Executive Summary<br />

i) Background context<br />

<strong>The</strong> report ‘M<strong>in</strong><strong>in</strong>g activity and m<strong>in</strong>eral trade <strong>in</strong> the Kivu h<strong>in</strong>terland’ was commissioned by the<br />

Directorate General for Development (DG DEV) <strong>of</strong> the European Commission and aims to fill an<br />

<strong>in</strong>formation gap by identify<strong>in</strong>g the pr<strong>in</strong>cipal m<strong>in</strong><strong>in</strong>g sites and analys<strong>in</strong>g the trade networks <strong>of</strong> the<br />

‘eastern h<strong>in</strong>terland’ <strong>of</strong> the Democratic Republic <strong>of</strong> the Congo (DRC), located <strong>in</strong> Maniema, North<br />

Katanga and Orientale Prov<strong>in</strong>ce, and the transport networks from these territories to the regional<br />

hubs <strong>of</strong> Bukavu, Goma, Butembo and Bunia.<br />

Follow<strong>in</strong>g constant reports <strong>of</strong> <strong>in</strong>security and human rights violations related to m<strong>in</strong><strong>in</strong>g activity<br />

<strong>in</strong> the Kivu prov<strong>in</strong>ces and Ituri over the past years, the m<strong>in</strong><strong>in</strong>g sector <strong>in</strong> these areas has been the<br />

subject <strong>of</strong> several publications. In these texts, the conflict-ridden Kivu prov<strong>in</strong>ces are generally<br />

depicted as a region beyond the control <strong>of</strong> the state where shadow economies thrive (an analysis<br />

with which Congolese President Joseph Kabila seemed to agree when he suspended all m<strong>in</strong><strong>in</strong>g<br />

activities <strong>in</strong> North Kivu, South Kivu and Maniema on 11th September 2010).<br />

However, whether these shadow economies extend <strong>in</strong>to other important m<strong>in</strong><strong>in</strong>g areas border<strong>in</strong>g<br />

the Kivus and Ituri is unclear s<strong>in</strong>ce little documentation exists on production circuits <strong>in</strong> the<br />

h<strong>in</strong>terland west <strong>of</strong> the Kivus. It was therefore felt that <strong>in</strong>vestigat<strong>in</strong>g the specific problems and<br />

opportunities <strong>of</strong> the m<strong>in</strong><strong>in</strong>g sector <strong>in</strong> these less-known areas would be worthwhile.<br />

<strong>The</strong> report is built around three chapters: the first exam<strong>in</strong>es m<strong>in</strong><strong>in</strong>g activity <strong>in</strong> Northern Katanga;<br />

the second looks at Maniema territory on the east bank <strong>of</strong> the Congo River; and the third surveys<br />

the m<strong>in</strong><strong>in</strong>g sector <strong>in</strong> Bafwasende and Mambasa territories <strong>in</strong> Orientale Prov<strong>in</strong>ce.<br />

Each chapter follows the same structure. In a first section, the m<strong>in</strong>eral <strong>resource</strong>s <strong>of</strong> the area <strong>in</strong><br />

question are discussed. In a second, the most important m<strong>in</strong>es are presented. <strong>The</strong> third section<br />

deals with the m<strong>in</strong><strong>in</strong>g sector: the traders, transport, m<strong>in</strong><strong>in</strong>g companies, etc. <strong>The</strong> fourth section<br />

exam<strong>in</strong>es human rights violations, and the <strong>in</strong>volvement <strong>of</strong> armed groups and the Congolese<br />

national army <strong>in</strong> m<strong>in</strong><strong>in</strong>g areas.<br />

Besides the locations <strong>of</strong> m<strong>in</strong><strong>in</strong>g sites discussed <strong>in</strong> this report, these maps show <strong>in</strong>formation on<br />

ownership, militia or army <strong>in</strong>volvement, numbers <strong>of</strong> artisanal m<strong>in</strong>ers, m<strong>in</strong>eral prices and several<br />

other important variables. Guidel<strong>in</strong>es on their use are available onl<strong>in</strong>e at the same webpage.<br />

Besides an array <strong>of</strong> other sources, each <strong>of</strong> the three ma<strong>in</strong> chapters builds on these maps.<br />

ii) Key f<strong>in</strong>d<strong>in</strong>gs<br />

• <strong>The</strong> h<strong>in</strong>terland region is by no means <strong>in</strong>ferior to the Kivus <strong>in</strong> terms <strong>of</strong> m<strong>in</strong>eral production.<br />

Maniema accounts for a considerable share <strong>of</strong> the cassiterite arriv<strong>in</strong>g <strong>in</strong> Bukavu and Goma,<br />

the ma<strong>in</strong> trade centres; Northern Katanga is the most important supplier <strong>of</strong> coltan to Bukavu
