Overview<br />

The project proceeds with its activities under five themes while the <strong>IDP</strong> numbers in<br />

Vavuniya is increasing. As a result of escalation of bombs and shelling in Wanni<br />

people have started to move to Vavuniya. 335 people of 138 families are displaced<br />

from war thrown areas and currently lodged in Menikfarm Welfare Center.<br />

With the heavy rain and cyclone continued for three days in Jaffna 3, 21,138 people<br />

of 95,000 families were displaced temporarily. They were lodged in schools, libraries,<br />

common halls, temples and church buildings. Unfortunately certain WFC were<br />

affected by the sudden natural disaster and poor <strong>IDP</strong>s lost their current shelter as well.<br />

Poonani Bridge was damaged and the people were unable to move to any other area.<br />

However the government and NGOs came to rescue and provide humanitarian<br />

assistance for the victims. They were provided with needy items including cooked and<br />

non-cooked meals, and water. The bridge is currently mended by the Army and it can<br />

be used. Remaining displaced persons are assisted by local and foreign NGOs at the<br />

moment.<br />

The project has received 55 complaints and has disposed 117 out of which 95 are of<br />

previous year. Further 09 monitoring visits were conducted. 276 poor <strong>IDP</strong> families<br />

were given livelihood assistance together with State Service Providing Institutions in<br />

the hope of eradicating poverty and bringing them a hopeful tomorrow.<br />

A Fact Finding Mission to Vavuniya <strong>IDP</strong> location brought immediate results that 05<br />

poor <strong>IDP</strong> families of Thalikulam Open WFC were provided with 50 chicks each with<br />

25kg of food, 3000rs, Water Bowl per family. The project together with the ADS-<br />

Vavuniya and CHA supported above mentioned poultry farming and the 05 families<br />

included 03 women headed families, 01 family whose husband is disappeared and 01<br />

family whose husband is killed by unknown persons.<br />

The study on Right to Health was completed and the study on Sri Lanka Foreign<br />

Employment Bureau was done. The report of the later is been sent to the Ministry of<br />

Foreign Employment Promotion and Welfare.<br />

3 Birth Certificates were issued and 2 consultations were done on obtaining NIC<br />

during the month of <strong>November</strong>. Further Reconciliation at Karukamunai village at<br />

Eachchilampattu AGA Division was undertaken with interviewing 55 families on this<br />

regard.<br />

1 Protection<br />

1.1 Visits<br />

1.1.1 Anuradhapura<br />

Joint Visit to Nachchaduwa Relocation Village<br />

As to a visit held in a previous month a joint visit was conducted with Chairman and<br />

Technical Officer of Thirappane Pradeshiya Saba. At the previous visit, it was<br />

identified that the road network in the area is damaged. They have sanitation problems<br />

and the street lamps in the area are not sufficient enough. The gravel roads of the<br />

village are constructing by Thirappane Pradeshiya Saba as result of the project’s<br />

intervention. To erect more street lamps in the area, the Chairmen of the Pradeshiya<br />

Saba requested the project to get the permission from CEB and the project agreed to<br />

discuss the matter with the General Manager. The project drew the attention of the<br />

Chairmen of Pradeshiya Saba regarding the sanitation issues. It was mentioned that<br />

the Pradeshiya Saba unable to provide toilets but it was agreed to look forward to<br />

maintain the environment cleanliness. Observing the damaged tube well Pradeshiya<br />

Saba agreed to mend it immediately.<br />

1.1.2 Batticaloa<br />

Visit to Kirimuddo Welfare Center<br />

Displaced from Muttur East, Kadadkaichchenai, Senaiur and Santhoshapuram, 312<br />

people of 78 families are living 80 temporary shelters in Kirimuddi Welfare Center in<br />

