Second, the m<strong>in</strong><strong>in</strong>g permits granted to the AFM by the Prov<strong>in</strong>cial Division <strong>of</strong> M<strong>in</strong>es, constitute a<br />
considerable source <strong>of</strong> prov<strong>in</strong>cial <strong>in</strong>come but are not recognised by the central government. This<br />
causes conflict when companies hold<strong>in</strong>g exclusive titles from CaMi appear <strong>in</strong> areas covered by<br />
prov<strong>in</strong>cial permits.<br />
Internationally listed, transparent companies, such as Kilo Goldm<strong>in</strong>es, have begun exploration<br />
<strong>in</strong> Mambasa territory. On the other hand, a number <strong>of</strong> more opaque private companies, with<br />
high-level, <strong>of</strong>ficial back<strong>in</strong>g, are conduct<strong>in</strong>g semi-<strong>in</strong>dustrial m<strong>in</strong><strong>in</strong>g operations on the Ituri River,<br />
guarded by the military, without declar<strong>in</strong>g any production or exports. This comes close to outright<br />
plunder<strong>in</strong>g and begs the urgent restoration <strong>of</strong> state authority.<br />
Among the trade routes lead<strong>in</strong>g to North Kivu, the most deserv<strong>in</strong>g <strong>of</strong> note is the route from<br />
Walikale (North Kivu) and Maniema prov<strong>in</strong>ce to Butembo and Goma, via Orientale’s capital,<br />
Kisangani. An <strong>in</strong>creas<strong>in</strong>g amount <strong>of</strong> cassiterite is transported along this circuitous detour, which<br />
will require attention dur<strong>in</strong>g efforts to regulate the m<strong>in</strong>eral trade <strong>in</strong> eastern DRC, especially <strong>in</strong> the<br />
light <strong>of</strong> the recent ban on Kivu m<strong>in</strong>erals declared by President Kabila.<br />
FARDC soldiers frequent m<strong>in</strong><strong>in</strong>g sites <strong>in</strong> both southern Bafwasende and Mambasa territories, and<br />
are <strong>in</strong>volved <strong>in</strong> the m<strong>in</strong>eral trade. Most common, though irregular <strong>in</strong> frequency, is their role <strong>in</strong> the<br />
forced trade <strong>of</strong> goods around m<strong>in</strong>e sites, especially cigarettes and marijuana, <strong>in</strong> exchange for gold.<br />
This trade appears to be highly organised by the soldiers’ superiors.<br />
In Opienge region, southern Bafwasende, the FARDC use military operations aga<strong>in</strong>st the Mayi-<br />
Mayi Kumu as an entry po<strong>in</strong>t <strong>in</strong>to the m<strong>in</strong><strong>in</strong>g areas and are reported to commit serious human<br />
rights violations aga<strong>in</strong>st the local population. <strong>The</strong> Mayi-Mayi Kumu also appear to be <strong>in</strong>volved<br />
<strong>in</strong> m<strong>in</strong><strong>in</strong>g and the m<strong>in</strong>eral trade <strong>in</strong> areas under their control.<br />
Mambasa territory is not a military operational zone, but FARDC soldiers regularly appear at<br />
artisanal sites there as well to trade goods for gold, and for <strong>in</strong>formal taxation. Soldiers are employed<br />
by private companies to guard semi-<strong>in</strong>dustrial sites, and predatory practices, <strong>in</strong>timidation and<br />
violence by both the military and the police are reported.
