The Rink Redevelopment<br />
Committee has been working very<br />
hard over the last two years and has<br />
provided many updates on their work<br />
at General Meetings and in newsletters.<br />
The Committee is waiting on some final<br />
details prior to making an announcement<br />
regarding Phase I. Please examine<br />
their report and stay tuned for major<br />
announcements from this committee.<br />
The Beautification Committee has<br />
submitted the final design for the new<br />
<strong>Ramsay</strong> Entry Features and the Board of<br />
Directors has accepted it; the design is a<br />
very nice culmination of many community<br />
consultations. We look forward to<br />
the installation phase.<br />

Beavers Overrun <strong>Ramsay</strong><br />
Okay… this might be a little extreme journalism,<br />
but on Wedneday nights things are just a<br />
rocking as more Beavers have registered than ever before. We<br />
are in the process of lining up new leaders to help out Colin<br />
Ross and Bill Hornecker. Our cub pack, for the first time in<br />
years, has 6 to start and they are growing. Thanks to Terry<br />
Peterson for stepping up as the new Akela. She is off to leader<br />
camp this week so she can run a top-notch program. At the<br />
moment we have a combined Venturer and Scout group age 11<br />
to 15. There are 5 girls and 1 boy right now. They already have<br />
plans for a canoe trip, a back packing trip in Kananaskis and a<br />
camp to help renovate a cabin out at Lost Lake camp ground.<br />
You won’t find any couch potatoes here!<br />
On The Cover: Skate Shack Mural<br />
Urban Youth Worx and the youth at Raido House recently<br />
approached <strong>Ramsay</strong> to paint a mural on the south side of<br />
the skate shack. The mural, designed by artist Scott Clark<br />
with input from the Raido youth, celebrates landmarks<br />
of <strong>Ramsay</strong>, including the Saddledome and Raido House,<br />
Scotsman’s Hill, and other features such as a train, river,<br />
busker, and shamrock. Neighbourhood kids/citizens were<br />
also encouraged to help out, and did. Painters were allowed<br />
to pick the colours they wanted to utilize; no paint by numbers<br />
in <strong>Ramsay</strong>!<br />

• The slaughterhouse has been operating under legal non-conforming<br />
status (“grandfathered”) since 1980<br />
• • Lilydale excerpt applied reprinted for a development below) permit to upgrade<br />
• the neighbouring slaughterhouse business the year to 2005 hospital (City of Calgary,<br />
Development Permit LOC2005-0047)<br />
• The poultry industry of British Columbia was wiped out by<br />
avian flu in the year 2004<br />
• The upgrades Lilydale requested include placing the inedible<br />
offal bin within an enclosed building<br />
• Having inedible offal bins contained within an enclosed<br />
building is a federal requirement at all poultry slaughterhouses<br />
(See Canadian Food Inspection Agency (CFIA),<br />
Manual of Procedures excerpt reprinted below)<br />
• The slaughterhouse has not been granted a development<br />
permit by the City of Calgary because it is too old and too<br />
close to a residential community<br />
• The CFIA has chosen not to enforce normal protocol<br />
for the slaughterhouse’s violation of inedible storage bin<br />

• The slaughterhouse suffered an ammonia leak in March of<br />
2007 which sent two people from a neighbouring business<br />
to hospital<br />

2.6.3.8 Rooms for storage of inedible meat products<br />
Although subsection 28.(1)(f) of the Meat Inspection<br />
Regulations, 1990 does not cover the construction<br />
requirements for inedible product storage rooms, it is<br />
important that these rooms are constructed in such a<br />
way that they can be maintained in a clean and<br />
sanitary condition. They shall be fully enclosed, and,<br />
where required, capable of maintaining temperature<br />
which will prevent the stored product from<br />
decomposing when product is not being removed from<br />
the establishment on daily basis.<br />

