Policy


<strong>PHILO</strong>SOPHY<br />

The total athletic program is an integral part of the entire educational program at <strong>Franklin</strong><br />

<strong>Local</strong>. We believe there are substantial educational advantages from a soundly conceived and<br />

executed program for the players, the student body, and the community.<br />

A profitable experience can be gained through athletic participation. The values to the<br />

participants are very life adjusting. Rigorous competition provides students the opportunity to<br />

develop ideas, fair play, good health, achievement, initiative, and emotional control.<br />

We, in <strong>Franklin</strong> <strong>Local</strong>, believe the game exists for the student….never the student for the game.<br />

OBJECTIVES<br />

1. To provide a program that will be available to all boys and girls where competition can be found<br />

and skilled and interested people are sufficient.<br />

2. To provide an interscholastic athletic program with emphasis on good and proper<br />

sportsmanship.<br />

3. To provide an interscholastic program to develop skills, moral qualities, social development,<br />

and emotional maturity.<br />

4. To comply with all rules and regulations of the Ohio High <strong>School</strong> Athletic Association.<br />

PARTICIPATION REQUIREMENT<br />

Requirements for participation in Philo High <strong>School</strong> athletics:<br />

1. A physical examination<br />

2. <strong>School</strong> insurance or athletic waiver (At Risk form) signed by parent<br />

3. Emergency medical form on file with the athletic director, copy of which is to be carried by the<br />

coach to all away contests<br />

4. Meet all requirements of the OHSAA and Philo High <strong>School</strong> eligibility requirements.<br />

5. Parent/guardian signed agreement to abide by the PHS Athletic Code


Philo Athletic Department<br />

Eligibility requirements for Interscholastic<br />

Extracurricular Activities<br />

Eligibility will be based on the policy that was established during the 1998-99 school year. At that<br />

time, a G.P.A. requirement was added. At the end of each grading period, student eligibility will be<br />

determined by the following guidelines:<br />

1. OHSAA requirements for passing classes leading to five, one credit courses or the equivalent,<br />

which could lead to graduation for the grading period, and must maintain a 1.3 G.P.A. (Block<br />

scheduling students must pass 2 1/2 credits each grading period.)<br />

2. Students receiving a letter grade of F, even though they have a G.P.A. of 1.3 or higher, will be<br />

placed on probation until the Interim date. At the end of the probationary period the student must<br />

be passing all classes at the Interim date. If not, the student will be declared ineligible and<br />

removed from competition for the remainder of the grading period.<br />

3. Students in junior high will become ineligible with two failing grades of F in all subjects taken<br />

during the grading period.<br />

4. Eligibility will be established as follows:<br />

1 st nine weeks, based on previous year’s last nine weeks grades<br />

(Freshmen will be based on junior high requirements.)<br />

2 nd nine weeks will be based on the 1 st grading period.<br />

3 rd nine weeks will be based on 2 nd six weeks, and so on.


COACHES<br />

Duties and Responsibilities<br />

HEAD COACH<br />

You are responsible for all coaches on all levels within your sport. The duties listed below are important, with<br />

many of them to be completed by your assistants. They should help you in every way possible. Be certain that<br />

they are aware of their duties. Always set a good example in sportsmanship and judgment.<br />

Before the season begins you must:<br />

A. Check your practice area and equipment to be certain it is ready for use.<br />

1. Work orders must be signed by the Athletic Director before being submitted.<br />

2. Purchases should never be made by individuals. All purchase requests must be initiated from<br />

the Athletic Director's office.<br />

Registration of athletes:<br />

3. Athletes must turn in the completed physical/medical history forms before they are allowed to<br />

practice. No equipment should be issued before these forms are in.<br />

4. An accurate list of all participants must be on file in the athletic office at all times. This list<br />

must be turned in by the end of the first week of practice so that an accurate eligibility list can<br />

be prepared. You must inform the athletic secretary of additions or deletions.<br />