Kiran longing to return to their original places. These people are provided with dry<br />

ration by MPCS for 15 days. NRC and ZOA accordingly provide kerosene oil and<br />

vegetable. 8 wells, 4 tube wells and 8 taps in the WFC provide them water for daily<br />

use. The drinking water provided by Sewa Lanka and IOM quench their thirst. The<br />

children of the Pre-School conducted by ESCO are provided with grams. PHI and the<br />

midwife visit thrice a month. As the camp management requested to arrange health<br />

services the project had a discussion with ICRC in this regard. There are 36 toilets out<br />

of which 4 are overflowing. The camp management has informed the issue to<br />

Pradeshiya Saba.<br />

1.1.3 Jaffna<br />

Visit to Kalvilan Resettlement Area<br />

82 families of 320 members displaced from Kalvilan Chulipulam to Vanni in 1990<br />

were resettled in 2002. There are 70 shelters and 40 of them are temporary shelters.<br />

The project observed that these temporary shelters are damaged. Only 500L water<br />

tank filled by Pradeshiya Saba thrice per week provide drinking water. There are nine<br />

wells that are used for other sanitation purposes. 15 toilets out of the 22 cannot be<br />

used as they are not properly covered. PHI and Midwife visit the area every week. 12<br />

school drop outs due to poverty were reported to the project. While 77 families are<br />

given Samurdhi dry ration 05 families receive dry ration. Most of them are working<br />

as labours however there is a 10% unemployment rate. The villagers complained the<br />

project that they face immense difficulties in selling their coir ropes constructed in the<br />

small factory they have due on the fact that there is no proper road to transport the<br />

products. The project requested Municipal Council to build a road and DS was<br />

informed on covering the toilets. As the garbage is not properly collected by the<br />

Pradeshiya Saba the project informed them to remove garbage immediately.<br />

Visit to Panaveddi Welfare Center<br />

35 families of 155 members from Ponallai in 1990 reside in this WFC where there are<br />

34 shelters. Out of them 3 are damaged and need repair. There are 11 latrines and 06<br />

of them are not in use as to the bad condition. Further the <strong>IDP</strong>s are requesting a hand<br />

pump near the WFC so that they do not have to carry water for a long distance. One<br />

drinking well and 1000L water tank that is filled by Pradeshiya Saba thrice a week are<br />

used for drinking purposes. Until now water is filled free of charge and Pradeshiya<br />

Saba is requesting 30rs per family in order to fill the tank. As the <strong>IDP</strong>s have refused to<br />

pay the amount currently the tank is not filled by the Pradeshiya Saba. It is reported of<br />

one school drop out in the WFC.<br />

One school drop out is reported and the project informed the issue to the Child Rights<br />

Protection Officer to take necessary action in re-entering the child to school. PHI and<br />

Midwife pays visit once a week and the low weight infants are provided with<br />

nutritious food. Their primary occupation is fishing and they face difficulties as<br />

fishing period is restrained. Project informed relevant authorities to take action<br />

regarding the identified issues.<br />

1.1.4 Puttalam<br />

Visit to Sadamiyapuram Relocation Village<br />

1150 people of 282 families displaced from Jaffna Moor Street due to escalation of<br />

violence in 1990 are living in the RLV. 70 families<br />

are living in permanent houses, 152 in temporary<br />

houses yet 15; mostly newly married couples, are<br />

living with other families as they do not have a<br />

house of their own. The project observed that all the<br />

families except 35 newly married families are been<br />

selected for the Infrastructure and Housing<br />

Development Project comes under Resettlement<br />

Ministry which funded by World Bank. The dry<br />

ration is provided by World Food Program and<br />

complains were received against MPCS regarding<br />

quantity and high price.<br />

A damaged house<br />

There are dug wells, 10 tube wells and 4 common wells in the RLV. Yet the water in<br />

the dug well is not suitable for usage. It was informed that relatives of 10 abducted<br />

persons when they were moving to Puttalam are requesting Death Certificates. It was<br />

observed that the RLV faces difficulties related to health and sanitation. People face<br />

difficulties in dumping garbage as Pradeshiya Saba do not collect them regularly.<br />

