This leaflet provides details <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> arrangements which<br />

are to be adhered to when <strong>the</strong> Cor<strong>on</strong>er is investigating an<br />

unexpected, violent or unexplained death.<br />

On <strong>the</strong> Cor<strong>on</strong>er’s instructi<strong>on</strong>s and in all cases where a<br />

post mortem examinati<strong>on</strong> is necessary <strong>the</strong> reporting PSNI<br />

investigating <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer will arrange for prompt transportati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<strong>the</strong> body to <strong>the</strong> Nor<strong>the</strong>rn <strong>Ireland</strong> Regi<strong>on</strong>al Forensic Mortuary<br />

<strong>on</strong>ce all agencies have completed <strong>the</strong>ir initial investigati<strong>on</strong>s<br />

at <strong>the</strong> scene. This removal must be carried out by <strong>the</strong><br />

c<strong>on</strong>tracted Funeral Directors who will be tasked by PSNI.<br />

The family funeral director can arrange to collect <strong>the</strong> remains<br />

from <strong>the</strong> mortuary after <strong>the</strong> post mortem examinati<strong>on</strong> has<br />

c<strong>on</strong>cluded. This will attract <strong>the</strong> standard fee <str<strong>on</strong>g>of</str<strong>on</strong>g> £60 which<br />

incorporates <strong>the</strong> first 20 miles; - <strong>the</strong>reafter 75p per mile is<br />

payable. All claims for this fee should be submitted within<br />

28 days but no later than 2 m<strong>on</strong>ths after <strong>the</strong> removal has<br />

taken place. Claims should be submitted to <strong>the</strong> Cor<strong>on</strong>er’s<br />

Office, Mays Chambers, 73 May Street, Belfast, BT1 3JL <strong>on</strong> a<br />

Details <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> c<strong>on</strong>tracted areas are set out below and PSNI<br />

Call Handling Managers in each <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong>se districts will hold <strong>the</strong><br />

c<strong>on</strong>tact details for <strong>the</strong> c<strong>on</strong>tracted Funeral Directors.


CORONERS SERVICE FOR NORTHERN IRELAND 3<br />

District A – North and West Belfast<br />

District B – South and East Belfast<br />

District C – North Down, Ards, Castlereagh and Down<br />

District D – Antrim, Lisburn, Newtownabbey and Carrickfergus<br />

District E – Newry & Mourne, Armagh, Banbridge and<br />

Craigav<strong>on</strong><br />

District F – Fermanagh, Omagh, Dungann<strong>on</strong>, South Tyr<strong>on</strong>e<br />

and Cookstown<br />

District G – Strabane, Foyle, Limavady and Magherafelt<br />

District H – Coleraine, Ballym<strong>on</strong>ey, Moyle, Ballymena and<br />

In n<strong>on</strong>-suspicious cases (in which a doctor, when available<br />

may be able to issue ei<strong>the</strong>r a death certificate or a pro-forma<br />

letter) <strong>the</strong> PSNI investigating <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer has discreti<strong>on</strong> to arrange<br />

for <strong>the</strong> body to be held in a local mortuary or funeral director’s<br />

premises pending a discussi<strong>on</strong> between <strong>the</strong> cor<strong>on</strong>er and<br />

doctor provided:-<br />

1) suitable storage arrangements are in place;<br />

2) and <strong>the</strong>re are clear instructi<strong>on</strong>s given not to interfere<br />

with <strong>the</strong> body until <strong>the</strong> doctor has c<strong>on</strong>firmed that he has<br />

issued ei<strong>the</strong>r a death certificate or pro-forma letter.<br />

This removal may be carried out by a funeral director <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />

family’s choice or if n<strong>on</strong>e is available <strong>the</strong> cor<strong>on</strong>ers c<strong>on</strong>tracted<br />

funeral director may arrange to take <strong>the</strong> body into <strong>the</strong>ir care<br />

until such time as <strong>the</strong> family decide which funeral director <strong>the</strong>y<br />

wish to use.<br />

It should be noted that if <strong>the</strong> doctor subsequently c<strong>on</strong>firms<br />

that he cannot issue a certificate or pro-forma letter and<br />

a post mortem is necessary <strong>the</strong> PSNI will instruct <strong>the</strong><br />

c<strong>on</strong>tracted funeral director for that district to arrange <strong>the</strong><br />

transportati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> body to <strong>the</strong> Nor<strong>the</strong>rn <strong>Ireland</strong> Regi<strong>on</strong>al<br />

Forensic Mortuary.

Fur<strong>the</strong>r General Informati<strong>on</strong> for Funeral Directors<br />

To avoid additi<strong>on</strong>al distress for a family at a traumatic time<br />

in <strong>the</strong>ir lives it is imperative that a funeral director does not<br />

under any circumstances make arrangements for a funeral<br />

until <strong>the</strong>y:-<br />

1) have received c<strong>on</strong>firmati<strong>on</strong> that a doctor will issue ei<strong>the</strong>r<br />

a medical certificate <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> cause <str<strong>on</strong>g>of</str<strong>on</strong>g> death or a pr<str<strong>on</strong>g>of</str<strong>on</strong>g>orma<br />

letter has been agreed with <strong>the</strong> Cor<strong>on</strong>er’s Office<br />

or;<br />

2) have checked with <strong>the</strong> Cor<strong>on</strong>er’s Office that <strong>the</strong> body<br />

can be released following post mortem examinati<strong>on</strong>.<br />

Please note that in some deaths where identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong><br />

deceased is problematic (e.g. in cases where <strong>the</strong> body is<br />

badly disrupted and visual identificati<strong>on</strong> is not possible which<br />

can happen following a fire or serious road traffic collisi<strong>on</strong>)<br />

forensic DNA analysis may be required and this can take<br />

some weeks to complete.<br />

Also in cases where some<strong>on</strong>e may be charged with causing<br />

<strong>the</strong> death <strong>the</strong> body may not be released for some time.<br />

In <strong>the</strong>se circumstances it is imperative that you await <strong>the</strong><br />

final release <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>the</strong> remains before c<strong>on</strong>firming <strong>the</strong> funeral<br />

arrangements. The Cor<strong>on</strong>ers Liais<strong>on</strong> Officer or Police Family<br />

Liais<strong>on</strong> Officer will advise <strong>the</strong> family when this is possible. It<br />

is appreciated that although families are under c<strong>on</strong>siderable<br />

strain at this time <strong>the</strong> situati<strong>on</strong> could be made worse if<br />

misidentificati<strong>on</strong> took place.<br />

Your assistance in managing <strong>the</strong> family’s expectati<strong>on</strong>s in<br />

<strong>the</strong>se particular circumstances is essential in order to avoid<br />

additi<strong>on</strong>al distress.

To allow Cor<strong>on</strong>er’s staff <strong>the</strong> opportunity to process new death<br />

reports appropriately and ensure <strong>the</strong> best service to all it<br />

would be helpful if Funeral Directors c<strong>on</strong>tacted <strong>the</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>fice<br />

<strong>on</strong>ly after 10.30 am.