5. Assist in arranging for the systematic issuance of equipment. This system varies by sport. Ask<br />

questions if you are not sure what to do.<br />

6. Discuss the athletic program with your athletes and your assistants. Make certain that they are<br />

aware of any rules or policies that pertain to your sport and your department. If you have any<br />

special rules for your team, be sure that the athletic director is aware of them before<br />

distribution and has a written copy on file. Winter and spring family vacations often present<br />

problems for the athlete. An athlete should not be dismissed from a team or adversely treated<br />

because of family obligations. However, absent athletes may have to work hard to regain their<br />

previous playing status. The athletes who remain here during vacations must be given<br />

consideration for their commitment. Athletes should inform their coach well beforehand if<br />

they plan to miss practice or contests because of family vacations.<br />

7. Submit a copy of your schedule with bus departure times listed at least 4 weeks before. Be<br />

realistic about these times. Buses should not have to wait more than 15 minutes for your team.<br />

8. Meet with your staff to standardize techniques, drills, system of play, etc, to ensure consistent<br />

teaching within your sport.<br />

During the Season You Must:<br />

A. Make certain that the athletes in your program are supervised at all times. Locker room<br />

supervision before and after practice and on away trips is your responsibility. Assign<br />

assistants as needed. Be the last one to leave the locker room.<br />

B. Use sound judgment and coaching practices at all times. If you see lightning, practice or<br />

contests should immediately be suspended or terminated. Seek safe shelter for everyone.<br />

C. Assist in the care and security of your equipment, practice area, and locker room.<br />

D. Schedule and organize daily practices. Practices and tryouts should be organized so that<br />

each athlete has an equal opportunity to show his/her ability. Gym space is assigned by<br />

sport; you are to assign it by level.<br />

E. Turn in the stat sheet after each contest and provide any publicity information that might<br />

be helpful. This report must be in by noon on the first day of school following the<br />

contest. (<strong>School</strong> newspaper, website and PA)<br />

F. Attend Booster Club and other meetings.<br />

G. Keep accurate team and individual records. Turn in a summary at the end of your<br />

season.


H. Keep your eligibility list accurate and up to date. If an athlete drops from your squad,<br />

make certain that the equipment is collected and the name is removed from the list. Be<br />

sure to review the eligibility for varsity awards.<br />

I. An accident report must be filled out for each injury. This report should be turned into<br />

the athletic trainer/director within 24 hrs. of the accident.<br />

At the Conclusion of the Season You Must:<br />

A. Assist in the collection of all equipment. This is your responsibility. Do not leave it for<br />

others to do. Have your athletes turn in all equipment/uniforms immediately following the<br />

final contest.<br />

B. If an athlete quits your team, be sure to collect his/her uniform/equipment immediately.<br />

Inform the athletic secretary and athletic director.<br />

C. Prepare for and conduct the awards presentation. Submit a list of award winners to the<br />

athletic secretary for preparation at least two weeks before the awards presentation.<br />

D. Turn in a summary of the season. This report should include an equipment inventory, a list<br />

of award winners, win/loss record and final standings within the league.<br />

E. Assist in the evaluation of each coach on your staff.<br />

F. Schedule end-of-year evaluation with the athletic director. Bring completed evaluations of<br />

assistant coaches to this meeting.<br />

G. Check major equipment and facilities. Make recommendations for repairs, cleaning and<br />

improvements.<br />

H. Prepare a tentative list of equipment, based on need for next year. This should include sizes<br />

and prices.<br />

I. Assist in the preparation of the schedule for the next season.<br />

Inclement Weather Athletic Policy<br />

As the winter season continues, so does the chance for inclement weather. The general policy for<br />

athletic practice and/or games is as follows:<br />

If school is cancelled, all middle school and freshman practices and/or games are cancelled<br />

for the day.<br />

Reserve/varsity level games may be held following contact with proper authorities. The<br />

decision will be administrative and will be made as close to 12 o’clock as possible. Practices will<br />

only occur at the reserve/varsity level between the hours of 2 pm to 4 pm and, may be cancelled if<br />

weather conditions deteriorate throughout the day.<br />

On early dismissal situations due to inclement weather, all middle school and freshman<br />

games and/or practices are cancelled.<br />

Reserve/varsity level games and/or practices will be decided on individual team-by-team<br />

basis. All practices are not mandatory. All athletes are advised to listen to end of day<br />

announcements for future practice/game scheduled.<br />

PURCHASING OF ATHLETIC EQUIPMENT<br />

A. At the end of each season the head coach and assistants take a complete inventory.<br />

B. Head coach and athletic director will determine what equipment will be purchased based<br />

on need.<br />

C. Equipment is school property and is never to be given to a player to keep.<br />

D. Pay-outs (purchase orders) are to be done by the athletic director before any equipment is<br />

purchased.<br />

E. Equipment such as warm-ups, game uniforms, etc. purchased by the school shall not be<br />

worn for personal use.