Heritage Canada Award <strong>2008</strong><br />
The Reader Rock Garden Rehabilitation Project was recently<br />
presented with the Heritage Canada Foundation (HCF) <strong>2008</strong><br />
National Achievement Award. Dating from 1913, Reader<br />
Rock Garden was used as a private residence and garden<br />
for William Roland Reader, Calgary’s most influential Park<br />
Superintendent, and is where he tested and documented<br />
over 4,000 plant species. The Heritage Canada Foundation<br />
Achievement Award, given jointly with the Calgary Heritage<br />
Authority, recognizes outstanding work and commitment in<br />
the field of heritage conservation.<br />

The Public Notice posted at the site - previously<br />
The Alex Laundromat next to Paul’s Pizza and<br />
7-11 gave a quick turnaround for comments from neighbors<br />
and the Civic Affairs Committee (CAC). The CAC prepared a<br />
response with reference to land use bylaws and special discretionary<br />
use restrictions on Liquor Stores. On Friday September<br />
12 a public protest was organized by concerned residents<br />
which attracted media attention to the issue of neighborhood<br />
safety and the proximity of schools and the Shamrock Hotel<br />
in the vicinity of the strip mall which is already known as a<br />
trouble spot for unsavory activity. The applicant and the strip<br />
mall owner requested a meeting with the CAC after the protest<br />
resulted in numerous phone calls. The CAC met with the<br />
applicant(s) on Sept. 18 to hear their reasons why they think a<br />
Liquor Store is a suitable business to put at that location. CAC<br />
has completed an exhaustive review of all bylaw and AGLC<br />
regulations and are confident that the application will be<br />
refused. Alderman Ceci and the Planning Dept. are also very<br />
aware of the community’s disapproval of this venture. Civic<br />
Affairs would like to thank all residents who acted quickly and<br />
decisively to register your concerns. <strong>Community</strong> spirit is alive<br />
and well and living in <strong>Ramsay</strong>!<br />
Liquor store rally<br />
DP<strong>2008</strong>-0689/0691 – 1819 <strong>Ramsay</strong> Street. City Planning<br />
has approved two single detached homes to be built on a previously<br />
sub-divided lot at 1819 <strong>Ramsay</strong> Street. The Application<br />
was made by Marc Boutin Architect and both homes will be<br />
modern flat-roofed homes with roof-top decks. CAC commented<br />
on the Application and numerous conditions were<br />
placed on approval to meet bylaw specifications, including limiting<br />
the square footage of the decks and mandating screening<br />
from adjacent yards to avoid overlooking issues.<br />
DP<strong>2008</strong>-1112 – 1915-11 Street S.E. Development of a<br />
commercial site on the west side of 11 Street, formerly the<br />
Honda Power Centre. The applicant wishes to use the existing<br />
building foundation to build a three-storey (12m) office<br />
and retail space for a specialty plumbing and heating business.<br />
CAC supports the development and encouraged the applicant<br />
to landscape the property and to speak with neighbours<br />
about potential shadowing issues from the building height. It<br />
is hoped that this business application, when approved, will<br />
begin to improve the commercial corridor along 11 Street.<br />
Stampede Expansion Construction and Closure of Spiller<br />
Road. The south end of Spiller Road is now closed for<br />
construction of a bridge and tunnel for the next approx. 9<br />
months. CAC supported the development permit application<br />
in principle, but we found the proposed pedestrian and cyclist<br />
detour route unacceptable. That detour route, approved by<br />
City Planning and Roads departments despite our comments,<br />
forces community members to either take the poorly-scheduled<br />
shuttle bus 403/433 or the 24 bus to downtown, or brave the<br />
walk down Scotsman’s Hill and across the Stampede grounds<br />
to Erlton Station. The CAC encourages any affected residents<br />
to call 311 or Alderman Ceci’s office to complain about the<br />
inconvenience to pedestrians. The route is dangerous and<br />
unsafe in the dark, and is difficult for anyone with a disability<br />
or health condition. Cyclists have a slightly easier time, but<br />
the detour may also expose them to heavy and fast traffic on<br />
Dartmouth Road and 25 th Avenue with no sidewalks or bike<br />
lanes. The CAC is still discussing improvements with City<br />
departments.<br />
<strong>Ramsay</strong> Exchange – LOC2007-0570. A community<br />
“Information Session” was held by City Planning on<br />
September 23. At this meeting, Planning officials introduced<br />
the community-at-large to a draft Amendment to the <strong>Ramsay</strong><br />
ARP that will be presented to Calgary Planning Commission<br />
on <strong>October</strong> 30 and City Council on December 8 for approval.<br />
This Amendment accompanies the application for land use<br />
change on the former <strong>Ramsay</strong> Crossing site. The CAC comments<br />
on the first draft totaled 9 pages of requests for wording<br />
changes or increased policy enforcement of various portions<br />
of the document, which was 28 pages long. We are currently<br />
waiting for a second draft of the document, to see which of<br />
our requests the City has considered. Our main concerns are<br />
traffic impacts on the community, environmental concerns<br />
about underground water disturbance, shadowing impacts<br />
from proposed high rise buildings and the interface between<br />
residential buildings on <strong>Ramsay</strong> Exchange in close proximity<br />
to agricultural uses on the Stampede back of house property.<br />
The CAC has yet to hear anything about potential “amenities”<br />
from the proposed development that will be a direct benefit<br />
to the existing community. There has been no announcement<br />
from Torode about who potential commercial tenants might<br />
be. The development will double the population of <strong>Ramsay</strong><br />
and increase by three times the traffic on community roads.<br />
The CAC will be preparing a community position on the land<br />
use application and the ARP amendment to present at both<br />
the CPC and Council Hearing, to protect the social and environmental<br />
fabric of <strong>Ramsay</strong>, and to find whatever community<br />
benefits that can be found in the development proposal.<br />

