<strong>Primary</strong> <strong>Prevention</strong> Challenge Grants<br />

Request for Proposals<br />

1. Background<br />

The <strong>Heart</strong> <strong>and</strong> <strong>Stroke</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Manitoba</strong>, a volunteer-based health charity, leads in<br />

eliminating heart disease <strong>and</strong> stroke <strong>and</strong> reducing their impact through the advancement <strong>of</strong><br />

research <strong>and</strong> its application, the promotion <strong>of</strong> healthy living, <strong>and</strong> advocacy.<br />

The <strong>Foundation</strong> realizes that along with research into the causes <strong>and</strong> treatment <strong>of</strong> heart<br />

disease <strong>and</strong> stroke, one <strong>of</strong> the most effective ways to defeat these diseases is to prevent them<br />

before they start. In 2009, the HSFM Board endeavoured to encourage <strong>and</strong> support primary<br />

prevention research in <strong>Manitoba</strong>.<br />

<strong>Primary</strong> prevention, as defined by the World Health Organization, is directed towards<br />

preventing the initial occurrence <strong>of</strong> a disorder/disease. Disease prevention is considered to be<br />

an action dealing with individuals <strong>and</strong> populations identified as exhibiting identifiable risk<br />

factors, <strong>of</strong>ten associated with different risk behaviours.<br />

In September, 2010, the <strong>Heart</strong> <strong>and</strong> <strong>Stroke</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Manitoba</strong> co-released a report called<br />

Making the Case for <strong>Primary</strong> <strong>Prevention</strong>: An Economic Analysis <strong>of</strong> Risk Factors in <strong>Manitoba</strong>,<br />

which clearly demonstrated the need to reduce the prevalence <strong>of</strong> risk factors for chronic<br />

disease which will reduce health care costs <strong>and</strong> improve population health. Details on the<br />

To build on the findings <strong>of</strong> this report, <strong>and</strong> in review <strong>of</strong> its mission investments, the <strong>Heart</strong> <strong>and</strong><br />

<strong>Stroke</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Manitoba</strong> is issuing this call for proposals that address risk factors <strong>of</strong><br />

interest (smoking, physical inactivity <strong>and</strong> overweight/ obesity).<br />

2. Purpose <strong>and</strong> Scope <strong>of</strong> RFP<br />

The <strong>Heart</strong> <strong>and</strong> <strong>Stroke</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Manitoba</strong> challenge grants will provide support to projects<br />

that will provide <strong>Manitoba</strong>-based evidence for primary prevention program <strong>and</strong> policy decision<br />

making.<br />

The purpose <strong>of</strong> the CHALLENGE GRANTS is to support innovative <strong>and</strong> unique projects (research<br />

<strong>and</strong>/or evaluation) that have direct policy <strong>and</strong>/or practice relevance <strong>and</strong> application to reducing<br />

these risk factors (smoking, overweight/obesity <strong>and</strong> physical inactivity) at a population level in<br />

<strong>Manitoba</strong>.<br />

Examples <strong>of</strong> research proposals that fit the call:<br />

• Efficacy <strong>and</strong> impact <strong>of</strong> policy interventions within <strong>Manitoba</strong> contexts (communities,<br />

schools, provincial) regarding the reduction <strong>of</strong> overweight/obesity, physical inactivity,<br />

<strong>and</strong>/or smoking (including smoking cessation)<br />

• Efficacy <strong>and</strong> impact <strong>of</strong> innovative programs in communities, schools, or workplaces in<br />

<strong>Manitoba</strong> contexts regarding the reduction <strong>of</strong> overweight/obesity, physical inactivity,<br />

<strong>and</strong>/or smoking (including smoking cessation)<br />

• Innovative approaches to engaging researchers <strong>and</strong> policy makers<br />

• Monitoring <strong>and</strong> tracking risk factors (smoking, physical inactivity or overweight/obesity)<br />

• Epidemiological studies <strong>of</strong> risk factors <strong>and</strong> outcomes as they relate to healthy behaviors<br />

• Innovative approaches to knowledge exchange<br />

• Environmental factors related to smoking, physical inactivity or overweight/obesity (eg<br />

decreased availability <strong>of</strong> unhealthy foods, increased availability <strong>of</strong> healthy foods such as<br />

fresh vegetables <strong>and</strong> fruit, <strong>and</strong> opportunities for physical activity)<br />

• Influencing public opinion for primary prevention<br />

• Strategic data analyses for policies <strong>and</strong> programs<br />

The following are provided to illustrate the types <strong>of</strong> programs that would NOT be eligible:<br />

• Activities focused at early disease detection (for example, screening tools)<br />

• Reducing the negative impact <strong>of</strong> an already established disease by restoring function<br />

<strong>and</strong> reducing disease related complications (for example, rehabilitation, interventions)<br />

• Research using animal subjects <strong>and</strong>/or reduced preparations<br />

Funding Available<br />

Projects <strong>of</strong> $2500 are as welcome as those <strong>of</strong> $25 000 - the same review process will be<br />

applied. Proposals can be <strong>of</strong> one or two year duration. However proposals requesting more<br />

than $40 000 funding for any single year will not be reviewed.<br />

Budget <strong>and</strong> reporting<br />

A progress report, including budget update, will be required midway through the award<br />

term.<br />

7. Evaluation <strong>and</strong> Selection<br />

Proposals will be reviewed by a research review committee <strong>of</strong> the <strong>Heart</strong> <strong>and</strong> <strong>Stroke</strong> <strong>Foundation</strong><br />

<strong>of</strong> <strong>Manitoba</strong>. Proposals will be evaluated based on:<br />

• a demonstrated link to the HSFM mission<br />

• demonstrated creativity <strong>and</strong> unique contribution <strong>and</strong> advancement to knowledge base<br />

• utilization <strong>of</strong> an integrated knowledge translation process through innovative<br />

approaches to engaging researchers <strong>and</strong> policy makers throughout the research process<br />

• utilization <strong>of</strong> appropriate research protocol<br />

• active involvement <strong>of</strong> community agencies/partners (*indications <strong>of</strong> support must be<br />

provided with application)<br />