LOST OR DAMAGED EQUIPMENT<br />

An athlete assumes the responsibility of returning issued equipment in reasonably good condition<br />

upon request by the coach. The following procedures can be put into effect should the equipment<br />

not be returned.<br />

1. A bill from either the coach or athletic director will be presented to the student and/or<br />

parents/guardians.<br />

2. Athletes owing money or equipment may not be issued equipment in other sports until the<br />

obligation is paid.<br />

3. Their name will be placed on the obligation list in the school office. Unpaid bills could<br />

prevent the athlete from receiving a diploma.<br />

4. Athletic awards/letters earned by the athlete could be withheld until the obligation is paid.<br />

<strong>PHILO</strong> ATHLETIC DEPARTMENT UNIFORM POLICY<br />

This policy will apply to all equipment and cloth that is purchased<br />

through the<br />

athletic department for the purpose of providing team members with safe and good-looking uniforms.<br />

Equipment and cloth purchased by the athletic department becomes the property of the school district and<br />

not the individuals who wear the uniforms.<br />

Guidelines:<br />

1. Equipment should be well maintained and the uniforms should be cleaned after<br />

every game.<br />

2. Uniforms are to be worn for practice and games only! They are not to be worn in<br />

public as classroom situations such as Fitness and Physical Education.<br />

3. Uniforms are for the players, not for members of the student body.<br />

4. They should be returned to the coaches within two weeks after the last game.<br />

5. All coaches will have a uniform sign out list, of their own design.<br />

6. Athletes will be responsible for their uniforms. This also includes warm-ups, travel bags, shooting<br />

shirts, etc.<br />

7. Athletes whose uniforms are stolen, lost, or damaged due to misuse, will be required to pay for the<br />

uniform at replacement cost.<br />

8. Athletes who would like to use their uniforms for senior pictures must receive permission from the<br />

head coach and athletic director.<br />

ATHLETIC TICKET POLICIES<br />

1. Athletic admission fees are determined by the Board of Education each spring. Admission fees<br />

will be advertised at a later date.<br />

2. The following people will be issued (2) complimentary reserve seats:<br />

A. <strong>Franklin</strong> <strong>Local</strong> Board of Education Members<br />

B. Superintendent and Assistant Superintendent<br />

C. Principal and assistant principal<br />

D. Head Coach (in season)<br />

E. Ticket Manager<br />

F. Athletic Director<br />

G. Faculty Manager<br />

H. Team Doctor<br />

I. Others as a token for their assistance and service to the athletic department. A list<br />

will be Board approved.


3. Student athlete admission rules<br />

A. Varsity squad members can attend home games in his/her sport at no cost.<br />

B. Freshmen team members will be given, in their sport, a pass to be honored at the gate for<br />

the varsity home games.<br />

C. Junior high athletes must pay to attend a high school sport unless prior arrangements or<br />

special nights are created.<br />

D. When a varsity, reserve, or freshmen athlete attends another sport, he/she must pay the<br />

prevailing rate.<br />

SCOUTING<br />

All scouting assignments will come from the head coaches. If possible, a M.V.L. pass will be<br />

issued for that purpose. Mileage may be paid by a pre-determined chart. If a scout attends an event<br />

that will not accept the M.V.L. pass, we will reimburse the coach for the gate admittance.<br />

TRANSPORTATION<br />

All transportation arrangements are to be handled by the athletic director.<br />

Athletes are not to drive to an event in their vehicle.<br />

All team members must travel to and from athletic contests with the coach. <strong>School</strong> buses will be used for most<br />

trips. No athlete will be permitted to drive or ride with others unless they have written permission from the<br />

parents, and athletic director and Principal give permission. Under certain circumstances and with prior<br />

approval from the coach or athletic director, an athlete may return home with his/her parents.<br />

PRACTICE TIME AND SCHEDULE<br />

Practice time and practice schedule should be well planned. A copy of these must be kept by the<br />

head coach.<br />

The time and place of practice is to be discussed with the athletic director so that custodial people<br />

can be alerted.<br />

No athletic event or practice will be held on Sunday, unless they are state sponsored. Coaches<br />

should avoid having practice on a holiday.<br />

If school is closed due to inclement weather, sporting events below the varsity level will be<br />

canceled and practice is not to be held.<br />

SUPERVISION<br />

All school athletes must be supervised by a coach employed or approved by the <strong>Franklin</strong> <strong>Local</strong> <strong>School</strong> Board.<br />

1. A coach must be present at all games and practice sessions.<br />

2. Coaches must make every effort to prevent accidents. Negligence is invariably judged more harshly by<br />

the courts of the law than by the average coach. It can lead to liability suits that could award large<br />

sums to the injured.


