Insecurity <strong>in</strong> Opienge and Maiko National Park<br />

Maiko National Park, and the areas extend<strong>in</strong>g north to the urban centre <strong>of</strong> Opienge, have a turbulent<br />

history. <strong>The</strong> area has been occupied by successive military movements for nearly half a century, due<br />

to the richness <strong>of</strong> its <strong>resource</strong>s (predom<strong>in</strong>antly m<strong>in</strong>erals, but also bushmeat and ivory). <strong>The</strong> orig<strong>in</strong>al<br />

Mulelist Mayi-Mayi Simba rebels settled <strong>in</strong> the area <strong>in</strong> 1964, extract<strong>in</strong>g m<strong>in</strong>erals and barter<strong>in</strong>g them<br />

for arms.<br />

<strong>The</strong> formation <strong>of</strong> Maiko National Park <strong>in</strong> 1970 led to <strong>in</strong>creas<strong>in</strong>g local demands for the right to manage<br />

and make use <strong>of</strong> the Park’s <strong>resource</strong>s. <strong>The</strong> area’s social and political marg<strong>in</strong>alisation, which was<br />

already true before the protracted civil war and re<strong>in</strong>forced by years <strong>of</strong> military confrontations, has had<br />

a disastrous impact on the population. It is widely believed that this marg<strong>in</strong>alisation has bred a strong<br />

sense <strong>of</strong> community support for Mayi-Mayi movements, who are seen as the “rightful sons” <strong>of</strong> the area<br />

and thus owners <strong>of</strong> its <strong>resource</strong>s.<br />

In particular, the Mayi-Mayi Kumu group was orig<strong>in</strong>ally a movement to defend local <strong>in</strong>terests from<br />

<strong>resource</strong> encroachment and exploitation, first by government (s<strong>in</strong>ce the Park’s creation), and later<br />

by Ugandan and Rwandan troops, who hunted and m<strong>in</strong>ed illegally <strong>in</strong>side the Park borders dur<strong>in</strong>g the<br />

Second Congo War. 200<br />

Successive re-<strong>in</strong>tegration processes <strong>in</strong> the area have disillusioned those Mayi-Mayi combatants who<br />

had been prepared to leave the bush. 201 Several Mayi-Mayi movements and their commanders participated<br />

<strong>in</strong> the 2003–04 DDR process. Hav<strong>in</strong>g been assured that their rank and file would be <strong>in</strong>tegrated,<br />

they suddenly found themselves stripped <strong>of</strong> military functions and completely disarmed. <strong>The</strong> Mayi-<br />

Mayi leader, Major Luc Yabili, had not participated <strong>in</strong> the DDR, and the subsequent failure to keep the<br />

pledges made to other Mayi Mayi groups provided further impetus for him and his troops to rema<strong>in</strong> <strong>in</strong><br />

the bush. 202<br />

As <strong>in</strong> any situation <strong>of</strong> protracted <strong>in</strong>security, livelihoods are precarious for local communities. Successive<br />

military <strong>of</strong>fensives have led populations to retreat further <strong>in</strong>to the forests or to establish themselves<br />

<strong>in</strong> urban areas. Given that agriculture is the prime economic activity, many communities f<strong>in</strong>d it<br />

hard to provide for their families.<br />

Frustrated and disillusioned young men turn to illegal m<strong>in</strong><strong>in</strong>g and hunt<strong>in</strong>g as a means <strong>of</strong> livelihood.<br />

Local populations are further angered by the exploitation by military and park <strong>of</strong>ficials <strong>of</strong> <strong>resource</strong>s<br />

which they have expressly told the population should be protected. Thus the question <strong>of</strong> access to, and<br />

use <strong>of</strong>, natural <strong>resource</strong>s <strong>in</strong> this part <strong>of</strong> the territory is tied up not just with armed conflict, but equally<br />

with serious political and social unrest.<br />

It should be noted that until at least 2007, small aircraft used the 800m-long Opienge airstrip to<br />

transport m<strong>in</strong>erals out <strong>of</strong> the region, with one to two commercial flights per week from North<br />

Kivu (Beni and Butembo). 203 This runway has now become <strong>in</strong>operable.<br />

Three trade routes were evident from the research. One traverses east through, or along the<br />

northern edges <strong>of</strong>, Maiko National Park before reach<strong>in</strong>g the ma<strong>in</strong> export centre <strong>of</strong> Butembo. This<br />