Further water stagnates during the rainy season. Twelve families do not have toilets.<br />

Moreover PHI has never visited the RLV.<br />

Visit to New Eluwankulama, Ralmaduwa and Old Eluwankulam Areas<br />

A joint visit was made with UNHCR to above mentioned area whom have displace<br />

several times in 1993, 1995, 1997 and 2003. There are 148 families out of which 21<br />

are <strong>IDP</strong> families in New Eluwankulam GN Division and 115 permanent shelters, 38<br />

semi permanent shelters and 48 temporary shelters that accommodate them. 63 Host<br />

community families receive dry rations provided by Samurdhi and 41 <strong>IDP</strong> families<br />

receive dry ration from WFP. There are 48 males and 38 females unemployed. 32<br />

people do not have NIC. Further 57 families do not have toilets and 42 are semi<br />

permanent.<br />

Temporary Shelter<br />

127 HC families and 81 <strong>IDP</strong> families are living in<br />

Ralmaduwa GN Division. 105 permanent houses, 71<br />

semi permanent houses and 29 permanent houses shelter<br />

them. There are only 02 dug wells that can be used for<br />

drinking water, yet there are 16 other dug wells and 03<br />

tube wells in the area. While 80 H families receive dry<br />

ration from Samurdhi all 81 <strong>IDP</strong> families receive dry<br />

ration from WFP.<br />

169 permanent shelters, 17 semi permanent shelters and<br />

11 temporary shelters of Old Eluwankulam GN Division<br />

provide shelter for 16 HC families and 81 <strong>IDP</strong> families.<br />

There are 03 common wells and 55 families have wells of their own. 40 families do<br />

not have toilets of those who have toilets 33 are semi permanent. The people of this<br />

area have minimum access to needed facilities. The road network is poor besides they<br />

have to come to New Eluwankulam or Ralmaduwa to get a bus or to post a letter.<br />

1.1.5 Trincomale<br />

Visit to Hindu Cultural Welfare Center<br />

Out of the 17331 families displaced from Muttur in August 2006 due to Mavilaru<br />

conflict, there are 52 families still living in this WFC. The <strong>IDP</strong>s requested the project<br />

to help in obtaining a new water pump as the existing one is broken. They further<br />

informed that providing quantity of dry ration at present is not sufficient especially<br />

sugar. The Hindu Cultural building does not have enough space for all the families<br />

thus some are living in temporary sheds. But they face difficulties as the ground gets<br />

wet during the rainy season and also due to the smoke that surrounds the huts when<br />

cooking.<br />

Provided mats pillows and mosquito nets at the displacement are now damaged and<br />

unusable. The camp Officer has requested Sarvodaya and OFFEER to assist them in<br />

this matter. 50 school children who do not attend school regularly need counseling.<br />

Visit to Kumburupitiys Resettlement Village<br />

47 families lived in Nilaweli WFC were resettled in Kumburupitiya RSV in January<br />

2008. At the visit it was observed that although there is electricity facility in the area,<br />

people cannot obtain it as they have to pay an initial payment. Since their major<br />

source of income; fishing, is restrained the majority is not in a position to pay the<br />

sum. A 500L water tank provides water and a bowser fills the tank every day except<br />

Sundays. Moreover water in this single tank is not adequate. Although GA has<br />

promised to provide three tanks two more are to be provided. The toilet pits are not<br />

properly constructed thus they are not in usable condition.<br />

An incident was reported to the project that a pregnant mother was refused to be<br />

admitted to the Nilavely Rural Hospital in the night and she is been taken to the<br />

