A.1 Government Issues (cont’d)<br />

Perhaps the most substantive change being introduced to the accountability regime between<br />

colleges and the Ministry <strong>of</strong> Training, Colleges and Universities (MTCU) is the introduction <strong>of</strong> a<br />

unified College Enrolment Data Collection System. The new system will enhance MTCU’s and<br />

the college’s current capabilities to collect and report on student enrolment data owing to the<br />

introduction <strong>of</strong> a common IT infrastructure, utilization <strong>of</strong> an agreed upon set <strong>of</strong> data elements<br />

which are clearly defined, and minimization <strong>of</strong> manual and duplicative data processes. The new<br />

system and standardized data elements will, among other things, allow for:<br />

a similar level <strong>of</strong> information on college students and university students;<br />

improved grant administration, auditability, and consistency in enrolment reporting;<br />

better integration <strong>of</strong> MTCU programs such as Second Career;<br />

a better understanding <strong>of</strong> the total enrolments (including international) and enrolment<br />

mix at each college in support <strong>of</strong> capital and capacity analysis;<br />

enrolment trends analysis;<br />

consistent application <strong>of</strong> the Ontario Education Number (OEN) - as it becomes available<br />

throughout the college sector – in support <strong>of</strong> better program design for areas such as<br />

credit transfer; and<br />

consistency between what colleges report to MTCU and also the Ontario College<br />

Application Service (OCAS) on a term basis.<br />

The MTCU will also be refining and updating its existing Facilities Condition Assessment<br />

System, which attempts to accurately inventory, on an ongoing and consistent basis, collegewide<br />

maintenance and refurbishment requirements.<br />

Funding Levels and Distribution<br />

Ontario colleges currently receive lower revenues per student from operating grants and tuition<br />

fees than Ontario secondary schools and universities. Additionally, Ontario provides its<br />

universities and colleges with the lowest per-student provincial operating grants in the country;<br />

they are lower today on a per-student basis than they were in 2006/07 for colleges and in<br />

2007/08 for universities. This reduction has occurred while the institutions’ costs have been<br />

rising by three percent to five percent per annum.<br />

If the proposed Provincial Budget passes, total operating funding for colleges in 2014/15 will be<br />

$43.6 million higher than in 2011/12. This represents an increase <strong>of</strong> 3.2 percent over the three<br />

years, or an average <strong>of</strong> about 1 percent per year. However the increase is front-end loaded.<br />

Funding for enrolment growth will continue. Distribution <strong>of</strong> growth funding is based on individual<br />

college growth and will therefore vary amongst colleges.<br />