Traffic Calming – the meeting with<br />
Transportation Planning to discuss the results<br />
of their follow up study was postponed<br />
until November. As part of the traffic calming process,<br />
Transportation Planning collected additional data this past<br />
summer to assess the performance of the calming elements.<br />
Details of this second study were not available in time for this<br />
newsletter deadline and will be provided as soon as possible.<br />
The dead plantings in the curb extensions were replaced earlier<br />
this year and mulch was added.<br />
Truck Route Change – latest information from City Traffic<br />
Safety is that the truck route along Spiller Road and 24 th<br />
Avenue will be removed in 2009. Specific portions include<br />
Spiller Road between 24 th and 25 th Avenues and 24 th Avenue<br />
between Spiller and Dartmouth Roads.<br />
Stampede Tunnel – the south end of Spiller Road at 25 th<br />
Avenue will be closed until next summer. This closure was<br />
required by Calgary Exhibition and Stampede to construct<br />
a tunnel underneath Spiller Road to link their new ‘back<br />
of house’ site to the main park. Short-cutting traffic will be<br />
encouraged to use our perimeter roadways, and pedestrian<br />
linkages to the Erlton LRT station and Elbow River pathway<br />
are via the stairs on Scotsman’s Hill. See Civic Affairs update<br />
for additional information on this issue.<br />

Children receive greater access to mental health services<br />
I am pleased to report that children and youth from across<br />
the province will benefit from an Alberta government investment<br />
of more than $50 million to increase access to children’s<br />
mental health services. This will help address the mental health<br />
needs of children and youth at risk.<br />
This investment will implement the 23 actions outlined<br />
in Alberta’s new Children’s Mental Health Three-Year Action<br />
Plan. The new funding will improve access to a full range of<br />
children’s mental health services across Alberta, particularly in<br />
rural areas. It will also help youth at risk make successful transitions<br />
to adulthood. The plan will build on initiatives already<br />
underway and support new programs that meet the unique<br />
needs of local communities.<br />
Actions to improve access include:<br />
§ implementing access standards for mental health<br />
services;<br />
§ hiring more mental health workers for emergency<br />
rooms and urgent clinics;<br />
§ creating mobile mental health teams to provide<br />
services to rural and remote areas;<br />
§ establishing more inpatient mental health beds<br />
for children and youth from northern Alberta; and<br />
§ providing enhanced community services for<br />
youth with mental health problems who are transitioning<br />
to adulthood.<br />
In addition, the mental health needs of children and youth at<br />
risk will be better met by enhancing in-school mental health<br />
services; expanding home visitation services for vulnerable<br />
families; increasing the number of mental health consultants<br />
on hospital pediatric units; and enhancing screening and intervention<br />
programs.<br />