Trincomale Hospital by a three-wheeler. It is to be noted that an ambulance has to be<br />

kept in the hospital especially in the night.<br />

1.1.6 Vavuniya<br />

Visit to Thalikulam Welfare Center<br />

The project made a joint visit with representatives from ADS and CHA prior to a<br />

discussion held with them after the FFM held in the previous months. The project<br />

identified needed livelihood assistance of those people. Most of them are poverty<br />

stricken and depends on dry ration provided by the government. As per a discussion<br />

held earlier with ADS it was informed that already CHA is ready to help 05 families<br />

in ameliorating their living condition. Thus at the visit it was clearly observed by the<br />

representatives the pathetic condition of the <strong>IDP</strong>s and it was decided to include<br />

several activities to assist the <strong>IDP</strong>s in Thalikulam in advancing their present living<br />

condition.<br />

1.2 Fact Finding Mission<br />

Batticaloa region shared its FFM report with the members of RMCM and the issues<br />

identified were presented in order to provide remedies and redresses.<br />

17 <strong>IDP</strong> families in Sinnapullumalia were unable to obtain shelters provided by<br />

UNHCR as they do not have a land of their own. After lobbying the issues to relevant<br />

authorities it was informed at the RMCM that DS of Chenkalady agreed to give a<br />

temporary land permit so that UNHCR can provide shelter. In finding solution for the<br />

lack of adequate water, representative of ACLG explained that initial steps can be<br />

taken to erect tube wells at Thumpalancholai, Sinnapullumalai, Kithul and,<br />

Karadiyanaru East and West as to the agreement with UNICEF. Further actions are<br />

taken to establish Children and Women desks. RPDHS agreed to provide needed<br />

equipments to the hospital and Samurdhi Authority informed that those who do not<br />

have Samurdhi Beneficiary Cards can join the society and be eligible to obtain loans.<br />

School furniture is not been received from the Ministry of Education yet. Moreover,<br />

CBSM agreed to arrange English training together with DMHR if ZDE can provide<br />

graduate teachers. Hence, it was agreed to select 30 teachers in this regard. Care<br />

International has agreed to provide bicycles for needy children thus transport<br />

difficulties of the students can be solved to certain extend.<br />

Puttalam too lobbied the identified issues to relevant stakeholders.<br />

A FFM was conducted in Vavuniya Kalwapuram Eswaripuram RLVs and RSVs,<br />

Thalikulam Open WFC and Manikfarm RLV Unit 04 and 05. There are 298 families<br />

in Kalmadu Eswaripuram, 164 in Thalikulam and 566 in Menikfarm. The <strong>IDP</strong>s in<br />

these RLVs, RSVs and WFC are facing common difficulties as they have poor access<br />

to medical services, lack of drinking water, late issue of dry ration, and high rate of<br />

school dropouts. They have limited access to livelihood opportunities thus they live<br />

under poverty. The Sheltering facilities are very poor and further complaints received<br />

on lack of documentation. The issues were informed to relevant authorities.<br />

Moreover, 05 poor families of Manikfarm RLV received immediate response for their<br />

livelihood problems. The project together with ADS and CHA organization provided<br />

50 chicken, 3000Rs, 25KG Feed (Mash), Water Bowl per family.<br />

1.3 Complaints<br />

The project has received 55 complaints during the month and it has disposed 117 out<br />

of which 95 were those of pending from previous years.<br />

The region has received three complaints including one complaint related to dry<br />

ration. It has disposed 84 complaints out of which 83 complaints were from the<br />

complaints pending in the previous years.<br />

Batticaloa<br />

Batticaloa has received four complaints and has disposed 02 that are from 2008. Out<br />

of the four received complaints 01 is about disappearance and the rest are of<br />

discrimination. The project received a complaint mentioning that the Driver of MPCS<br />

is disappeared. A mother who has not returned to her own places at the time of<br />

resettlement complained that although now she is willing to return she is not approved<br />

for dry ration by the DS.<br />

Jaffna<br />

Jaffna region has received 03 complaints and has disposed 02 complaints including<br />

one received in a previous year.<br />

Puttalam<br />

Puttalam region has received highest number of complaints, namely 23. There 20<br />

complaints against equal protection before law, 02 regarding illegal arrest and one<br />

regarding abduction. The region has disposed 07 complaints received in this year<br />

together with 03 received in previous years. 109 displaced families currently lodged<br />

