<strong>The</strong> phenomenon <strong>of</strong> rebels and army units pr<strong>of</strong>it<strong>in</strong>g from the m<strong>in</strong>eral exploitation and trade is a<br />
widespread problem <strong>in</strong> eastern DRC. Compared to the neighbour<strong>in</strong>g Kivu prov<strong>in</strong>ces, the security<br />
situation is generally calm <strong>in</strong> Maniema and large parts <strong>of</strong> its m<strong>in</strong><strong>in</strong>g areas are free from military<br />
presence. Much <strong>of</strong> the prov<strong>in</strong>ce’s deposits could, therefore, be termed “clean m<strong>in</strong>erals”.<br />
Some m<strong>in</strong><strong>in</strong>g areas, however, have to endure an armed presence, regular <strong>in</strong>cursions by armed<br />
groups and extortions by armed factions and civilian authorities. This chapter (more examples<br />
can be found on the accompany<strong>in</strong>g digital map) has highlighted several examples <strong>of</strong> human<br />
rights violations by FARDC elements l<strong>in</strong>ked to their <strong>in</strong>volvement <strong>in</strong> the prov<strong>in</strong>ce’s m<strong>in</strong><strong>in</strong>g sector.<br />
Comprehensive security sector reform (SSR) is therefore <strong>of</strong> vital importance to the restoration <strong>of</strong><br />
security and the development <strong>of</strong> Maniema’s m<strong>in</strong><strong>in</strong>g sector.<br />
This will not be sufficient, and needs to be comb<strong>in</strong>ed with a comprehensive and susta<strong>in</strong>able<br />
disarmament, demobilisation and re<strong>in</strong>tegration (DDR) exercise to conv<strong>in</strong>ce exist<strong>in</strong>g rebel groups,<br />
such as the Rahiya Mutomomboki and the Simbas, to demobilise. <strong>The</strong> DDR exercises should<br />
focus on “self-demobilised” ex-combatants, such as the ex-Mayi Mayi rebels loyal to General<br />
Kalonda Pamphilé <strong>in</strong> east Kailo territory. To date, DDR exercises <strong>in</strong> the Eastern h<strong>in</strong>terland have<br />
not been very thorough.<br />
<strong>The</strong> ma<strong>in</strong> impediment to formalis<strong>in</strong>g the m<strong>in</strong><strong>in</strong>g sector <strong>in</strong> Maniema and generat<strong>in</strong>g revenues for<br />
the prov<strong>in</strong>ce, however, is the deplorable condition <strong>of</strong> its transport <strong>in</strong>frastructure. Rehabilitation<br />
<strong>of</strong> road and rail <strong>in</strong>frastructure would open up Maniema and its isolated m<strong>in</strong><strong>in</strong>g zones, and help<br />
K<strong>in</strong>du play a more central role <strong>in</strong> the prov<strong>in</strong>ce’s m<strong>in</strong><strong>in</strong>g sector. Rehabilitat<strong>in</strong>g the railway to<br />
Katanga and the ma<strong>in</strong> roads to the Kivu prov<strong>in</strong>ces would lessen the need for expensive airfreight,<br />
decrease m<strong>in</strong>eral prices and <strong>in</strong>crease the prov<strong>in</strong>ce’s share <strong>of</strong> revenues.