3. Individuals are not to be given permission to use school facilities for activities such as shooting baskets,<br />

weightlifting, etc. Such activities may be permitted only when they are under the supervision of a<br />

coach or instructor.<br />

4. A coach is responsible for the conduct of team members in the locker room. Whenever possible, he/she<br />

should be in the locker room with them. When this is not possible, an assistant should be present.<br />

5. Coaches, who use the facilities on a Saturday or holiday, are responsible for the team leaving the<br />

building.<br />

6. When your practice has finished, you must stay until the last athlete is gone, and make sure that all<br />

doors are locked. Turn out all lights when you leave.<br />

STUDENTS SHOULD NOT BE IN THE BUILDING AT ANY TIME, UNSUPERVISED.<br />

COACHES CLINIC<br />

Head coaches are to use discretion in the selection of clinics and state tournaments they want to<br />

attend. The following are maximums and are not to be exceeded:<br />

1. Head coach per sport<br />

a. May attend 2 clinics<br />

b. No more than 2 coaches per sport will be excused from school at one time if<br />

substitutes are available<br />

c. The Board of Education will pay for substitute<br />

2. Assistant coach per sport<br />

a. May attend 1 clinic<br />

b. The Board of Education will pay for a substitute<br />

3. All requests must be handed to the athletic director as soon as possible.<br />

4. The Athletic Director will approve reimbursement for the following:<br />

A. Head Coach<br />

1. Meals ($25.00 day maximum)<br />

2. Mileage (Rate to be determined)<br />

3. Room (Rate to be determined)<br />

4. Registration<br />

Coaches must submit all receipts for reimbursement.<br />

5. If a coach resigns, his clinic privileges are no longer available.<br />

6. The Athletic Department will purchase two sets of tournament tickets for football, basketball,<br />

and wrestling coaches. The athletic director has the option to purchase same number of tickets.<br />

REIMBURSEMENTS<br />

Request for Professional Day (green sheet) can be obtained from the office, filled out completely<br />

(including estimated expenses), and then signed by the principal. The Athletic Director needs to<br />

complete a purchase order. If there is a registration form involved, please attach. The green sheet<br />

will be returned to you after being signed by the superintendent. Upon returning from your<br />

professional day, please complete your green sheet (actual expenses), sign it, attach all receipts that<br />

apply and turn it in to the Athletic Director.<br />

Coaches and the athletic director will be reimbursed a set rate per mile for business that pertains to<br />

athletic department affairs. Prior approval needs to be acquired from the athletic director.

ATHLETIC AWARD SYSTEM<br />

1. Minimum requirements for earning a Varsity letter:<br />

Baseball - 50% of innings played, Pitchers - 25% of total innings<br />

Basketball - 1/2 of total quarters<br />

Cross Country - 1/2 the meets, plus accumulate 16 pts. or score in district meet<br />

Football - 1/2 quarter<br />

Golf - 1/2 of total matches plus 8 team points<br />

Soccer - 1/2 of total halves<br />

Softball - 1/2 of total innings played, Pitchers - 25% of total innings<br />

Track - 1/2 of total plus 16 pts. (2 mile - 8 pts.) or score in <strong>District</strong> meet<br />

Volleyball - 1/2 of total<br />

Wrestling - Participate in 1/2 of total meets or win in the sectional tournament<br />

2. Seniors are awarded a letter if they participate in a sport for 3 successive years.<br />

3. Managers and trainers are awarded a letter if they manage or train for one season of<br />

4. Statisticians are awarded a letter if they keep statistics for two successive years in a varsity sport.<br />

6. Cheerleaders - One award will be awarded at the completion of the fall and winter sports season.<br />

Awards will be given at the Winter Awards Night. Cheerleaders cannot participate in a varsity<br />

sport and cheer in the same sport season.<br />

7. Special Awards - 6" plaques<br />

8. Head coach will select special awards that must be approved by the athletic director.<br />

If an athlete fails to meet the minimum participation requirements, the head coach has the right to<br />

recommend a letter. The coach and the athletic director must review the recommendation.<br />