in Udappu, Andimunai and Selvapuram made a complaint that they were not been<br />

selected as beneficiaries of the housing project funded by World Bank.<br />

Trincomale<br />

08 complaints were received out of which 06 are of illegal arrest. 13 persons arrived<br />

from Mullathiuv to Trincomale were arrested by Sri Lankan Navy and handed over to<br />

the Police. The region disposed 6 complaints that are of the same year.<br />

Vavuniya<br />

Vavuniya has received 12 complaints. The region has disposed 11 complains i.e. 08<br />

received in 2007 and 05 received in 2008. Vavuniya conducted a special case visit<br />

related to a complaint receive from OFFER Ceylon local NGO. Mr. Rajinikumar from<br />

India has posted the complaint to the above mentioned NGO that his 18 year old sister<br />

is kept as a servant in a house and tortured. The complainer requested to rescue his<br />

sister from the place and send her to India. With the Department of Probation, the<br />

project made a visit to the house to inquire the situation.<br />

2 Coordination<br />

2.1 Meetings<br />

The regional office in Batticaloa participated to a special meeting held with the<br />

representative of Directorate of Integration and Diversity of Norway. It was mainly to<br />

discuss the issues related to gender based violence. The project informed that GBV<br />

cases are normally not reported to the project nevertheless such cases are observed at<br />

the visits. Especially underage marriages are observed.<br />

2.1.1 UNHCR<br />

Batticaloa<br />

The project shared its activities with the UNHCR and explained the actions taken to<br />

monitor protection for <strong>IDP</strong>s. A case referred against not providing dry ration for an<br />

<strong>IDP</strong> family at Munmunnai North was discussed. Health related grievances observed at<br />

the visit to Kirimutti WFC and impacts gained after presenting the issues identified at<br />

FFM to RMCM members were informed.<br />

Vavuniya<br />

The meeting was held to discuss the monthly performance of the project. The project<br />

informed about issuing and assisting in providing personal documents. It was<br />

informed that the <strong>IDP</strong>s in the region are increasing that recently 04 families consisting<br />

14 members landed seeking protection from government. The project discussed<br />

monitoring visits conducted in the month. The issues were identified and actions were<br />

taken to provide remedies for the grievances.<br />

2.1.2 CHA<br />

The meeting held in Puttalam discussed the humanitarian issues identified at each<br />

member of the committee. Each member organization presented their findings and<br />

discussed the possible redresses. The project presented the issue of school drop outs in<br />

the district. It was agreed to discuss the matter at DCDC with responsible officers.<br />

2.1.3 DCDC<br />

The meeting was held in Trincomale and issues related to child abuse and redresses to<br />

be provided were discussed. It was brought to notice that there is only one Child Right<br />

Center in Ambepussa and that a center ought to be opened in Trincomale as soon as<br />

possible. After a care taker of Anbu Illam found guilty for child abuse case now there<br />

is only one caretaker which is not sufficient. Thus it was agreed to appoint at least<br />

four caretakers. It was further decided to get the assistance of three offices of Health<br />

Medical Unit in conducting visits. The committee concluded that actions should be<br />

taken to prevent early child marriages and recruiting for armed conflicts.<br />

2.1.4 CBSM<br />

The meeting was held in Batticaloa and the major concern was given to the struggle<br />

between men and elephants. Due to the frequent damages cause by elephants the<br />

property is destroyed and returnees are reluctant to come. The restriction in Fishing<br />

found at FFM to Karadiyanaru was explained at the meeting. Further concern was<br />

given to the fact that there is no women police officer in Karadiyanaru Police Station.<br />

The project informed the UNHCR about the programs organized for ex-combatants.<br />

The issue of child abuses and early marriages were raised and it was informed that<br />

