<strong>The</strong> recommendations <strong>in</strong> a nutshell<br />

If the Congolese government – <strong>in</strong> cooperation with prov<strong>in</strong>cial governments and with the support <strong>of</strong><br />

<strong>in</strong>ternational donors – were to secure the relatively calm h<strong>in</strong>terland and open it up to trade, it would be<br />

good for bus<strong>in</strong>ess, would <strong>in</strong>crease government revenues, would benefit the local population and could<br />

at the same time serve as a pilot project for due diligence efforts.<br />

It is clear from the f<strong>in</strong>d<strong>in</strong>gs detailed above that the h<strong>in</strong>terland surround<strong>in</strong>g North and South Kivu<br />

is by no means <strong>in</strong>ferior <strong>in</strong> terms <strong>of</strong> m<strong>in</strong>eral production. <strong>The</strong> areas are important suppliers <strong>of</strong><br />

m<strong>in</strong>erals to trad<strong>in</strong>g towns <strong>in</strong> the two prov<strong>in</strong>ces, and each <strong>of</strong> the three areas studied has its own<br />

“speciality”. Maniema accounts for an important share <strong>of</strong> the cassiterite arriv<strong>in</strong>g <strong>in</strong> Bukavu and<br />

Goma; North Katanga is the most important supplier <strong>of</strong> coltan to Bukavu and quite possibly the<br />

most important coltan m<strong>in</strong><strong>in</strong>g area <strong>in</strong> eastern DRC as a whole; and Bafwasende and Mambasa<br />

territories produce a large amount <strong>of</strong> gold. Gold from Orientale prov<strong>in</strong>ce constitutes the majority<br />

<strong>of</strong> the gold traded <strong>in</strong> Butembo, North Kivu, although production from Bafwasende and Mambasa<br />

– at least from artisanal m<strong>in</strong><strong>in</strong>g 234 – is markedly lower than <strong>in</strong> Djugu territory, for example.<br />

Furthermore, Maniema and Northern Katanga have significant potential for gold production.<br />

As a consequence <strong>of</strong> the h<strong>in</strong>terland’s supply role to the Kivus, the ma<strong>in</strong> beneficiaries <strong>of</strong> its<br />

<strong>resource</strong>s are the traders based <strong>in</strong> the Kivu prov<strong>in</strong>ces. This is especially true for Maniema, where<br />

the degraded transport <strong>in</strong>frastructure requires that most <strong>of</strong> Maniema’s m<strong>in</strong>eral production is<br />

flown from airstrips directly to Kivu border towns.<br />

<strong>The</strong> rehabilitation <strong>of</strong> transport <strong>in</strong>frastructure should be one <strong>of</strong> the ma<strong>in</strong> priorities for donor and<br />

state <strong>in</strong>vestment <strong>in</strong> all three areas <strong>of</strong> the Kivu h<strong>in</strong>terland. It would further the development <strong>of</strong><br />

the m<strong>in</strong><strong>in</strong>g sector by stimulat<strong>in</strong>g legal trade and serious <strong>in</strong>vestment. However, several challenges<br />

have to be taken <strong>in</strong>to account, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>security, logistical problems and ma<strong>in</strong>tenance <strong>of</strong> the<br />

repaired <strong>in</strong>frastructure. As such, build<strong>in</strong>g a road is <strong>in</strong> fact much more than simply build<strong>in</strong>g a road.<br />

<strong>The</strong> Congolese government should develop a plan for open<strong>in</strong>g up the h<strong>in</strong>terland. This plan<br />

should be based on three cornerstones: <strong>in</strong>frastructure, transparent adm<strong>in</strong>istration and security.<br />

Open<strong>in</strong>g up the h<strong>in</strong>terland will benefit the local population <strong>in</strong> several other ways. As the case<br />

<strong>of</strong> Kongolo illustrated, the h<strong>in</strong>terland is <strong>in</strong> general an isolated region that needs bus<strong>in</strong>ess and<br />

bus<strong>in</strong>ess competition to enjoy the supply (import) <strong>of</strong> affordable foodstuffs and consumables. At a<br />

later stage, the same argument could be made concern<strong>in</strong>g energy supply.<br />

Only a small number <strong>of</strong> comptoirs have a presence <strong>in</strong> the prov<strong>in</strong>ce and therefore, a large number<br />

<strong>of</strong> négociants sell their m<strong>in</strong>erals directly to comptoirs <strong>in</strong> Goma and Bukavu. This is one <strong>of</strong> the<br />

biggest obstacles for greater transparency <strong>in</strong> the m<strong>in</strong>erals trade <strong>in</strong> the h<strong>in</strong>terland and for generat<strong>in</strong>g<br />

revenues for prov<strong>in</strong>cial treasuries.<br />

Additional comptoirs should establish <strong>of</strong>fices <strong>in</strong> the h<strong>in</strong>terland areas, ideally <strong>in</strong>stall<strong>in</strong>g m<strong>in</strong>eral<br />

crushers to <strong>in</strong>crease the value <strong>of</strong> their product.<br />
