare and early childhood programs
Our Homes - the only community run RRAP program,
recognised as the most successful program – countless homes
were renovated through government grants
Our Youth - a very active Teen Centre (and we are starting up
again!)
Our Communities - the Inglewood Ramsay Redevelopment
Centre was on the cutting edge of community planning in the
70’s and 80’s - this not only saved Inglewood and Ramsay but
revitalised them.
Our Health - The very first community – medical professional
partnership in the 70’s and we have a new clinic especially for
you.
You are a great asset; Thank-you for:
- Volunteering when we need help
- Celebrating with us
- Giving us feedback
- Lobbying for the Alexandra Centre at City Hall
- Donating to our programs &
- Visiting and brightening our day.
We continue to attract and provide services; you continue to help.
If you haven’t had chance to check out the recent addition to
the neighborhood I suggest you stop by and take a look at the
wonderful piece of public art that has been installed at west
end of the Ramsay Exchange on 26 th Ave. S.E. “The Device
to Root out Evil” is a 6-metre tall aluminum frame church
clad in burgundy red glass shingles which are illuminated at
night. The sculpture has been attracting a lot of attention and
bringing art lovers from all over the city to our neighborhood.
The subject matter - the Church is actually upside down, it’s
steeple embedded in the ground, and the title has certainly
generated controversy since the piece was first placed on
display in 1997 at the Venice Biennale. However, the artist’s
intent was to explore the familiar and the iconic and how
context has an influence on our reaction and understanding
of these ideas, rather than an actual comment on religion
itself. The sculpture is of work of renowned American artist
Dennis Oppenheim whose work is also on display at the Tate
in London, The Stedeliijk in Amsterdam and the MOMA in
New York. The Glenbow and the Torode Group of Companies
brought this piece to Calgary from Vancouver on permanent
loan from the Benefic Group. This is an amazing addition to
our neighborhood and has certainly generated a lot of positive
press for Ramsay, referred to as “one of Calgary’s most historic
and artistic neighborhoods”.