DCPU is monitoring the issues. It was decided to establish village level committees<br />

with the assistance of DS so that the issues in the village can be brought out<br />

effectively to district level.<br />

2.2 Coordination of Probation Officers<br />

A meeting was conducted in Trincomale with the Probation Officers to discuss the<br />

problems related to children. It was reported of early marriages and school drop outs<br />

in the district. Thus it was decided to have awareness programs to ameliorate the<br />

situation. Lot of children in Children homes face difficulties in health and hygiene<br />

conditions. Probation Officers have established a Voluntary Home Mentoring Team<br />

to monitor the situation. The participants discussed that the payments given for<br />

tsunami affected children is not received by certain children due on the fact that they<br />

live with persons who are economically eligible. Yet according to the rules and<br />

regulations, those children too are entitled to gain it. Finally it was decided to have<br />

combined visits with the probation officers to monitor the situation of children.<br />

2.3 Mediation Boards<br />

6 Mediators were selected from the re interviews to the Seruvila Mediation Boards<br />

area in Trincomale since 9 mediators selected previously are inadequate to establish<br />

the board. Two training programs were held in Anuradhapura for 105 mediators in 23<br />

Mediation Board. 50 participants were present for the first Training Program and 55<br />

mediators participated for the second one. 05 mediators were selected from each<br />

Mediation Board.<br />

2.4 Remedial Institutions Coordination<br />

2.4.1 Remedial Institutions Awareness Programs<br />

Awareness programs were held in Anuradhapura,<br />

Batticaloa and Puttalam in order to promote several<br />

Remedial Institutions. The participants for<br />

Anuradhapura program were 93 Army Soldiers at<br />

Sunatha Transit Camp and they were made aware of Sri<br />

Lanka Department of Police. A program for 67 (16M +<br />

51F) villages of Eravur DS division of Batticaloa was<br />

conducted on available remedial institutions of the<br />

district. Representatives from National Child Protection<br />

Authority and Department of Social Service participated and promoted their services.<br />

Another awareness raising program on Remedial Institutions was conducted for 22<br />

male <strong>IDP</strong>s in Arafanagar RLV, Norochchole to promote Labour Department and<br />

Human Rights Commission with the participation of Labour Commission. Remedial<br />

Institutions Coordination Meetings were held in three regions, namely Batticaloa,<br />

Puttalam and Vavuniya.<br />

Batticaloa<br />

5 th RMCM Meeting was held on 6 th <strong>November</strong> and the project shares FFM report with<br />

the RMCM members. The issues related to health, water and sanitation, livelihood,<br />

and education. As people living near Karadiyanaru hospital do not prefer to relocate<br />

until they get adequate place for shelter, DRRO promises to provide temporary land<br />

permit so that UNHCR can build houses. Shortage of drinking water, providing<br />

Samurdi benefits to <strong>IDP</strong>s in Karadiyanaru, lack of educational facilities; furniture,<br />

teachers… etc. were presented to relevant authorities to get solutions. It was agreed to<br />

establish women and children desk in Karaduyanaru Police Station.<br />

Puttalam<br />

4 th RMCM meeting was held on 28 th <strong>November</strong>. It was commenced with discussing<br />

the complaints received. MOH explained that he has already attended to the health<br />

issue of Al Quassim RLV as to the information of the project and the pregnant<br />

mothers are receiving health services now. The project drew the attention of the<br />

participants to the problem occur at late issuance of dry ration. The issue of school<br />

drop outs was presented and the project requested the camp officers to provide details<br />

of school drop outs.<br />

Vavuniya<br />

The project presented the findings of FFM at the 3 rd RMCM meeting held on 11 th<br />

<strong>November</strong>. One of the prominent issues; health problems were discussed at the<br />

meeting. Kalmadu <strong>IDP</strong>s do not have a medical center. 164 families in Thalikulam<br />

Open Welfare Center do not have drinking water and toilets. After explaining the<br />

situation representative of ACLG promised to take immediate actions in this regard.<br />

In addition the meeting has drawn its attention to transport problems, personal<br />

documents, child protection and security issues.<br />

2.5 NGO Coordination<br />

A program that is to lobby the common issues of <strong>IDP</strong>s identified throughout the year<br />

was conducted in Anuradhapura for NGOs with the participation of 16 (14M + 2F).<br />

