Ref :- MDONER No.DNER/NLP/AP/3/2007 Dated 07.12.2007 In continuation of this office letter No.CEAP(EZ)/WTC-29/DONER/2007-08 dtd. 17 th / 19 th Nov. 2007, enclosed please find herewith additional list of project retained by MDONER under NLCPR for the year 2007-08 intimated vide their No.DNER/NLP/AP/3/2007 Dated 07 th December 2007 for your submission of Detailed Project Report (DPR). In this connection, the following points may be noted while preparing the DPR. DPR prepare & thereof 1) The preliminary design of geometrics and components of the road / bridge projects shall be strictly as per the relevant IRC provisions and specification of Road and Bridge works published by MORTH. (Scanned soft copies in CD on IRC/MORTH publications are available in Zone office.) 2) The history of the DPR should be properly narrated to the point, justifying the proposal and scope. (Sample of concept paper on Dhodar-Ali road, uploaded in website is a good sample to be followed.) 3) The scheme where the proposal is to be submitted within restricted scope as “Phase-I” should have detailed inventories of total scope of work and items being covered in Phase-I. The cost assessment and number of major bridges in the subsequent phases may also be highlighted.

19 th Nov. <strong>2007</strong>, enclosed please find herewith additional list <strong>of</strong> project retained by<br />

MDONER under <strong>NLCPR</strong> <strong>for</strong> <strong>the</strong> <strong>year</strong> <strong>2007</strong>-<strong>08</strong> intimated vide <strong>the</strong>ir<br />

No.DNER/NLP/AP/3/<strong>2007</strong> Dated 07 th December <strong>2007</strong> <strong>for</strong> your submission <strong>of</strong> Detailed<br />

Project Report (DPR). In this connection, <strong>the</strong> following points may be noted while<br />

preparing <strong>the</strong> DPR.<br />

DPR prepare & <strong>the</strong>re<strong>of</strong><br />

4) No lumpsum provisions without justifications be included in <strong>the</strong> DPR.<br />

5) The s<strong>of</strong>t copy <strong>of</strong> <strong>the</strong> DPR should invariably be enclosed in CD.<br />

Immediately after <strong>the</strong> submission <strong>of</strong> estimate <strong>the</strong> following activities shall follow which<br />

must be ensured by <strong>the</strong> respective Superintending Engineer’s incharge <strong>of</strong> <strong>the</strong> work.<br />

1) Detailed design and quantities estimate <strong>of</strong> <strong>the</strong> project <strong>for</strong> accord <strong>of</strong> Technical Sanction.<br />

2) Draft NIT <strong>for</strong> approval <strong>of</strong> competent authority on finance concurrence, so that tenders<br />

are called immediately on receipt <strong>of</strong> sanction.<br />

Tendering<br />

Re<strong>for</strong>m initiatives taken by Government <strong>of</strong> Arunachal Pradesh to streamline <strong>the</strong><br />

implementation <strong>of</strong> <strong>the</strong> project through Tendering must be publicized among <strong>the</strong> Citizens.<br />

Government will also action <strong>for</strong> enlistment <strong>of</strong> contractors to build up <strong>the</strong> Contract Industry<br />

in <strong>the</strong> State. The Draft Rule has since been vetted by Law Department and all deck<br />

cleared <strong>for</strong> <strong>for</strong>mal Govt. approval. The s<strong>of</strong>t copy <strong>of</strong> <strong>the</strong> draft rule has since been uploaded<br />

in website and Superintending Engineers and Executive Engineers are requested to take go<br />

through and also conduct training/workshop among staff and also involve enterisig<br />

contractors.<br />

In continuation to my DO letter <strong>of</strong> even number dated 07.11.<strong>2007</strong><br />

regarding retention <strong>of</strong> 8 projects with an estimated cost <strong>of</strong> Rs. 115.79 crore from<br />

Priority <strong>List</strong> <strong>of</strong> projects (<strong>2007</strong>-<strong>08</strong>) it is to in<strong>for</strong>m you that <strong>the</strong> <strong>2007</strong>-<strong>08</strong> Priority <strong>List</strong><br />

<strong>of</strong> Arunachal Pradesh has been reconsidered and following 12 additional projects<br />

at a total estimated cost <strong>of</strong> Rs. 117.86 crore have been retained under <strong>the</strong><br />

<strong>NLCPR</strong> scheme <strong>for</strong> fur<strong>the</strong>r techno-economic examination.<br />

Report (DPRs) <strong>for</strong> <strong>the</strong> above projects to this Ministry <strong>for</strong> examination and fur<strong>the</strong>r<br />

necessary action within two months from <strong>the</strong> date <strong>of</strong> issue <strong>of</strong> this letter. While<br />

sending <strong>the</strong> DPRs it may be ensured that <strong>the</strong> cost <strong>of</strong> <strong>the</strong> projects is in <strong>the</strong> vicinity<br />

<strong>of</strong> what has been indicated in <strong>the</strong> Priority <strong>List</strong>.<br />