Prior to awards night the athlete may be excused by the principal or athletic director.<br />

EVALUATION<br />

Head coaches will be evaluated by the athletic director. (See attached form.) The evaluation will<br />

be discussed with the respective coach.<br />

Each head coach who has assistants will evaluate his/her assistant. This will be discussed with the<br />

assistant. (See attached form.)

program.<br />

NOTE: Assistant director performs duties that support the director. Assigned responsibilities<br />

reassigned or altered to meet current and emerging organizational needs.<br />

Athletic Director<br />

Uses technical expertise to coach cheerleaders.<br />

Minimum · Coaching and cheerleading skills substantiated by training and/or work experience.<br />

Qualifications: · Meets all mandated health screening requirements (e.g., negative tuberculosis test, etc.).<br />

· A record free of criminal violations that would prohibit public school employment.<br />

· Embodies high ethical standards and integrity. Accepts responsibility for decisions and<br />

conduct.<br />

· Complies with drug-free workplace rules, board policies, and administrative<br />

guidelines/procedures.<br />

· Ability to establish working relationships with co-workers and function as part of a cohesive<br />

team.<br />

· Commitment to keep current with workplace innovations that enhance personal productivity.<br />

· Valid Pupil Activity Supervisor Permit.<br />

guidance, and accountability to help students benefit from program participation.<br />

Uses problem-solving techniques to tactfully address and resolve questions/concerns.<br />

· Assists as needed to facilitate community participation in school activities.<br />

· Reviews procedures and schedules before the start of the season. Consults with the<br />

athletic director to evaluate program needs. Promotes the proper use, care, and security of<br />

· Attends mandatory programs (e.g., safety clinics, etc.).<br />

· Monitors innovations, evaluates activities, and recommends program improvements.<br />

· Coordinates the development of off-season activities (e.g., summer training, clinics, etc.).<br />

· Helps parents/students understand program objectives and performance standards.<br />

Explains student responsibilities (e.g., scholastic eligibility permission forms, medical<br />

exams, activity schedules, letters, awards, participation certificates, insurance coverage,<br />

waiver forms, etc.).<br />

· Encourages student involvement in program activities. Verifies medical/scholastic eligibility.<br />

Promotes academic success as an important priority for all students.<br />

· Organizes team tryouts. Maintains the integrity of the selection process.<br />

· Organizes and supervises practice sessions. Coordinates activities with the school<br />

calendar. Gives the athletic director a copy of all student communications.<br />

· Teaches precautions/procedures to help students prevent injuries. Ensures that equipment<br />

is appropriate for participants’ physical development and skill level.<br />

· Ensures that required medical authorizations forms are on file and readily available.<br />

Documents all injuries that require treatment.


· Evaluates individual/team performance. Helps students develop/refine cheerleading<br />

routines.<br />

· Upholds the athletic conduct code. Implements effective pupil management procedures.<br />

Provides appropriate student supervision. Promotes fair play. Demonstrates respect for<br />

rules, officials, and opponents. Ensures that communications do not demean or ridicule<br />

participant performance.<br />

· Arranges transportation and accompanies cheerleaders to sanctioned program activities.<br />

· Obtains permission to be away when duties conflict with other assigned responsibilities.<br />

· Facilitates participation in cheerleading competitions.<br />

· Participates in athletic recognition programs. Verifies that participants have fulfilled all<br />

requirements for letters, awards, and/or participation certificates.<br />

· Takes precautions to ensure safety. Watches for conduct/situations that may indicate a<br />

problem. Works with supervisors to manage or eliminate risk factors.<br />

CHEERLEADING ADVISOR<br />

· Supervises approved fund raising projects. Works with the athletic director to ensure that all<br />

financial activities are processed through the proper student activity account.<br />

· Supervises the collection, verification, and data entry/recording of program information as<br />

directed.<br />

· Participates in staff meetings, conferences, and other required school activities.<br />

· Prepares/maintains accurate records. Submits required paperwork on time.<br />

· Maintains the confidentiality of privileged information.<br />

· Reports suspected child abuse and/or neglect to civil authorities as required by law.<br />

· Pursues growth opportunities that enhance professional performance and advance district<br />
