In 2006, 6.8% of all trips to work in <strong>Canberra</strong><br />

were via public transport. The <strong>ACT</strong> <strong>Government</strong>’s<br />

new <strong>Transport</strong> <strong>for</strong> <strong>Canberra</strong> Action Plan (TCAP)<br />

sets targets of 9 % of all commuter trips by public<br />

transport in 2011 and 16 % by 2026.<br />

The TCAP includes changes to public transport,<br />

walk, cycle and parking strategies to achieve<br />

these targets.<br />

New and improved bus services have been<br />

introduced, such as the Red Rapid service<br />

which departs every 15 minutes on weekdays<br />

from Gungahlin through City and on to South<br />

to improve the accessibility of services <strong>for</strong><br />

The intention is to make it easier to come to work in the<br />

Parliamentary Zone without your car, ensuring you can<br />

move easily between Commonwealth buildings and on<br />

to the ANU, Civic, Kingston and Manuka.<br />

While there are many bus stops in the Parliamentary<br />

Zone, Barton station is a crucial focal point <strong>for</strong> all of<br />

these services. Many commuter trips begin and end<br />

here, and some possibly need to interchange here.<br />

Creating a functional, safe and com<strong>for</strong>table bus station<br />

at Barton is an important way to improve public<br />

transport in <strong>Canberra</strong>’s South.

This project involves investigating <strong>options</strong><br />

<strong>for</strong> public transport improvements along the<br />

<strong>Canberra</strong> Avenue Corridor. This area includes:<br />

• <strong>Canberra</strong> Avenue from HMAS Harman to<br />

Hume Circle<br />

• Wentworth Avenue from Hume Circle to<br />

Brisbane Avenue<br />

• Brisbane Avenue from Wentworth Avenue to<br />

the Barton Bus Station at National Circuit.<br />

What are the objectives<br />

Intended outcomes of this study will include bus<br />

priority measures to:<br />

• improve bus running time reliability in order to<br />

reduce passenger travel times and bus operating<br />

costs<br />

• decrease bus travel time in the section/corridor<br />

relative to the private car<br />

• increase access to public transport, influence land<br />

use developments in the section and make travel<br />

easier in the area<br />

• increase the visibility, public awareness and overall<br />

attractiveness of bus transport as a mode of travel.<br />

Medium Term Plan<br />

Input from the community, along with technical<br />

studies, were used to develop a number of<br />

medium term bus priority <strong>options</strong> <strong>for</strong> <strong>Canberra</strong><br />

Ave. Further investigation has narrowed down<br />

the identification of a proposed medium term<br />

option <strong>for</strong> public comment.<br />

For the long term, additional <strong>options</strong> such as<br />

light rail can be considered to build on the bus<br />

priority measures.<br />

The study area has been segmented into four<br />

sections based on traffic conditions, surrounding<br />

land use and the density of the road network.<br />

Separation of the study area into four sections<br />

provides an opportunity to consider a range of<br />

tailor made medium term bus priority measures.<br />

On a section by section basis, the proposed<br />

medium term option may be described as follows:<br />

Section 2 – <strong>Canberra</strong> Avenue from Hindmarsh<br />

Drive/Newcastle Street to Hume Circle<br />

• Kerbside bus lane from Hindmarsh Drive/Newcastle<br />

Street to Hume Circle<br />

• New major bus stop on <strong>Canberra</strong> Avenue near the<br />

<strong>Canberra</strong> Eye Hospital<br />

• Pedestrian crossing across <strong>Canberra</strong> Avenue near the<br />

<strong>Canberra</strong> Eye Hospital (Amtech Estate)<br />

• Widening of the bridges west of Monaro Highway to<br />

accommodate the bus lanes (both ways)<br />

• Bus priority at signal intersections along the section<br />

• Kerbside bus lane from Hume Circle to Brisbane<br />

Avenue<br />

• Bus priority at signal intersections along the section<br />

Section 4 – Brisbane Avenue from<br />

Wentworth Avenue to the Barton Bus<br />

Station at National Circuit<br />

• Bus priority at the Wentworth Avenue and National<br />

Circuit intersections to reduce the potential <strong>for</strong> bus<br />

queuing and to provide ready access to the nearby<br />

<strong>Transport</strong> <strong>for</strong> <strong>Canberra</strong><br />

Short Term Plan<br />

Budget has already been allocated to implement<br />

part of the proposed bus priority measures in the<br />

short term. From the analysis of current and short<br />

term conditions, it was found that the network<br />

will benefit most if the following are applied in<br />

Section 2:<br />

• Modifications of intersections (including bus<br />

priority at signals) along <strong>Canberra</strong> Avenue<br />

These proposed short term measures will be<br />

constructed initially with the remaining works<br />

added progressively until all long term measures are<br />

implemented.<br />

• Kerbside bus lane on <strong>Canberra</strong> Avenue from<br />

Hindmarsh Drive to Hume Circle (City-bound<br />

direction only)<br />

• New major bus stop on <strong>Canberra</strong> Avenue near<br />

the <strong>Canberra</strong> Eye Hospital (Amtech Estate)<br />

• Construction of either a pedestrian crossing<br />

with signals across <strong>Canberra</strong> Avenue near<br />

Geelong Street OR signals at the intersection<br />

of Geelong Street and <strong>Canberra</strong> Avenue<br />

• New footpaths around the new bus stop near<br />

the <strong>Canberra</strong> Eye Hospital and pedestrian<br />

crossing facilities across <strong>Canberra</strong> Avenue<br />

• Widening of the City-bound bridge on<br />

<strong>Canberra</strong> Avenue west of Monaro Highway

A review of available and suitable sites <strong>for</strong> the<br />

Barton Bus Station has been undertaken.<br />

The proposed site <strong>for</strong> the bus station is on<br />

National Circuit located between Kings and<br />

Brisbane Avenues (indicated on the map). There<br />

are a number of benefits with this site including:<br />

• buses from Russell to Kingston can service it<br />

efficiently without deviation<br />

• at this location the footpaths are wide<br />

allowing the creation of high amenity stops<br />

with appropriate facilities<br />

• traffic volumes are relatively low, promoting safe<br />

and efficient pedestrian crossing of the road<br />

• the location also provides a high degree of<br />

visibility<br />

• pedestrian connections are considered well<br />

placed<br />

Details of the site locality, including the implications of<br />

development currently underway at 2 and 4 National<br />

Circuit, have been collected and used to develop a<br />

number of <strong>options</strong> <strong>for</strong> operational layouts.<br />

The key elements of the station work are:<br />

• upgrade existing northbound stop at the current<br />

location<br />

• upgrade existing southbound stop at the current<br />

location, extending to the south<br />

• retention of the pedestrian crossing<br />

• closure of the existing driveway closest to the<br />

southbound stop to allow the kerb length available<br />

to increase from 45m to 65m, ensuring three buses<br />

can be easily accommodated.<br />

The stop and shelter infrastructure required <strong>for</strong> Barton<br />

will be met by the standard <strong>design</strong>s being developed<br />

<strong>for</strong> the Major Stops project (currently underway).<br />