Update ACTION!<br />
These are exciting times for <strong>Ramsay</strong> with a new coffee house,<br />
outdoor art and coming soon our newly renovated rink! The<br />
planning to restore and enhance the rink has been happening<br />
gradually over the past 2 or so years, starting with formation of<br />
a rink committee in 2006. At about the same time, the committee<br />
headed by David Graham connected with the Calgary<br />
Parks Committee Liason, Angela Williams. Through this contact<br />
the committee found out what was needed to start down<br />
the road to get the rink renovated which included completing<br />
a Life Cycle Plan, finding the original blueprints from 1977,<br />
and creating a business plan.<br />
The Life Cycle Plan, including an engineering study by<br />
Manticore Engineering on the structure and rink shack, was<br />
completed in mid-2007. The completion of this study was a<br />
critical step in moving forward with upgrading existing deficiencies<br />
in the rink. The Life Cycle Plan allowed us to start<br />
applying for funds through the grant process.<br />
Phase 1 includes replacement of rink boards and upgrading<br />
the playing surface. We are in the process of getting quotes<br />
from contractors for this work. The <strong>Ramsay</strong> <strong>Community</strong><br />
Board has granted approval in principle to proceed with Phase<br />
1 of this project. Phase 2 will be determined this winter<br />
through community meetings and an information session with<br />
Marc Boutin Architects and the committee.<br />
At the completion of the three-phase development plan, we<br />
envisage a modern, viable all-season outdoor covered facility.<br />
This will incorporate an upgrade of existing rink surface<br />
and boards, repairing rink and rink building roof, and the<br />
construction of a new change and meeting building along the<br />
north side of the rink. A new skateway and recreational skating<br />
area also north of the rink will provide an enjoyable and safe<br />
place to skate, play soccer, host community events out of the<br />
rain and generate revenue for the community.<br />

If you haven’t had chance to check out the recent addition to<br />
the neighborhood I suggest you stop by and take a look at the<br />
wonderful piece of public art that has been installed at west<br />
end of the <strong>Ramsay</strong> Exchange on 26 th Ave. S.E. “The Device<br />
to Root out Evil” is a 6-metre tall aluminum frame church<br />
clad in burgundy red glass shingles which are illuminated at<br />
night. The sculpture has been attracting a lot of attention and<br />
bringing art lovers from all over the city to our neighborhood.<br />
The subject matter - the Church is actually upside down, it’s<br />
steeple embedded in the ground, and the title has certainly<br />
generated controversy since the piece was first placed on<br />
display in 1997 at the Venice Biennale. However, the artist’s<br />
intent was to explore the familiar and the iconic and how<br />
context has an influence on our reaction and understanding<br />
of these ideas, rather than an actual comment on religion<br />
itself. The sculpture is of work of renowned American artist<br />
Dennis Oppenheim whose work is also on display at the Tate<br />
in London, The Stedeliijk in Amsterdam and the MOMA in<br />
New York. The Glenbow and the Torode Group of Companies<br />
brought this piece to Calgary from Vancouver on permanent<br />
loan from the Benefic Group. This is an amazing addition to<br />
our neighborhood and has certainly generated a lot of positive<br />
press for <strong>Ramsay</strong>, referred to as “one of Calgary’s most historic<br />
and artistic neighborhoods”.<br />