The benefits gained through several NGO programs had with the project were<br />

discussed. A CPN meeting was held in Puttalam and the issue of school drop outs was<br />

discussed Also a discussion was held with Regional Director and Program Officer of<br />

Peace Secretariat of Muslims in Puttalam regarding Voting rights of the <strong>IDP</strong>s and to<br />

collect details on those who have deprived of voting rights.<br />

NGO coordination meeting was held in Trincomale with the participation of 12 NGO<br />

representatives. Two Remedial Institutions; Consumer Affairs Authority and<br />

Department of Health Service were introduced to them. As a result of the meeting<br />

NRC agreed to provide copy of BCs, DCs and MCs to those who lack PDs in<br />

Karukamunai. It was agreed to hold a marriage festival in the area at the beginning of<br />

2009 for those who have not registered their marriage. Further, VOVCOD would fund<br />

for the handicraft training of Palmyrah Board to be conducted in Muttur,<br />

Eachchilamppattu, and Karukamunai.<br />

Government Officers and Officers from NGOs were aware on identified water and<br />

sanitation issues of <strong>IDP</strong> locations in Vavuniya at a meeting. 19 both GO and NGO<br />

officers participated.<br />

2.6 Service Providing Institutions<br />

The project, in coordinating State Service Providing Institutions has succeeded not<br />

only in making the public aware of them but also in assisting them to upgrade the<br />

livelihood of <strong>IDP</strong>s. As per discussions held with relevant stakeholders during the last<br />

month project was able to help some <strong>IDP</strong> families in the regions providing livelihood<br />

support. Four families in Pubudugama RLV of Nochchiyagama DS Division were<br />

provided with 160 cashew plants and 40kg fertilizer. 78 coconut plats i.e. 3 plants per<br />

family were given for 26 <strong>IDP</strong> families in Morakewa RLV with the assistance of<br />

Coconut Cultivation Board. In addition 113 families in gravel Kanda, 34 families in<br />

Vessavela, and 20 families in Kanugahawewa were given 835 Teak plants and 835<br />

Mahogani plants (5 Teak + 5 Mahogani per family) with the assistance of Department<br />

of Forestry.<br />

A discussion was held with the District Coordinator of Palmyra Board of Trincomale<br />

and it was requested to commence a training center in Muttur. Furthering services of<br />

Palmyra Board 15000 Palmyra seed were distributed among <strong>IDP</strong> families in 6 GN<br />

divisions in Eachchilampattu and Muttur. 14 <strong>IDP</strong> youths from Thalikulam were<br />

selected for the Vocational Training in Motor Mechanics and Sewing which are<br />

conducting in VTA Regional Center in Vavuniya. Also 05 poor <strong>IDP</strong> families were<br />

provided with 50 chicks along with 3000rs per family to erect needed cages<br />

collaborated with CHA and Human Resource Development Officer of GA Office.<br />

Awareness Raising Programs were held in the regions in order to make the pubic<br />

aware of the services and opportunities available at State Service Providing<br />

Institutions. A program to promote the services of Department of Fisheries was held<br />

at Vakarai with the participation of 16 (13M + 03F). Jaffna region conducted a<br />

program for 31 villages (03M + 28F) in Senthankulam WFC of Point Pedro and<br />

introduces the services and available opportunities at Palmyra Board. Besides the<br />

services of Palmyra Board was introduced among the <strong>IDP</strong>s and the community who<br />

work for <strong>IDP</strong>s in Muttur and Eachchilampattu. They were informed about the<br />

proposed training program on handicrafts that to be held in 2009.<br />

3 Training<br />

3.1 HRD Training<br />

The 8 th and 9 th sessions of HRD Training were scheduled for this month. All the<br />

regions conducted two programs each except Puttalam and Vavuniya. Vavuniya<br />

conducted the postponed 06 th session on 04 th of <strong>November</strong>. It was to discuss Remedial<br />

Institutions. Powers and functions of selected Remedial Institutions, their<br />

organizational structure and complain procedures were presented to 49 participants.<br />

They were empowered on Local Government, MPCS, and Assistant Commissioner of<br />

Labour and Sri Lanka Bureau of Foreign Employment.<br />

The 8 th session was allocated to discuss Disaster<br />

Management and Camp Management. The participants were<br />

given knowledge on disaster categories, pre disaster and<br />

Disaster Management Center, Post disaster, Site and shelter<br />

planning and Water and Sanitation. The program drew the<br />

attention of the participants on importance of coordination<br />

and implementation of the above in field level. The<br />

following table shows the participants of each region for the<br />

8 th session of the program.<br />

The session empowered the HRDs on First Aid. The participants were taught basic<br />

first aids and also a practical demonstration was given. They were educated on the<br />

emergency situations, accidents and the situations where they will have to provide<br />

Firs Aid. The need and methods of giving proper First Aid were explained clearly.<br />

The participants were engaged in their assignments for the past sessions and they<br />

were discussed at these programs. The HRDs presented their experiences and issues<br />

identified in working at the fields.<br />

3.2 NGO Training<br />

Batticaloa held a NGO Training Program for 23 (14-Male 09-Female) NGO Staff on<br />

“Rights Based Disaster Response”. The participants were empowered on Human<br />

Rights and International and Domestic Laws. They were informed of the situation of<br />

<strong>IDP</strong>s and encouraged to develop a network with the project to work for <strong>IDP</strong>s and<br />

Returnees.<br />

3.3 Government Training<br />

A program was conducted for Camp Officers on <strong>IDP</strong>s Protection and State service<br />

providers in Thillaiyadi in Puttalam to which 47 Camp Officers attended. They were<br />

educated on <strong>IDP</strong>s, Protection and their role and responsibilities in protecting <strong>IDP</strong>s.<br />

They were made aware of the project and its role in protecting <strong>IDP</strong>s. The problems<br />

and difficulties faced by the participants in fulfilling their duties were informed to the<br />

project at the program.<br />

Two programs were conducted for MPCS GMs, Chairmen, Inspectors and Branch<br />

Managers. 32 each participated for the two programs. Apart from discussing Human<br />

Rights and Fundamental Rights they were primarily educated on the mandate<br />

objective and expected services of MPCS. The frequent issues reported in issuing dry<br />

ration were discussed with the participants<br />

3.4 HRC Training<br />

31 staff members (18M + 13F) of HRC and the project were trained on Right Based<br />

Disaster Response at a three day workshop. The major objective was to provide<br />

qualitative protection for disaster victims through capacitating HRC and project staff<br />

with related norms, standards, laws and regulation.<br />

4 Advocacy<br />

4.1 Village Promotional Program<br />

A coordination meeting was held with the participation of both government and non<br />

government organizations at divisional secretariat of Nochchiyagama with the<br />

participation of 15 officers and agreed to complete several development project and<br />

humanitarian assistance before end of the 2008<br />

Further, human rights promotional program was conducted at Eachchilampattru AGA<br />

conference hall in Trincomale for those who work in Karukamunai village. There<br />

were 11 Participants; AGA, ADR, GN of Karukamuanai, Samurdhi officers of<br />

Karukamunai, SEDOT officers, HRDs.<br />

Puttalam continued its Student Awareness Program on Human Rights. 05 programs<br />

were conducted this month for 47 male students and 120 female students. They were<br />

empowered on Refugees & <strong>IDP</strong>s Rights, UN mechanism on protection of <strong>IDP</strong>s<br />

Rights, Team Building & Leadership, and Research Methods.<br />

5 Studies<br />

The draft of the study on the Protection of Extremely Vulnerable Groups has been<br />

done. The study on Right to Health is completed and steps have been taken to initiate<br />

the discussions with the stakeholders at the national level to find solutions to the<br />

identified issues.<br />
